- Formation of human resources potential is an important task at the current stage of economic development of Russia. Digitalization of the economy gives rise to problems, including the risk of reduced employment stability (due to the fact that artificial intelligence replaces human resources and reduces the number of jobs) and the need to retrain specialists both within the region and their migration to areas with a shortage of labor resources. The difference between supply and demand in the labor market is explained by many factors. This may be a national problem – an excess of graduates in humanities and social sciences, which leads to a situation where candidates are forced to look for work unrelated to their education. Or these may be regional reasons. This problem can be reduced by the sphere of additional education, which allows retraining and developing the necessary competencies for applicants. Identification of the complex effect of the influence of various factors on the successful employment of citizens; is a time-consuming, complexly structured scientific task, for which it is proposed to use cognitive modeling. Based on the constructed model, scenarios for the development of labor resources are determined, taking into account regional peculiarities; assessment of the needs of the region in training and retraining of personnel. Their analysis and selection of the most promising scenarios from the standpoint of minimizing the costs of retraining citizens, as well as the constructed functional models of the procedure for selecting candidates among unemployed citizens for additional training (a model reflecting the current state of the research object and models reflecting possible scenarios for the development of the research object) can become the basis for developing a methodology for selecting candidates for additional training for a program that meets the needs of the citizen and the existing offers in the region.

- The development of human capital is crucial for the progressive growth of organizations, making it one of the most important economic institutions. In this regard, human capital research has important theoretical and practical significance, especially when it comes to specific organizations. This chapter is devoted to the methodological foundations of human capital development. It emphasizes that the development of an organization's human capital largely depends on the established system of social and labor relations, especially with regard to labor processes and the efficiency of using highly intelligent workers. The chapter considers different types and structure of social and labor relations in modern organizations, as well as factors influencing the formation of the institutional model of social and labor relations.

- When studying the theoretical foundations of the transformation of the management system of an educational organization, the management system is understood as scientifically based actions on the part of the administration and the teaching staff of the organization, which are aimed at the rational use of available forces, time and material resources, in order to implement an effective pedagogical process within a specific educational organization. As practice shows, most educational organizations are characterized by a linear-functional organizational structure, as a result of which the management system is not mobile, it does not allow taking into account the peculiarities of the human capital of the teaching staff, weakly forms the interest of each member of the team in the final result. The article considers one of the most effective management tools in conditions when an educational organization faces the task of increasing its efficiency and effectiveness with limited resources – project management. Its implementation in the conditions of digitalization will allow educational organizations to carry out more effective strategic interaction, due to the formation of a network contact. The aim of the study is to improve the management system in a secondary school. To solve the tasks set in the work, the following research methods are used: theoretical methods – analysis and generalization of pedagogical, managerial, methodological and scientific-theoretical literature; normative documents regulating the management of an educational organization; teaching aids on the following aspects: management system, digital transformation of education, management of an educational organization, project management. In the course of our work, we came to the conclusion that the process of managing an educational organization in modern times is prone to a trend that manifests itself in a widespread, global transformation of the management system of an educational organization. One of the features of the management of the educational system is the departure from traditional forms of organizational structure, the restructuring of structures in accordance with the requirements of high efficiency in solving issues, the creation of conditions for participation in decision-making by all members of the workforce. Thus, project management is one of the most effective management tools in conditions when an educational organization faces the task of increasing its efficiency and effectiveness with limited resources.

- The relevance of the material lies in its demand due to changes in the domestic economy under the pressure of various force majeure circumstances (COVID-19, various anti-Russian sanctions from unfriendly countries) and the search for ways out of the current difficult situation. In this way, the author sees the improvement of the project personnel management system to preserve the "human capital" and all its components as one of the target indicators. There is a search for new tools and models for "stitching bottlenecks" in the personnel direction. New vectors of development in the most promising areas are predicted. The methods of empirical research are defined: system analysis, comparative analysis, economic and mathematical methods, observation method and others. One of the main research methods is also the normative method, which allows calculating the main indicators of the use of labor resources in project activities on the basis of appropriate methods.

- An attempt to analyze human capital as an economic category is made. Human capital is one of the most discussed areas in economic theory and is most directly connected with other scientific areas, primarily with pedagogical and medical science, as well as with physical culture and sports. Research methods: analysis of scientific and methodological literature. The paper defines the concept of "human capital". The structural components of human capital, its place and role in the modern economy are formulated and analyzed. An analytical review of the regulatory documents of the Russian Federation concerning human capital is made. It is established that the fundamental component of the development of human capital is human health and the analysis of the influence of physical culture and recreation activities on the development of the labor potential of the younger generation is made.

The methodological foundations of the study are the methods of system analysis, comparison and analogy, logical and semantic modeling. The authors outline that these methods are used as a theoretical basis in the works of domestic and foreign scientists on the formation, development and use of human capital. The result of the study is the conclusions drawn on the basis of assessing the level of human capital in the region in modern conditions of education. The authors proposed instruments of state regulation of the human capital development in the region, in particular, investment in education.
