    Abstract:
    The relevance of this research topic stems from the need to successfully implement import substitution policies within Russian industry amidst rapidly accelerating digitalization. The chapter aims to assess the actual performance results of import-substituting industrial operations, the challenges arising during the implementation of chosen strategic approaches, and the extent to which industrial enterprises involved in import substitution are adopting digital technologies. Issues identified include a shortage of highly skilled specialists, a persistent technological lag, and the fragmented adoption of advanced digital technologies-characteristics typical of «catch-up» and inertial development strategies. Transitioning to a transformational strategy requires additional measures to incentivize the formation of clusters and joint ventures for localizing high-tech production, expand the network of engineering centers across Russian regions, and train specialists in managing import substitution projects.

  • Current ecological and economic situation and ways of development of the Russian automotive industry

    Abstract:
    The chapter assesses the ecological and economic state of the automotive industry and identifies promising development paths for the Russian automotive sector. The economic analysis showed the dominance of passenger commercial vehicles with internal combustion engines (ICEs), which are in low demand on world markets, and serious competition from used foreign cars in the domestic market. The ecological analysis revealed the main negative contribution of ICE vehicles: toxic emissions, noise, radio interference, and heavy metal pollution. The tightening of global environmental standards is leading to a reduction in sales of such vehicles and to the development of eco-cars. The most promising avenue is recognized as the serial production of eco-cars, including flying cars, whose experimental prototypes have already passed test flights and have been classified as among the safest means of transport. It is noted that this new direction is at the development stage, and therefore all countries, including Russia, have equal starting conditions. However, Russia lacks the fundamental base and top-class specialists, so it is necessary to create economic, personnel, and technical conditions for the serial production of flying cars now, so as not to lose time and to take a place among world leaders.

  • Assessment of agricultural production efficiency based on institutional indicators

    Abstract:
    The study of methodological approaches to assessing the efficiency of agricultural production has revealed a diversity of views among contemporary scholars. Sharing the resource-based approach and identifying key indicators, the authors systematized them into the following groups: general economic indicators, efficiency of labor resource use, fixed assets, and current material costs. To account for the market component and the specifics of interaction with stakeholders and government bodies, a list of institutional indicators is proposed. This makes it possible to assess the influence of the external environment on the efficiency of economic entities, which is particularly important when analyzing their specialization. Based on this approach, the work assesses the efficiency of agricultural production using the example of the «Beregovoy» Agricultural Production Cooperative. The conclusions formulated indicate the effective organization of the cooperative's production and sales activities and its well-structured product quality control system. Undoubtedly, the effective functioning of agricultural enterprises contributes to the sustainable development of the entire industry.

    Abstract:
    The chapter examines the specifics of implementing artificial intelligence technologies in the judicial system of the Russian Federation in the context of building an artificial intelligence economy. It is argued that the economy of artificial intelligence represents an emerging sphere of social relations in which AI acts simultaneously as a technology, a new factor of production, and a catalyst for the structural transformation of economic and institutional systems. The main directions for the implementation of AI technologies in the civilizational process have been examined and systematized. It has been concluded that the introduction of artificial intelligence technologies into the judicial proceedings of the Russian Federation is a complex, multi-stage, and internally contradictory process: on the one hand, it opens up significant opportunities to improve the efficiency of justice; on the other hand, it is associated with serious legal and ethical risks.

    В статье рассматривается правило части 6 статьи 330 Гражданского процессуального кодекса Российской Федерации, согласно которому правильное по существу решение суда первой инстанции не может быть отменено только из-за формальных нарушений. Анализируются подходы Верховного Суда Российской Федерации, доктринальные позиции и примеры судебной практики. Сформулирован вывод о приоритете существа спора над процессуальной формой при условии, что нарушения не повлияли на правильность разрешения дела и права сторон.

    Abstract:
    This chapter examines trends in the development of industrial ecosystems in the current context of digital economic transformation. The relevance of this study stems from the pervasive trend toward digitalization in the Russian Federation, which encompasses a wide range of industries. The aim of this study is to identify trends in the development of industrial ecosystems and develop a standard model for the development and transformation of industrial enterprise ecosystems. The theoretical and methodological basis of this study is comprised of empirical (expert assessments, study of production experience) and theoretical (systems analysis, categorical analysis, comparison, generalization, and decision-making) methods. The paper describes the tools that support the functioning of digital industrial ecosystems and provides examples of their successful implementation. Based on an analysis of publications by Russian scholars, principles are formulated, development strategies are described, and a standard model for the transformation of industrial enterprise ecosystems is proposed.

    Abstract:
    Статья посвящена исследованию института банкротства в российском законодательстве через призму его исторического развития и современного теоретико-правового осмысления. Показано, что современная модель банкротства формировалась на основе длительной эволюции нормативного регулирования – от древнерусских представлений об имущественной ответственности и дореволюционных торгово-правовых конструкций до возрождения института в условиях рыночной экономики. Особое внимание уделено соотношению понятий «несостоятельность» и «банкротство», месту института в системе российского права, его межотраслевой природе. Банкротство представляет собой комплексный правовой институт, сочетающий частноправовые, публично-правовые, процессуальные и организационные начала. Проанализированы цели процедур банкротства, значение Федерального закона «О несостоятельности (банкротстве)», ст. 65 ГК РФ и судебного толкования высших судебных инстанций. Развитие института характеризуется переходом от преимущественно карательной модели к системе, ориентированной на баланс публичных и частных интересов.

    Abstract:
    The article examines the problem of finding innovative mechanisms for a pedagogical technology aimed at developing the research competence (RC) of future specialists for high‑technology, knowledge‑intensive enterprises (KIEs). The choice in favor of a flexible pedagogical technology as a tool for developing RC is substantiated. The essential characteristics of “flexible” technology and its distinction from “rigid” algorithmized approaches are revealed through an analysis of theoretical approaches and classifications of pedagogical technologies, as well as through the specific features of personnel training for knowledge‑intensive industries. The author presents an original pedagogical technology implemented in an integrative, polysubject research‑education‑production environment (REPE) of a technical university. The architecture of the technology is proposed, with a foundational dynamic model; its structural components are developed and substantiated, and the stages of implementation and pedagogical conditions are identified. It is proven that a flexible pedagogical technology based on the principles of person‑centered and competence‑based approaches ensures the progressive development of research competence through the phased accumulation of research experience and the student's research autonomy – from reproductive educational and research tasks to full‑fledged participation in research projects within professional interdisciplinary teams and the performance of real production tasks at KIEs.

    В статье исследуется правовая природа и процессуальные особенности рассмотрения споров, связанных с заключением брака. Автор выделяет три самостоятельные категории дел: обжалование отказа органа ЗАГС в регистрации брака, признание брака недействительным и разрешение на вступление в брак, включая снижение брачного возраста и брак недееспособного. Анализируются правила подсудности, субъектный состав участников, распределение бремени доказывания и специфика доказательств по каждой категории.

    В статье исследуется институт отказа в предоставлении государственных и муниципальных услуг в Российской Федерации. На основе догматического анализа Федерального закона от 27.07.2010 №210-ФЗ и эмпирического обзора судебной практики 2022–2025 гг. выявляется системная проблема правоприменительного формализма при проверке оснований отказа. В работе верифицируется гипотеза о необходимости внедрения телеологического теста соразмерности в процедуры досудебного и судебного контроля. Сформулированы конкретные предложения по модификации ч. 1 ст. 11 210-ФЗ, разработан модельный алгоритм проверки отказа МФЦ и предложены критерии распределения доказывания по ст. 218 КАС РФ.

    В статье исследуются особенности рассмотрения индивидуальных трудовых споров в судебном порядке. На основе анализа практических примеров раскрываются механизмы разрешения таких споров и восстановления нарушенных прав сторон трудовых отношений. Обосновывается вывод о возрастающей сложности и изменении характера данной категории дел. Исследование опирается на нормы Трудового и Гражданского процессуального кодексов РФ, актуальную судебную практику и разъяснения вышестоящих судов. Анализируются ключевые процессуальные аспекты: сроки обращения в суд, возможность их восстановления и продолжительность судебного разбирательства. В заключение даётся оценка эффективности судебной системы в механизме защиты прав участников трудовых отношений.

    В работе исследуются этические основы деятельности адвоката на этапе консультирования по уголовным делам. В ходе исследования выявлены основополагающие принципы построения юридической консультации, делающие начальную стадию работы с доверителем наиболее эффективной и позволяющие наиболее точно спрогнозировать исход дела. Авторами проводится сравнение норм Федерального закона «Об адвокатской деятельности и адвокатуре в РФ» и Кодекса профессиональной этики адвоката, а также обобщение материалов практики адвокатских палат. На основании проанализированных данных авторами сформулированы возможные практические рекомендации, необходимые как для сохранения профессионального статуса, так и для эффективности последующей защиты в уголовном процессе.

    Abstract:
    The need to ensure Russia's technological independence and competitiveness in the context of geopolitical struggle and sanctions pressure necessitates the implementation of a well-grounded state scientific and technical policy based on the lessons of past experience. In this regard, the generalization of the Soviet experience in managing the «science–technology–production» system, accumulated during the scientific and technological revolution (since the mid1950s) – a testing ground for which was the Ural region – deserves special attention. The regionalization of scientific and technological progress actualized the formation of a regional component within the national scientific and technical policy. The aim of the study is to examine the experience of constructing a mechanism for implementing this policy in the late Soviet period, using the Urals as a case study. The authors offer their own interpretation of the problem based on the concept of regional development, with an emphasis on analyzing the reproduction of innovations and technological progress. The research employs problem-chronological, systemic, interdisciplinary methods, as well as the method of periodization.

    В статье представлено исследование о трансформации экономической модели под воздействием антропогенных угроз. Рассматривается синергия бережливого производства как метода снижения ресурсоемкости и экологический маркетинг на маркетплейсах как механизма формирования ответственного потребления. На основе анализа российского законодательных инициатив на период 2025–2026 гг., отраслевых данных и корпоративных практик выявляются механизмы интеграции ESG-принципов в сферах производства и торговли, а также определенные барьеры, связанные с «зеленым камуфляжем» (или «greenwashing») и инфраструктурными ограничениями.
