    The problem of ensuring the availability and quality of transport services for the population through the implementation of federal laws and state programs for the socio-economic development of the subjects of the Far Eastern Federal District is being actualized. Based on the analysis of statistical reporting and the results of the implementation of state programs for the development of transport infrastructure in the subjects of the Far Eastern Federal District from the standpoint of the presence in them of goals, objectives, subprograms or activities related to solving the problem of increasing transport accessibility for the population, an assessment of the transport accessibility of regions is given and directions are proposed more active use of the transport infrastructure of the Far Eastern Federal District.

    Abstract:
    The article examines the problems of landscaping of urban areas and securing their legal status as one of the main areas of activity of the municipal economy to create conditions for a high standard of living of the population. The empirical base was provided by regulations, scientific articles and literature, statistical data, reports, and the results of a sociological study conducted on the territory of the Novorossiysk's Ministry of Defense. The analysis of the material allowed us to study the experience of local authorities in this area and formulate proposals to improve their effectiveness.

    В статье приводится обоснование необходимости развития социального потенциала территории, который способен ускорить осуществление перехода к сбалансированному инновационному развитию региона. Выделяются структурные элементы социального потенциала: демографическая ситуация, физическое и психологическое здоровье, интеллектуальный потенциал, социальное взаимодействие, уровень жизни, система социальной защиты. Производится оценка социального потенциала Чувашской Республики на основе наиболее значимых показателей демографии, здравоохранения, образования и уровня жизни. Описывается роль и значение социального капитала. Делается вывод о том, что социальный потенциал совместно с природным и производственным капиталом позволяет обеспечить приращение экономического, политического и социального эффекта в процессе развития территорий, а также о необходимости дальнейших исследований в этой области.
