- The Fundamentals of the State Policy of the Russian Federation in the development of legal literacy and legal awareness of Citizens emphasize the importance of legal education and raising the level of legal culture. The All-Russian Legal Dictation has been initiated by the Russian Bar Association since 2017. Legal dictation was conducted in educational institutions of the Chuvash Republic, as well as in schools throughout the Russian Federation. This monograph provides an analysis of the results obtained. The responses of underage students were analyzed 6, 7, 8, 9, 10, and 11 classes. The results obtained indicate an average level of awareness of legal responsibility for various illegal acts. If the performance of tasks in grades 6, 7, and 8 differed slightly, then in comparative terms these classes differed from the results obtained in grades 9, 10, and 11. Based on the results obtained and their analysis, the tasks of forming and developing the legal culture of citizens and developing awareness of responsibility for illegal actions are considered important.

The tendency of a decrease in the general level of culture, the increase in infantilism, the presence of gaps in the moral consciousness of a significant part of young people is noted. According to the authors, without overcoming these negative aspects, it is impossible to build a truly legal state and form a civil society. As a condition for increasing the legal culture of modern Russian society, a multi-level system of legal education is proposed, an important place in which is occupied by legal information and legal propaganda.

- The paper aims to discuss the challenges and countermeasures taken in teaching traditional minority sports in higher education institutions. By analyzing the minority traditional sports and the challenges facing the traditional sports teaching of ethnic minorities in colleges and universities, the paper puts forward the measures that need to be taken to carry out the traditional sports teaching of ethnic minorities in colleges and universities. sports teaching in institutions of higher education, and put forward the measures that need to be taken. On the process of standardization in an unwritten language (based on the example of the Shughnani language)

- The article analyses graphic and orthographic variability, as well as issues concerning the standardization process, in an unwritten Pamir language – Shughnani. The source data include a corpus of published and archival Shughnani texts of the 19th–21st centuries and their translation into Russian, as well as dictionaries, and field materials resulting from the author’s field research. We systematise linguistic data by applying an in-depth comparative method, in particular, comparative analysis of culturally marked units, as well as component analysis. There exist no state-institutional structures for regulating social speech activity, and thus no ability to solve theoretical and practical issues in terms of public policy through measures taken in the field of speech culture and language. This situation incentivizes the creation of a written tradition with a unified normative writing system, the compilation of Shughnani-Tajik-Russian, etc. dictionaries reflecting key national vocabulary, and the publication of normative grammars. It also encourages the creation of prose literature, and on this basis, the development of a literary standard. These measures serve to improve the sociolinguistic status of the language and ensure its preservation.

- This article considers the issue of supplementing Article 20 of Federal Law No. 324-FZ of November 21, 2011 "On Free Legal Aid in the Russian Federation" with a clause regulating the provision of free legal aid to employers entering into labor relations with persons under the age of 18. The analysis of the current Russian legislation in the field of labor is carried out on the basis of consideration of the legal provisions of the Labor Code of the Russian Federation of 30.12.2001 N 197-FZ, the specifics of labor relations between the employer and minors in the Russian state. Based on this, the influence of the multiplicity of benefits for this category of employees is emphasized, as well as their connection with the appearance of more responsibilities for employers, on reducing the desire of employers to enter into labor relations with minors, and the reasons for the need for these innovations are identified. Periodization of the development of public preschool education of children of non-Russian nationalities in the RSFSR (1917 – early 1930s.)

- The article presents the results of studying the organization of public preschool education of children of non-Russian nationalities in the RSFSR. The purpose of the study was to study the development of public preschool education of children of non-Russian nationalities in the RSFSR. Methods – analysis, comparison, generalization of archival and published sources, regulatory documents. The result of the study was the periodization of the development of public preschool education of children of non-Russian nationalities in the RSFSR. The chronological boundaries of the study define the stages of development of public preschool education of children of non-Russian nationalities: the indicative stage (1917–1923), the stage of formation (1923–1927), the stage of sustainable development (1928 – early 1930s.). Within each stage, the directions of development of public preschool education of children of non-Russian nationalities are highlighted and characterized: formation of management bodies for public preschool education of children of non-Russian nationalities, agitation and propaganda, creation of a network of preschool institutions, determination of the purpose and content of educational work, professional training of personnel for national preschool institutions. The results of the study deepen scientific knowledge on the history of the development of the Soviet system of public preschool education, expand the representation of the history of the development of the system of professional and additional education for the training of educators.

Moscow Mari: Ethnic Culture in the Internal Diaspora

- The article deals with the problem of maintaining and preserving Mari ethnic culture in the conditions of an internal diaspora. The purpose of the article is to identify the conditions for maintaining and to determine the prospects for preserving Moscow Maris’ ethnic culture in Moscow’s multicultural urban space. Methods. In 2019–2021, the author of the article conducted a sociolinguistic survey in the Mari diaspora of the Moscow region; the selective sample includes 106 respondents (100 respondents belong to the first generation of the Mari diaspora, six to the second). One of the aspects of the survey was to study markers of ethnic identity in two generations of the diaspora. Results. The results, obtained in the interviews, reveal that Mari culture (knowledge and observance of Mari traditions and customs) is one of the key markers of ethnic identity in the first generation (coming only third after the small homeland and the Mari language markers). Respondents in the second generation demonstrate remnant knowledge of ethnic cultural practices due to a weak intergenerational transmission of the Mari language. The author concludes that in order to preserve ethnic traditions and customs in the diaspora, it is extremely important to maintain an ethnic language; at the same time, as the world practice of revitalizing minority languages shows, ethnic culture can be viewed as a source of initiation into an ethnic language, and later become a channel for its maintenance.

- One of the most acute problems of the Russian state today is the problem of youth crime. The mass dissemination of the values of the criminal subculture among young people is a consequence of the complete denial of the system that has developed in society, as well as the fundamental social and political institutions. The article presents the main markers that allow us to draw conclusions about the possible involvement of minors in the criminal subculture of AUE. The classification of involvement markers according to their degree of severity (direct and indirect) is presented. The conclusion is made about the importance of markers for the prevention and counteraction of the involvement of young people in the criminal subculture of AUE.

This problem is also relevant for the region under consideration, where the indigenous small peoples of the North of Khanty, Mansi and Forest Nenets live. The purpose of this work is to study the state of studying the native language and ethnocultural subjects in general education institutions of the Khanty-Mansi Autonomous Okrug – Yugra, the request of parents of schoolchildren from among the indigenous small peoples of the North for ethnocultural subjects. The tasks of the work are to identify the state of study of the native language and ethnocultural subjects in general education institutions and to determine the need of parents of schoolchildren from among the indigenous small peoples of the North for ethnocultural subjects. The object of the study was the parents of schoolchildren from among the indigenous small peoples of the North living in the cities of the Autonomous Okrug. The main method of our research is questionnaire. Results: just over half of respondents (50.9%) believe that teaching their native language and subjects with ethnocultural content will to some extent help preserve the traditional culture of the indigenous minorities peoples of the North. Among the respondents in Langepas, pessimistic assessments prevail; in Kogalym (68.9%), the majority of respondents believe in the role of teaching ethnocultural subjects. Only 36.8% of respondents want their children to study ethnocultural subjects at school.

Cinemalogy as a Method of Work of an Educational Psychologist with Minors Recognized in the Case and in Accordance with the Procedure Provided for by the Criminal Procedure Legislation as Suspects, Accused, Defendants

- The article is devoted to the use of the method of cinemalogy in the work of an educational psychologist with minor suspects, accused persons, defendants, recognized, in the case and under the terms set out in the criminal procedure legislation and the specifics of its application. The purpose of the study is to determine the possibilities and psychological and pedagogical conditions for using the method of cinemalogy in psychocorrection work with underage suspects, accused persons, and defendants. The following research methods were used in the article: analysis of scientific psychological and pedagogical literature, normative legal documents, study of the resources of educational Internet portals. As a result of the study, an effective method of working with underage suspects, accused persons, and defendants was identified, and the factors of the formation of criminal behavior of underage children (heredity, social environment, and intrapersonal factors) were clarified. Based on the study of the psychological characteristics of underage suspects, accused persons, and defendants, the reasons for the commission of illegal actions (the desire for self-affirmation, to gain authority among peers, imitation of authority, the desire to obtain the forbidden, forbidden) are determined. The article offers methodological recommendations for organizing training sessions with underage suspects, accused persons, and defendants. It is concluded that an important condition for the psychocorrection of these categories of minors is the work with psychoemotional states, situations that have a psychotraumatic effect on them, the correction of their thoughts and behavior. In our opinion, it is the method of cinemalogy that contributes to solving these problems, as well as changing criminal attitudes.

Methodological Typology of Grammar Content of German as a Minor Language With English as a Major Language

- The article under consideration addresses problems of teaching grammar (with German as a minor language and English as a major language) in modern Russian schools. Method of research. In order to solve the problems, the authors propose a methodological typology of the content of teaching grammar in 5th grade with English as a major language on the basis of training and methodology complex “Horisonte”, taking into account the difficulties in mastering grammatical material. This typology was created using the following methods: analysis (during looking for the content), synthesis (at the stage of creating a grammatical typology of the German based on English) and forming of hypotheses (in results of the research). Result of the research. As a result of grammatical typology, the grammatical units for the 5th grade in “Spotlight” Student’s book are divided into three unequal groups. This fact simplifies the perception of the material by pupils during the intensification of the educational process and helps to build the educational process so that both languages studied by pupils are mastered at the proper level and using an intercultural approach. Conclusions. The importance of the research lies in forming system of German as a minor language for learning it in Russian schools and in the even distribution of power and time while teaching German as a minor language.
