    В статье рассматривается проблема разграничения понятий «государственный орган» и «орган государственной власти». Проводится анализ различных точек зрения на эти дефиниции, выявляются их сущностные различия и ключевые признаки. Особое внимание уделено критериям дифференциации органов государственной власти, закрепленным в Конституции РФ и законодательстве. Исследуются особенности правового статуса органов с особым положением, а также проблемы применения теории разделения властей в условиях современной государственности. Выводы статьи подтверждают необходимость дальнейшего теоретического осмысления и практического уточнения данных понятий для повышения эффективности функционирования государственного аппарата.

    В статье рассматриваются вопросы юридической деятельности в органах государственной и муниципальной власти, акцентируется внимание на проблемах юридической ответственности этих органов. Исследование подчеркивает важность четкой системы ответственности, где субъекты, основания и меры ответственности должны быть ясно определены и эффективно функционировать. Проблемы, связанные с отсутствием конкретных правовых норм и процессуальных механизмов, приводят к злоупотреблениям дискреционными полномочиями, коррупции и снижению эффективности управления. Для решения этих проблем предлагаются меры по совершенствованию правового регулирования и усилению контроля за применением ответственности.

    В статье проводится исследование исполнительной власти как важного элемента системы сдержек и противовесов в государственном управлении. На основе теории разделения властей Ш. Монтескье и с учётом современных изменений в конституционном законодательстве России анализируется влияние исполнительной власти на баланс между различными ветвями, рассматривается роль Президента и Правительства в формировании иерархической структуры исполнительных органов. Основное внимание уделено проблеме возможной концентрации полномочий и необходимости усиления механизмов контроля для предотвращения авторитаризма. Представленные выводы демонстрируют значимость сбалансированного взаимодействия всех ветвей власти для устойчивого развития демократического правового государства.

В условиях изменений, происходящих на информационном поле страны, пресс-служба администрации оказывается на передовой линии взаимодействия с обществом, выполняя не только функцию информирования, но и формируя общественное мнение, выстраивания доверительные взаимоотношения с группами своей внешней и внутренней общественности. От организации мероприятий до ньюсмейкинга они берут на себя ответственность за четкую и последовательную передачу информации, что особенно важно в условиях быстро меняющейся информационной среды. Основной целью данной работы является анализ использования пресс-службой администрации города Волгодонска PR-инструментов для формирования положительного имиджа власти. В результате проведенного исследования выявлены методы и приемы для успешного взаимодействия пресс-службы администрации с ее группами общественности.

    Abstract:
    Increasing the human potential of teaching staff takes one of their leading places in identifying urgent tasks to improve the quality of general education as the main vector of development of state educational policy. The interrelation and interdependence of the processes of increasing the human potential of teachers and the quality of educational results of students are beyond doubt determines the relevance of the presented research. The purpose of this article is to identify the main directions of state policy in the field of teacher education and the development of the human potential of teaching staff in the Russian Federation. The main materials for the study were federal and regional regulatory documents reflecting the main directions of state policy in the field of teacher education and the development of the human resources of teaching staff in the Russian Federation, and the main research method in the presented work was the analysis of these documents. In addition, the study was also based on an analysis of the regional practice of implementing the main directions of state policy in the field of education on the example of the Kabardino-Balkarian Republic. As a result of the study, the main vectors of the state educational policy in the field of teacher education and the development of the human potential of teaching staff in the Russian Federation were identified.

The authors solved the problems of revealing the essence of small and medium-sized businesses, as well as its role in the national economy. Approaches to assessing the effectiveness of support for small and medium-sized businesses are considered.     The chapter examines the issues of supply-side economics development based on an ecosystem approach and in the context of sectoral development. The reasons for the initiation of the national supply economy model as the best model of economic development in the new economic reality are revealed. The issues of supply theory are touched upon, the essence and experience of applying the supply-side economics model are considered. The differences between the classical model of the supply economy and the emerging model of the national supply economy are determined. The conditions of the contour of the new supply-side economy model corresponding to technological and economic transformations in the country are systematized. Attention is focused on the sectoral construct of the supply-side economics model in industry. Proven and proven mechanisms of digital platforms and ecosystems are proposed.     The chapter is devoted to the problems of forming the national identity of modern Russian youth, which is defined as an important condition for increasing the level of legal culture of society. There has been a tendency towards a decrease in the general level of culture, an increase in infantilism, and the presence of gaps in the moral consciousness of a significant part of young people. According to the authors, without overcoming these negative aspects it is impossible to build a truly legal state and form a civil society. As a condition for increasing the legal culture of modern Russian society, a system of state-patriotic education is proposed, designed to develop a sense of national pride and professional responsibility.

    The article is devoted to the analysis of the attitude of citizens towards the use of an exceptional measure of punishment in the territory of the state – the death penalty. The analysis is carried out in relation to citizens of the Russian Federation and the People's Republic of China, formerly 2 communist countries. The practice of applying the death penalty in Russia, studying the reasons for its abolition and subsequent return to force in the Russian Federation, as well as the practice of its public application in the PRC at the present time. The arguments and reasons for the possible lifting of the moratorium on the use of the death penalty in the Russian Federation and the study of the opinion of citizens on the return of the death penalty to particularly cruel and inhuman criminals are highlighted. Purpose: to conduct a retrospective study of state coercion on the territory of Russia in the form of the application of capital punishment – the death penalty, its methods and types of reasons for its application and abolition, the consequences of these decisions. Methods: systematic approach, historical and logical methods, analysis and synthesis, deduction, induction. Results. The analysis of the use of the death penalty in various historical periods of Russia and the study of similar topics, using the example of the PRC, allows us to consider the question of the return of the death penalty as an effective punishment in the Russian state. Conclusions. The theoretical validity of the return to the actual effect of a measure of state coercion in the form of the death penalty. Statements and discussion in the State Duma of the Russian Federation by top officials of the state on lifting the moratorium, a positive attitude and desire to return the death penalty, its application to particularly inhumane criminals against the background of historical and modern events. That is why there is a need for a detailed and qualitative study and discussion of the issue of lifting the moratorium and returning the death penalty as an institution of capital punishment.
