Монография будет полезна для специалистов и руководителей организаций сферы ЖКХ, научных работников, преподавателей, обучающихся направления 38.03.10, 38.04.10 «Жилищное хозяйство и коммунальная инфраструктура».

    В монографии изложены теоретические и практические аспекты бюджетно-налоговой безопасности региона. В первой части описаны основы построения бюджетно-налоговой системы региона. Показана роль финансового потенциала региона в оценке устойчивости его бюджетно-налоговой системы. Во второй части раскрываются экономическая сущность, задачи и функции, состав и структура региональных бюджетов, исследуются их основные параметры. В третьей части приводятся особенности регулирования межбюджетных отношений в РФ. Четвертая и пятая части посвящены исследованию методических и практических аспектов бюджетной и налоговой безопасности региона. Для оценки их уровня предлагается применение комплексных методов, что позволит выявлять наиболее существенные угрозы бюджетно-налоговой безопасности региона и принимать решения, четко нацеленные на их устранение. Монография предназначена для специалистов и исследователей проблем в области оценки и обеспечения бюджетно-налоговой безопасности региона.

    Abstract:
    A review of the monograph by Ufa historian L. F. Tagirova "Cantonal chiefs of Bashkiria: the national regional elite of the first half of the nineteenth century", published in Ufa in 2011, is presented. The author raised an urgent topic related to the study of social national leaders, namely cantonal chiefs of Bashkiria, their incorporation into state authorities structures. Conceptually, this study can become a model for the study of national regional elites of various territories or become the basis for comparative studies.

    The article discusses the issues of understanding by international political scientists of the strategy of the Japanese Government to move to a more decisive military doctrine based on the conceptual idea of anticipating the actions of a potential enemy. In August 2016, the cabinet of Shinzo Abe declared the country's appeal to the new strategy "Free and Open Indo-Pacific Region" (FOIP), which has since become a system-forming link in Japanese foreign policy. Nevertheless, there is no definite general opinion among FOIP political scientists as to what FOIP really and definitively is within the framework of the official Tokyo's foreign policy course.

    The search for solutions related to the problems of modernization and technological renewal of the national economy and its regional components, the formation of resource potential and the strengthening of the competitive status of the subject (macro, mesolevel), as well as the provision of conditions for economic growth, will not have an effect in the strategic aspect if the level of investment activity in the economy is declining, and the volume of investment in various programs and projects that are significant for the federal center and regions are declining. The paper clarifies the dual nature of the investment paradigm of the development of the region as a system element of the national economic space and as a situational localizer of the investment benchmark for the development of regional economies, which made it possible to reveal the functional relationship between the concepts of «investment climate», «investment attractiveness» and «investment activity» in a single categorical series of investment components of the development of spatially localized economic subsystems.

    The research is based on the methodology of assessing the potential of the tourist complex of the region. The application of the methodology made it possible to conduct a qualitative expert assessment of the reproduction of the tourist resources of the region on the example of the Ivanovo region, a single destination. SWOT analysis was chosen as the main method, which made it possible to conduct a comprehensive strategic analysis of the industry and its external environment. The assessment of the potential of the tourist complex is aimed at identifying the most promising tourist destinations in the region and the formation of information resources in tourism.

    The paper explores various aspects of the current state of the accommodation services sector in the Ivanovo region, analyzes the resource component of the activity of the region's accommodation facilities and the effectiveness of their work, identifies key problem areas in the process of functioning of hospitality enterprises. Attention is paid to the process of categorization of accommodation facilities in the Ivanovo region, the passivity of the leaders of accommodation facilities in the region regarding the classification procedure is noted. Measures are proposed to level specific threats and negative trends in the development of the regional market for accommodation services.
