- Abstract:
- The article is devoted to the analysis of the functioning of linguistic units in socio-political texts. The authors of the article are interested in studying phraseological units in political discourse. Phraseologisms as a means of expressing expressiveness and implementing the pragmatic function of language are used by politicians to influence public and personal consciousness and, in some cases, to agitate for action. The aim of the research is to determine the strategies of translating phraseological units used by the Russian President Vladimir Putin in his interview with American journalist Tucker Carlson. In order to achieve this aim we conducted a comparative analysis of the most frequent ways of translating fixed phrases from Russian into English, and we also analysed the problems faced by simultaneous interpreters while translating them. The research was performed by the random sampling technique along with descriptive analysis and contextual interpretation methods. As a result of the analysis, we can make a conclusion that Vladimir Putin’s speech is characterized by national cultural features, abundant use of metaphors, phraseological units and occasional phraseologisms. At the same time, we have identified the most common strategy of translating phraseological units – the phraseological analogy, which makes it possible to identify translation equivalents that are different in form and image, but similar in content and meaning for the recipient culture.

Formation of non-linguistic competencies in teaching latin
Research Article
Development of education Volume 7 No 2- Authors:

- Pedagogy and Modern Education
- Abstract:
- The methodology of teaching Latin has undergone significant changes in recent years, and traditional approaches do not produce high-quality results. Therefore, the search for new effective methods of teaching this discipline becomes relevant. The teaching of the ancient language at a non-linguistic university should form competencies among students related not only to the expansion of their philological horizons, but also those that will be useful in the future profession. The current methodology for teaching the ancient language is based on the traditional structural approach and does not correspond to the new tasks of learning. Students do not understand the importance of this discipline in the formation of non-linguistic competencies. The main general scientific methods of this research are analysis and synthesis, as well as the comparative method. The practical part was carried out using the survey method. As a result of the study, the authors believe that the emphasis in teaching should be shifted to the wider use of algorithms, exercises, trainings in order to make the learning process more active. A new textbook that meets the requirements of time and psychological characteristics of students must also comply with the new methodology focused on a competency approach in higher education.

- Abstract:
- At the beginning of the 21st century, China adopted a strategy of “going global”. In the first decade of the 21st century, much has been written about the growing international presence of the People's Republic of China, especially in developing regions such as Southeast Asia, Africa and Latin America. China-Latin America relations have deepened significantly in recent years so much, that the first decade of the 21st century can be called the “Chinese decade of Latin America.” However, as predicted at the very beginning, Latin America's trade relations with China are characterized by exports of primary goods from the region and imports of manufactured goods from China. The commodity boom driven by China undoubtedly helped the region weather the global financial crisis that broke out in 2008/2009. Latin American politicians are increasingly concerned about the imbalance of their trade schemes, especially as the Asian giant is going through an economic decline, commodity prices tend to decrease.

- Abstract:
- This chapter presents the result of the long standing integration of fundamental medical disciplines at one separate department (Department of Fundamental Medicine of the Immanuel Kant Baltic Federal University), which was preceded by four stages. At the first stage, the discipline «Latin language» was integrated into the discipline «Anatomy», at the second stage, the discipline «Anatomy» was integrated into the discipline «Latin language», at the third stage, a joint lecture and methodological materials appeared in the course of each of the above disciplines, at the fourth stage it became possible to create an ideal model for the integration of fundamental medical disciplines. By the authors presents thedetailed explanedmodel, which includes four medical disciplines (anatomy, histology, pharmacology, propaedeutics of internal diseases) and illustrates a holistic view of their relationship. Two deliberately defective models for the integration of these disciplines reflecting variants of a discrete approach to learning are also proposed. The key role of Latin medical terminology in the development of the above disciplines is explained in detail, the differences in the forming and translation of Latin anatomical and histological terms into Russian are shown. The interrelation of anatomy, histology and pharmacology through a definite Latin term is shown. Arguments are given in favor of introducing the developed model into the educational process of medical students receiving higher medical education. The authors not only share their experience of the long standing interaction in teaching Latin and anatomy, Latin and histology, anatomy and histology, but also ask for necessity of cooperation between teachers of fundamental medical disciplines for creating (already at the initial stage of medical education) the holistic professional world outlook for students.

- Abstract:
- Based on the analysis of specific legislative initiatives of the Ministry of Finance of the Russian Federation and the Russian Union of Industrialists and Entrepreneurs, it has been proved that the method of economic incentives for organizations with private capital to increase investment by changing the income tax rate depending on the share of reinvested profit is sharply inferior in terms of economic efficiency to the method based on changing the VAT rate. The shortcomings of the initiative (with "manual control") of the Government of the Russian Federation to reduce the VAT rate by 20 points for organizations of the ship repair industry are revealed. Based on the official data of the Federal Tax Service, the Central Bank of the Russian Federation, the Ministry of Economic Development, the Ministry of Finance of the Russian Federation, an analysis was made of the effectiveness of the “manual control” investment mechanisms in the Tax Code of the Russian Federation and the new direct action mechanism to stimulate investment activity. Three options for the implementation of a new mechanism were analyzed, which would further increase the volume of private investment in the industry of the Russian Federation up to 1 trillion rubles per year. To do this, it is necessary to reduce the VAT rate by 2–5 points for industrial organizations that reinvest more than 50% of their profits, and to compensate for shortfalls in federal budget revenues from VAT, increase the federal income tax rate by 0,2–0,5 points. At the same time, it is not necessary to increase the base income tax rate. It is proved that the new mechanism does not require "manual control" and can be used in the form of a direct action law, which brings the system of encouraging investments in industry to a qualitatively different (higher) level.

- Abstract:
- In their work, the authors reveal the applied role of the Latin language as an important propaedeutic discipline in the formation of professional ethical principles and moral qualities among students of the medical university, which they need both in the learning process and in future medical activity. The special influence of humanitarian comments on professional vocabulary and aphorisms of medical and general cultural content on the comprehensive development of students' personality is also considered. Significant aspects of this influence are orientation to humanistic values and self-development, increasing the level of general culture and education, understanding the essence and meaning of concepts, showing interest in science and language learning, improving oral speech skills and the ability to express their thoughts competently and intelligently, improving perception and memory training. In this paper, it is noted that the stereotype of the Latin language as an insignificant discipline, where its role is reduced only to the training of terminologically competent specialists, has long been outdated. The authors tried to present the Latin language not only as a narrow-profile subject for future physicians, but as the language of Antiquity and its great heritage, as the language spoken and written by famous philosophers, orators, poets and doctors, as a language that has provided and still provides cultural and spiritual influence on the personal formation of people. The conclusions obtained in the course of the work are of interest to the teaching staff of the Latin Language Department at the Medical University and medical students.

- Abstract:
- The article discusses the concept of «mathematical literacy», which is important from positions of the PISA international studies requirements. There are three types of activity (formulation of the situation mathematically, application of mathematics, interpretation of the result), the possession of which is checked in the PISA study. The article presents the subject results formulated in the FSES of BGE, on the study of which the subject area «Mathematics» is aimed, reflecting the need for the formation of selected components of mathematical literacy in students. The article presents the results of the analysis of tasks presented in the most common textbooks on algebra and geometry of the main school. The purpose of the analysis was to identify the presence of practice-oriented tasks in textbooks that meet the requirements of the FSES of BGE and the requirements of diagnostic tools used in international PISA studies. During the study the following methods were used: comparison, analysis, theoretical. The study was based on the most frequently used in school practice textbooks of the following authors: L.S. Atanasyan, V.F. Butuzov, S.B. Kadomtsev, E.G. Poznyak, I.I. Yudina, L.S. Atanasyan, V.F. Butuzov, etc. Result: the article presents the results of the analysis of the problem material presented in the most common textbooks on algebra and geometry of the general school. On the basis of the analysis of three author's lines on the study of geometry in the general school, common problems are identified. An example of a practical problem, confirming the conclusions, formulated during the analysis is given. The authorcomes to the conclusion that there is still lack of practice-oriented tasks in modern textbooks on algebra, helping to motivate students to conscious assimilation of mathematical facts and statements, providing the formation of the ability to model on the basis of a real, life situation.
