    Abstract:
    В статье анализируются проблемы бюджетной обеспеченности руководителей Самарской области, анализируются причины их зависимости от межбюджетных трансфертов и обеспечивается путь повышения финансовой устойчивости. В число предлагаемых мер – расширение налоговой базы, совершенствование механизма межбюджетных трансфертов, поддержка инвестиционной активности и модернизация налогового администрирования. На основе данных о бюджетах муниципальных образований региона авторы дают рекомендации по повышению финансовой независимости и практическому стимулированию экономического роста на местах.

    Abstract:
    В статье обоснована необходимость и раскрыты направления централизованной оценки параметров региональных финансов в Российской Федерации. Основными направлениями централизованной оценки являются расчет уровня бюджетной обеспеченности регионов, уровня долговой устойчивости, оценка качества управления региональными финансами и степени развития практики инициативного бюджетирования. В исследовании приведены примеры результатов подобной оценки и сформулировано их влияние на финансовую политику субъектов РФ.

    Abstract:
    The chapter conducted a study of the development of preschool education management in the Ryazan region in order to identify promising areas for improving the accessibility and provision of the educational process. The work has developed measures to improve the management of preschool education and proposals for optimizing the network of preschool institutions. As part of the development of preschool education management in the Ryazan region, it is proposed to consider the possibility of introducing new forms of provision of preschool education services, which can significantly increase the accessibility and provision of the educational process for children and their parents, especially for working young families, as well as expanding the network of preschool institutions and creating new sites for children's development.

  • Distance Learning of Students: Problems and Prospects of Its Development After the Coronavirus Pandemic

    Abstract:
    The article is devoted to generalization of the first experience of mass distance learning received in the conditions of the coronavirus pandemic. The author of the article points out that a lot of debates in domestic universities about organizing distance learning for students, when diametrically opposed points of view were expressed about its effectiveness and inefficiency, necessity and uselessness, etc. could be observed. It is noted that in the context of the coronavirus pandemic, domestic universities had to switch to using distance learning methods when teaching students. Research methods: reviews and articles of teachers and university specialists on the first results of the organization of distance learning for students in domestic universities in the conditions of the coronavirus pandemic as well as the method of participatory observation and conversations with university lecturers. Results of research. The majority of Russian universities were not ready for such a simultaneous and complete transition to distance learning. This is due to the fact that neither teachers nor students were prepared for such a critical situation, which had never been before and was not supposed to be. Nevertheless, teachers and students since the beginning of the crisis have established communications by their usual means using social networks and e-mail. The transition to information platforms, which were created at the university to control the learning process, led to new problems, as it was necessary to restructure the work of both teachers and students, increasing the tension of their work, often without the possibility of obtaining technical support for the transition to new platforms.

    Abstract:
    Предложен метод оценки доступности первичной медицинской помощи населению по населенным пунктам муниципального района. Медицинская помощь рассматривается как комплекс медицинских услуг, оказываемых медицинскими работниками. Метод учитывает обеспеченность населения врачами, участие врачей в оказании разных видов медицинской помощи и географическую доступность врачей разного профиля. На основе оценок обеспеченности и географической доступности медицинской помощи вычислен комплексный показатель доступности первичной медицинской помощи. Метод апробирован на материалах Цивильского муниципального района Чувашской Республики.
