- Higher education is the most important factor in the country's economic development, meeting its needs for professionals trained in universities who are capable of implementing the strategy of technological leadership and making the national economy effective and competitive in the context of political and economic sanctions against Russia. Much attention is paid today by higher education authorities to organizing educational work in universities and involving students in various «activities», which is often done in universities even by removing students from classes. However, due to political and economic sanctions against Russia, the national economy is experiencing a major shortage of professional personnel, which can and should be replenished by university graduates. As a result, higher education authorities and Russian universities should currently pay special attention to the development of higher education as professional education. Unfortunately, administrative and economic methods prevail in matters of the content and organization of higher education in universities, reducing the effectiveness of the development of higher education, namely as professional education. This is due to the fact that the management of universities is forced to pay more attention to financial issues in order to optimize and reduce costs, receive (earn) money through grant activities, implement business contracts, change staffing by increasing the intensity of teachers' work, etc. The study of the situation with Russian higher education, including the method of included observation, allows us to identify problems in the field of training modern professionals in domestic universities. At the same time, the «new model» of Russian higher education, which is planned to be implemented in universities by higher education authorities in the near future, from the standpoint of its possible effectiveness raises many doubts that it will ensure the predictive development of higher education as professional education and will allow meeting the needs of the national economy in the professionals it needs. As a result, the issue of solving all the problems identified in the work, both in higher education itself and with higher education itself, becomes relevant. Based on the analysis, including the conclusions of experts and specialists in the field of higher education development, the needs of organizations for university graduates, a number of measures are proposed that allow, to a certain extent, to solve the existing problems in the area under consideration.

- Despite the numerous problems in higher education in preparing professionals in demand in the national economy, currently existing approaches to solving them make them impossible to be successfully resolved. This is confirmed by the fact that there is still no scientifically designed governmental strategy for the development of higher education and a scientifically grounded model of the transition to a new system of higher education when moving away from the Bologna System, understandable to both higher education specialists and the entire Russian society. The analysis of the situation with the training of university graduates as future professionals suggests that all the activities carried out by higher education authorities do not allow providing the national economy with the necessary professionals in the changing conditions of the global economy and new challenges from the United States and Western countries. In these conditions, domestic organizations are experiencing an acute ‘personnel shortage’ for young and creative professionals, despite the increase in financial resources for the development of higher education from the government. There is a need for a radical change in approaches to the development of a governmental strategy for teaching students in domestic universities, since the designated new model does not imply a radical development of higher education as higher professional education.

- For a long time, higher education in Russia was organized within the framework of the Bologna system «bachelor's-master's». However, the implementation of the FSES HE according to foreign standards did not give the desired effect, since domestic organizations were not interested in graduates of domestic universities, as in professionals. As a result, higher education ceased to exist as a professional education, and society lost the specialists it needed in the person of university graduates who were trained as bachelors. At the same time, the Federal State Educational Standards of Higher Education were constantly «improved», since they did not provide the necessary quality of training for university graduates. However, such a reform, «squeezed» by the framework of the Bologna system, did not take into account the needs of the domestic economy, Russian organizations in the specialists they needed. At the same time, a large number of commercial universities appeared that did not train specialists, but earned money from it. And today, even in many state universities there is a set of students for paid education, as a result of which not all talented young people can enter a university, since there are not enough budget places for them, and those who can pay for education go to paid education. The author emphasizes the need to ensure the technological and economic independence of Russia, which cannot be provided without the appropriate organization of students' education in domestic universities. And this must be done urgently and without «looking back» to foreign «wishes».

- The following paper analyzes the Russian system of education. Modern practice in the development of higher professional education shows that today's graduates of Russian universities for the most part are not prepared for real practical work in organizations as professionals. Undoubtedly, the time and changing conditions for the implementation of the activities of Russian universities over the past three decades have changed significantly. However, the training of modern professionals in the new conditions was based not on the domestic experience of universities, but on foreign approaches to two-level higher education – the training of graduates of Russian universities as bachelors and masters. But at the same time, Russian researchers and officials do not have a clear understanding of the difference in the level of professional training of students, both bachelors and masters. And the declared new “competence-based approach”, when it is proposed to form students with rather “vague” competencies, presented in the Federal State Educational Standards for Higher Education of the Federal State Educational Standards of Higher Education 3++, does not allow employers to see the professionals they need in a modern university graduate. And the fact that the modern West does not recognize the diplomas of graduates of Russian universities indicates that today it is necessary to implement a policy of import substitution in higher education, and, based on domestic experience in training graduates of Russian universities as specialists-engineers, to prepare them for real practical work in Russian organizations.

- The article examines current problematic situation that has developed in Russian higher education, when the implementation of the Federal State Educational Standards for Higher Education (FSES HE) according to the bachelor-magistracy system does not provide the required quality of training students as professionals demanded by Russian employers. As a result, the government is losing a huge potential for the development of its economy in the form of graduates of Russian universities who are not employed in their specialty. Today we need a scientific approach to solving existing problems in Russian higher education from the standpoint of the interests of the government and the Russian economy.

- The training of health care professionals changes depending on the changes occurring, both in the socio-economic development of our country, in the conditions of the radically changing national healthcare system, and in everything around the person, which is in sync with his behavior. E-learning is defined as a form of learning in which the transfer of knowledge takes place electronically. It is carried out through information and communication technologies. Today, e-learning is quite different and is widely used in both academic and corporate environments. It is described as one of the educational challenges of the modern age and is argued with the progress of information technology. This article presents the experience of applying an electronic form of education at the Medical University of Varna.
