On the attitude of citizens of Russia and the People's Republic of China to punishment in the form of the death penalty

- The article is devoted to the analysis of the attitude of citizens towards the use of an exceptional measure of punishment in the territory of the state – the death penalty. The analysis is carried out in relation to citizens of the Russian Federation and the People's Republic of China, formerly 2 communist countries. The practice of applying the death penalty in Russia, studying the reasons for its abolition and subsequent return to force in the Russian Federation, as well as the practice of its public application in the PRC at the present time. The arguments and reasons for the possible lifting of the moratorium on the use of the death penalty in the Russian Federation and the study of the opinion of citizens on the return of the death penalty to particularly cruel and inhuman criminals are highlighted. Purpose: to conduct a retrospective study of state coercion on the territory of Russia in the form of the application of capital punishment – the death penalty, its methods and types of reasons for its application and abolition, the consequences of these decisions. Methods: systematic approach, historical and logical methods, analysis and synthesis, deduction, induction. Results. The analysis of the use of the death penalty in various historical periods of Russia and the study of similar topics, using the example of the PRC, allows us to consider the question of the return of the death penalty as an effective punishment in the Russian state. Conclusions. The theoretical validity of the return to the actual effect of a measure of state coercion in the form of the death penalty. Statements and discussion in the State Duma of the Russian Federation by top officials of the state on lifting the moratorium, a positive attitude and desire to return the death penalty, its application to particularly inhumane criminals against the background of historical and modern events. That is why there is a need for a detailed and qualitative study and discussion of the issue of lifting the moratorium and returning the death penalty as an institution of capital punishment.

Personalization and Anonymization of the Place of Death of a Person in an Accident (Using the Example of Federal Highways a 151, P 178, P 241)

- The tradition of marking the places of death in road accidents is now widespread on all continents and in most countries, including Russia. Roadside monuments, which are installed at the same time, are of two types: some correspond to monuments in cemeteries, others do not. Sometimes it is enough for loved ones only to mark the place of death itself. Then a monument is erected, completely or partially devoid of information about the deceased. This phenomenon is called anonymization of the place of death. But for many, it is not the place itself that is important, but the memory of the deceased person. In this case, the monument contains the most detailed information about the deceased, so personalization and individualization are created. It can be embodied with the help of the design features of the monument, photographs or images of the deceased, personal information, epitaphs and objects that are placed on or near the monuments. The article presents data on the uniqueness of personalization and anonymization, obtained as a result of a survey of routes A 151, P 241, P178. It was out that ompletely anonymous memorial signs make up 19% of all sings on the highway P 241, reach – 33% on the highway A 151 and 50% on the highway P 178. It can be assumed that a higher degree of anonymization on the A 151 and P 178 highway is due to special types of memorial signs (a flowerpot on the P 178 highway, a gazebo and a fence without a sign on the A 151 highway), as well as a large number of old metal signs that have lost photos, plates with information about the deceased. There are no clear boundaries between anonymization and personalization, there is a large number of transitional phenomena that can be simultaneously defined as both partial personalization and partial anonymization.
