    Abstract:
    Based on the application of the methodology of the system approach, the chapter identifies such problems of the education sphere as insufficient quality of goal-setting, finding consensus among stakeholders, perception of participants of relations in education and other subjects of influence on its development as systemic phenomena, the need to specify models (portraits) of graduates as the ultimate goals of life activity of the education system, measuring their qualities and others.

    Abstract:
    The article discusses the theoretical and methodological foundations of the system approach. The authors of the article presented the points of view of foreign, domestic authors, as well as scientists of the Rostov region on the key fundamentals of the system approach as a starting point for building a model of training a social pedagogue. A systematic approach is the basis of any pedagogical methodology with its goals, objectives, forms and methods. It is this approach that produces, strengthens and develops the methodology to the level of the pedagogical system. The article is of scientific interest for specialists working both in the field of social orphanhood and participating in the training of personnel for this field.

    Abstract:
    This article presents a variety of approaches to solving the problem of the formation of specialist capable of achieving complete realization of their potential by structurally different education systems. The necessity of complex development of the system of professional education on the basis of full use of its potential in order to provide training of demanded specialists is revealed. The proposed systematic approach to the design of activities in institutions of secondary vocational education, aimed at training, affecting the development of competencies of skilled workers and specialists in an educational institution of a new type is shown by the examples of a number of services and departments of educational institutions of secondary vocational training, uncharacteristic of a typical educational institution. These include: training stations, training areas, employment departments, scientific and methodological departments, departments of information and computer technology, student government services and others.
