- In recent decades, there have been significant changes in management in general, and in particular in the management of education, which is associated with such processes as globalization, commercialization, public sector reforms and the emergence of the knowledge economy and society. The article discusses the main theoretical approaches developed by researchers in recent years, including the main models of management of the development of higher education. It is concluded that the applicability of a particular management model in countries is determined by the role and place of the education system in them, the historically established interaction of the education system and society. None of the considered models makes it possible to identify its advantages over other models, therefore, the development of education management models needs further development.

The paper presents the Lobachevsky University experience in the implementation of mass education competition of projects with use online platform i-generation. Such tools are important for gifted students, which motivation depends on the recognition and validation of their high results, from professional and behavioral content that help identify giftedness.

Multi-Level Complex Tasks in the System of Assessment Tools (On Example of a Physics Course)

- Abstract:
- The article discusses the problem of forming a system of assessment tools in the context of modular competence-based learning. The aim of the research is to find the optimal means for assessing the level of competence formation. In author’s opinion, one of the abovementioned means is complex tasks that include several multi-level components. Based on the analysis of ways to solve this problem, presented in the scientific and pedagogical literature, the author offers criteria for selecting tasks for the formation of a system of assessment tools aimed at diagnosing the level of formation of necessary competencies, shows the role of complex tasks for such diagnostics. Using the example of the physics course, their possible structure and the problems solved by individual elements of this structure are reviewed. Examples of such tasks are given, and it is shown that they allow to diagnose the level of formation of individual elements of competence, adjust teaching methods and motivate students to work actively, seek out additional information, promote awareness of the importance of discipline as a professional one. The results of the research generalize the personal experience of teaching physics at the Far Eastern Federal University and can be used by university teachers in creating their own system of assessment tools.

Use of Video Lessons in Distance Learning

- The article deals with issues of methodology of establishing distance learning by means of video lessons. It contributes to the resolution of methodological contradictions that can take place while establishing distance learning process. The purpose of the research is to clarify the concept of video lessons as well as to identify organizational and pedagogical conditions for effective use of video lessons in distance learning. The following research methods were used: analysis of scientific and pedagogical literature, conference materials, study of educational Internet portals, analysis of practical experience on the use of video lessons in distance learning for schoolchildren. As a result of the research, the concept of video lesson is clarified, its types are briefly described in terms of form and methodological content, and online learning platforms for distance learning are reviewed. Various options for organizing distance learning for schoolchildren using video lessons, their capabilities and limitations are presented, and detailed methodological recommendations are given. It is concluded that the presence of three mandatory stages in the distance learning process, definition of the interaction mode in each of the stages, based on specific conditions of the learning process (the technical capabilities of the parties, the nature of the educational material, level of preparation and motivation of pupils), the presence of qualitative feedback in the dyad "teacher – student" are related to the organizational and pedagogical conditions for effective use of video lessons in distance learning.

- Modern society has special requirements for the methodological support of the learning process in higher education. At the same time, the efficiency of the methods and the applied training tools should be deeply studied. The Crossword game, which is used to consolidate students' knowledge of the conceptual knowledge within the framework of theoretical disciplines, allows combining high-quality training and testing of theoretical knowledge of the academic discipline, as well as being an exciting event in almost any academic discipline. The results of a study conducted in 2 stages: a pre-game survey of students about their expectations and a survey of the results of the Crossword game, showed that this methodological development exceeded students' expectations and improved the efficiency of mastering the theoretical material of the discipline by almost one third.

- The article is devoted to foreign language education which is more effective if a student becomes the subject of his own learning process. Modern information and communication technologies (ICT) contain an enormous potential for increasing the share of independent work in the educational process. ICT is everything that helps and allows you to collect, process, store and transmit information in an electronic form. Today, the traditional carrier of the electronic information is increasingly being superseded by cloud services, allowing you to create a virtual workspace. The purpose of the research is to study the educational potential of the modern Internet space, review the main educational online resources on the Internet in English, which can be used, both for teaching and self-learning a foreign language. In the process of the research, both empirical research methods (studying various sources of information, including the Internet, observation, interviews) and theoretical ones (analysis, synthesis, classification of the information received, the descriptive method) were used. The result of our study is a review of the main online services that can be used in a foreign language education. Digital tools for the formation of language skills (lexical, grammatical, pronunciation) and the development of speech skills in all types of speech activity (listening, speaking, reading, writing) are considered. It is concluded that in the modern Internet space there are huge educational resources in English for teachers and students that allow them to promote foreign language education. These resources are an important tool in the educational process and allow you to increase the level of students’ independence.

Modern Aspects of Contents Adaptation in Teaching Literary Reading to Blind Elementary School Students

- The article is focused on the problem of teaching blind elementary schoolers in literary reading lessons in elementary school. The relevance of the topic is due to the need to bring into compliance the content of the education of children with severe visual impairments with the requirements of the Federal State Educational Standards for blind students (option 3.2). At the present time, teachers of schools for blind children continue to experience difficulties in adapting the content of education in this subject. The aim of the article is to analyze and summarize the existing typhlopedagogical experience of teaching this group of children and to determine the directions for adapting the content of teaching literary reading to blind elementary students. Methods used in this study include analysis, description, and comparison. An analysis of the typhlopedagogical heritage suggests that teaching reading to blind elementary schoolers has a number of peculiarities due to the negative impact of visual impairment on their speech and cognitive development, motivation for activity; this can be overcome by adapting the content of education. In their turn, the directions of adaptation can be reached by adjusting the contents of textbooks, enriching the children’s sensory experience, developing their speech and thinking, and using a differentiated approach in teaching by redistributing educational material and developing assessment criteria that are appropriate for the blind students’ needs. The results of this study have important meaning for employees of schools for visually impaired children because they allow to implement a differentiated approach in teaching and to adapt the contents of the Literary reading school subject according to the special educational requirements of children.

- As noted in the explanatory note to the «Information Systems Specialist» professional standard, the success of implementing information systems is largely determined by the accuracy of their adaptation to the business processes of the customer organization. Today, BPMN notation is often used as a tool for extracting requirements for information systems. BPMN provides executable semantics that make it possible not only to draw up a detailed specification of a business process, but also to model it with numerical estimates. The aims of this study are to choose tools for teaching students from the number provided by BPMN notation: descriptive, analytical and executable, which allow to implement the third level of modeling; to define a methodology for teaching business modeling, including the ability to execute business processes in the universal BPMN runtimes and as an add-on on the configuration of the information system. The following methods have been used: comparative analysis and testing of the functionality provided for the development of business processes in the Bizagi and 1C: Enterprise tool environments, including the creation of the data and presentation layers necessary for BPMN execution. As a result, the main stages of business modeling are formulated, a functional comparison of tools for working at the following stages has been carried out: development of a business process model; development of a data layer that supports the execution of the process; mapping data to process tasks – forms of user tasks; programming business rules governing the process; execution of a business process by user-performer. The peculiarity of 1C: Enterprise is that the business process is essentially a superstructure over the layers of data and representations of the finished configuration of a process-oriented information system. The authors believe that both the first and the second approach deserve attention in terms of the educational process at the university for students of 09.03.02 «Information systems and technologies» specialty.

- Abstract: the article discusses the need for the introduction of financial planning as the main management tool in a competitive and unstable environment. Several definitions of the term "budgeting" from different points of view are given. The goals and functions through which the economic content of budgeting is revealed are considered. The current budgeting model, its advantages and disadvantages are also described. The key problems of traditional budgeting are identified, new tools and methods for its replacement are proposed. Each proposed method, its features and principles are described in more detail. In conclusion, the article describes the positive impact of new budgeting tools as a method of financial planning.

- The main tools and conditions for the effective implementation of evaluation tools for assessing the education quality of technical universities (faculties) graduates are defined in this paper. The author reveals the main approaches to the notion of the quality of education and its evaluation, defines the concepts of "quality of preparation" and "quality of education" of graduates of universities. Analytical expressions are proposed for calculating the coefficient of student`s preparation level based on the semester results and the quality of education during the training period, including the indicator of the quality of training, assessment of practices and final qualification papers, and the scores of the labor potential.

- Present work describes the original technology of anti-virus products provision to the user’s team of the scientific unit on the example of the Federal state budgetary institution of science of the Central Economics and Mathematics Institute of the Russian Academy of Sciences and the well-known domestic antivirus agent Doctor Web. The technology is based on a separate Antivirus server and a number of software tools developed by the author. Among the users there are PCs of the global Internet, internal network, including their separate segments, as well as users of the DialUp segment. This technology was implemented in CEMI RAS since 2003 and has been successfully operated for more than 15 years. The maximum number of users exceeded 200 PCs and servers. The monograph was approved for publication by the Academic board of the Federal state budgetary institution of science of the Central Economics and Mathematics Institute of the Russian Academy of Sciences.
