    Abstract:
    The article is dedicated to a comprehensive analysis of the judicial procedure for declaring a citizen incapacitated in the Russian Federation. It examines both the substantive and procedural aspects of this institution. The key criteria for incapacity (medical and legal) established by civil legislation are explored, and the procedure for judicial proceedings is described in detail in accordance with the norms of the Civil Procedure Code of the Russian Federation. Special attention is given to the role of forensic psychiatric examination, the legal status of applicants, and the mandatory involvement of guardianship and custody authorities.

    Abstract:
    The article discusses some problematic issues related to the improvement of the system of military-patriotic education of Russian youth at the current stage. It analyzes the goals, objectives, and methods of military-patriotic education implemented by the Ministry of Defense of the Russian Federation, in particular, in cooperation with government agencies and public organizations. Special attention is given to a critical analysis of the regulatory legal framework, organizational forms, and practical results of activities in this area. Based on the results of a comparative legal analysis, certain proposals are formulated for using the experience of military-patriotic education in China, involving veterans of wars and armed conflicts.     Abstract:
    This article discusses the current problems of state control in modern conditions. The effectiveness of existing control mechanisms is analyzed, duplication of functions, insufficient interaction between regulatory authorities and inconsistencies of the legislative framework with modern challenges are identified. Special attention is paid to the optimization of control activities, increasing their transparency and efficiency, as well as improving legal regulation. In this connection, the relevance of this work is justified, possible solutions to the identified problems and directions for further research are proposed, which will be important both for state control bodies and for citizens themselves to improve legal culture.

    The chapter considers various issues arising in the process of realization of the constitutional right to housing. The basic principles enshrined by the legislator in the housing sphere are given. The main aspects of the mechanism of realization of the constitutional right to housing are highlighted. The list of grounds for the acquisition of rights and the emergence of obligations of the subjects of housing law is enumerated. The status of citizens in need of housing is defined. The ways of apartment building management and their differences are considered. The financial issue regulating various ways of obtaining housing is touched upon. The chapter uses the results of publications by Russian and foreign authors, fiction and memoir literature.     The outbreak of COVID-19, which began in December 2019, was declared an emergency in the field of public health of international importance by the World Health Organization on January 30, 2020, and a pandemic on March 11. The coronavirus epidemic has become one of the main threats to the global economy and financial markets. A paradoxical situation has developed in many countries: Governments needed to stop the spread of a new global disease, but restrictions on movement, quarantine, suspension of activities in many enterprises, as well as the transition to remote work from home have severely shaken the economic condition of these countries. Understanding all the negative consequences of the coronavirus, the state has taken certain steps to mitigate the effects of the pandemic and to restore the economy. In this article, we will look at the problems that COVID-19 has led to, as well as specific measures to support the state in the economic, social and health spheres.

    Abstract:
    Formation of human resources potential is an important task at the current stage of economic development of Russia. Digitalization of the economy gives rise to problems, including the risk of reduced employment stability (due to the fact that artificial intelligence replaces human resources and reduces the number of jobs) and the need to retrain specialists both within the region and their migration to areas with a shortage of labor resources. The difference between supply and demand in the labor market is explained by many factors. This may be a national problem – an excess of graduates in humanities and social sciences, which leads to a situation where candidates are forced to look for work unrelated to their education. Or these may be regional reasons. This problem can be reduced by the sphere of additional education, which allows retraining and developing the necessary competencies for applicants. Identification of the complex effect of the influence of various factors on the successful employment of citizens; is a time-consuming, complexly structured scientific task, for which it is proposed to use cognitive modeling. Based on the constructed model, scenarios for the development of labor resources are determined, taking into account regional peculiarities; assessment of the needs of the region in training and retraining of personnel. Their analysis and selection of the most promising scenarios from the standpoint of minimizing the costs of retraining citizens, as well as the constructed functional models of the procedure for selecting candidates among unemployed citizens for additional training (a model reflecting the current state of the research object and models reflecting possible scenarios for the development of the research object) can become the basis for developing a methodology for selecting candidates for additional training for a program that meets the needs of the citizen and the existing offers in the region.

    This article explores the transformation of China's media landscape, highlighting the shift from traditional news outlets to the emergence of new media platforms. Historically, news dissemination in China was dominated by state-controlled media organizations, limiting public participation and freedom of expression. However, with the advent of the internet, social media, and online news portals, the Chinese population now has unprecedented access to information and the ability to engage in public discourse. The rapid growth of social media platforms and the rise of online news portals have challenged the traditional notion of news reporting and provided more diverse perspectives. Nonetheless, the government's censorship efforts and control of content raise concerns about freedom of expression. This article concludes by discussing the challenges and opportunities presented by the evolution of media in China.

    Аnnotation: the article presents the analysis of the problem of the formation of the civic identity of the individual and the civil consciousness of adolescents; it reveals the prospects for overcoming the difficulties associated with the formation of an active civil position, social responsibility, patriotism and sociocentric motivation. It is shown that student's age, following adolescence, remains a sensitive period for the formation of the «I-concept» of the personality, the formation of values of the highest order, such as honour, conscience, dignity, love for the motherland. It is in this period that the most significant is the definition of a life strategy based on the criticality of thinking, the ability to block the negative influences of society on the harmonious development of the personality and the full-fledged formation of a person as a citizen.
