Согласно теории систем, надежность характеризуется, как способность системы сохранять необходимые свойства и параметры, безотказно действовать, эффективно выполнять заданные функции в течение определенного периода времени, а также обеспечивать выживание при неблагоприятных условиях.

    Проблематика статьи определена современным состоянием эффективности социальной рекламы. Использованные методы исследования, интервью и тестирование, позволили в ходе качественного анализа полученных данных зафиксировать низкий уровень узнаваемости и запоминаемости социальной рекламы, посвященной жестокому обращению с животными. Полученные результаты подтверждают выдвинутое авторами предположение о том, что недостаточное внимание к психологическим характеристикам процесса восприятия существенно снижают эффективность рекламной коммуникации.

    Abstract:
    The article analyzes the state of demographic indicators, еmployment and unemployment in rural municipalities of the Novosibirsk region. It is shown that the economic stability of rural areas is to some extent related to the effectiveness of using the opportunities of socially oriented non-profit organizations (NPOs), whose activities can significantly reduce the negative manifestations of the budget deficit. Based on statistical data, rural municipal districts were ranked according to the degree of population loss. This allowed us to identify the correlation between demographic parameters and the activity of work in rural areas for the organization of so-called NGOs with applications and grant support. The degree of activity and effectiveness of socially-oriented NGOs in the manifestation of demographic indicators in areas, as well as their positive impact on reducing tension in society. The solution of employment issues of the rural population, including pensioners, ensures the progressive movement of territories to progress by involving the population in active labor and creative life.

    The relevance of the monograph section is determined by the demand for scientific developments at the present stage aimed at combating poverty. In the light of the recent resolutions of the President of the Russian Federation V.V. Putin and government legislative acts, the developments made appear to be exactly the instrumental support that will help to expand, adapt and implement the best territorial practices to improve the quality of life in our country. On the basis of system, complex, process and situational approaches, the authors of the material analyzed a number of existing models of the socio-economic plan at the regional level. The conclusions made help to develop an adaptation mechanism that allows you to copy the successful experience of individual territories to many others.     The scientific article is devoted to the research analysis of the theoretical aspects of the characteristics and the practical role of the mechanism of organizational culture in the framework of the formation of the human resource management system of the enterprise. The relevance of the study is due to the fact that today the attention of managers of Russian organizations to the issues of the formation of the mechanism of organizational culture is insufficient to form a method of stimulating labor productivity and the effectiveness of using human capital from this tool. The article examines the theoretical aspects of the concept of «organizational culture». The tasks and the practical role of the application of the mechanism of organizational culture in the management of the stuff of the enterprise are analyzed. The analysis of urgent problems of the human resource management system and the formation of organizational culture, which negatively affect the efficiency of labor activities of stuff. The main directions of improving the management system of the organizational culture of the enterprise in the framework of its stuff policy and activities are considered. In the conclusion of the scientific work the author found that organizational culture is the most important element not only of the stuff management system of an enterprise, which allows to form the principles of HR management and increase interaction between employees, but also a way to increase the economic efficiency of the company's business activities.
