- Abstract:
- In the context of macroeconomic instability and tightening of monetary policy, the analysis of the stability factors of the banking sector is becoming particularly relevant. The purpose of the study is to assess the impact of economic and monetary factors on the level of overdue debt (NPLs) and the dynamics of the deposit base of the banking sector in Kazakhstan. The methodological framework of the study is based on descriptive statistics, correlation analysis, and multiple regression modeling. The empirical base includes macroeconomic and banking indicators of the Republic of Kazakhstan for the period 2020–2024, obtained from the Bureau of National Statistics and the National Bank of Kazakhstan. The results of the analysis show that household income and overall economic dynamics have the most significant impact on the development of the banking sector. A strong positive relationship has been identified between income, GDP, and the volume of deposits, indicating that the resource base of banks largely depends on the level of household welfare. The regression analysis demonstrates that an increase in the base rate leads to a rise in the level of non-performing loans (NPLs), while higher household income contributes to a reduction in credit risk and an increase in deposits. The findings confirm that macroeconomic stability and income growth are the key drivers of banking sector sustainability, whereas credit risks are shaped by a broader set of factors. The practical significance of the study lies in the potential application of the results for improving monetary policy and banking risk management in Kazakhstan.

- The article examines the private and public law elements in the legal status of an individual entrepreneur (IE) as a субъект of entrepreneurial activity and a taxpayer. Based on formal legal and comparative legal methods, as well as an analysis of judicial practice, the study reveals the specific features of the legal position of individual entrepreneurs, determined by the combination of civil law autonomy and increased public law liability. Particular attention is paid to the full property liability of individual entrepreneurs, the application of special tax regimes (simplified taxation system and patent taxation system) in the context of changes in VAT calculation procedures, the strengthening of digital tax control, and the participation of individual entrepreneurs in public procurement systems. - The chapter examines the phenomenon of strategic default within vertically integrated industrial structures during periods of liquidity crisis and declining profitability. The relevance is driven by the growing number of corporate conflicts between majority beneficiaries and minority creditors (bondholders) amid high volatility in commodity markets and the tight monetary policy of the Central Bank of the Russian Federation. The aim is to deconstruct the hidden mechanisms of financial flow redistribution within holding structures that enable controlling persons to minimize obligations to external investors. The study considers profit tunneling instruments through transfer pricing, whereby a subsidiary is artificially transformed into a loss center. It also analyzes “reputational arbitrage” – the beneficiary’s choice between preserving investment attractiveness and the direct financial benefit of debt write-offs. The methodological framework combines agency theory, analysis of judicial practice in cases of subsidiary liability, and financial modeling of distressed investment scenarios. The materials are of practical interest to portfolio managers, risk management professionals, and lawyers specializing in bankruptcy. The findings allow for a more accurate assessment of the probability of managed default in private holdings and the real value of distressed assets beyond standard credit ratings.

- The chapter examines the mechanisms by which external rating management influences the development of regional energy supply systems in Russia. The author explores the theoretical foundations of rating management as a complex of organizational, information-analytical, and communicative measures aimed at interaction with independent rating institutions. A structural characterization of regional energy systems is provided, along with an analysis of the mechanisms governing their interaction with the external rating management framework through a closed-loop feedback cycle. Five principal mechanisms of rating management are identified and examined: informational, regulatory-legal, economic, organizational-managerial, and socio-psychological. Specific cases illustrating the impact of regional investment ratings, sectoral performance ratings of energy companies, credit ratings, international certification, and public monitoring on the development of regional energy systems are considered. The findings confirm that the combined effect of diverse rating management mechanisms creates a conducive environment for the advancement of regional energy systems and the enhancement of their operational efficiency.

- The instability of the current macroeconomic environment necessitates the development of specific approaches to managing the regional socioeconomic system, which highlights the importance of identifying its characteristics, conditions of formation, and development. The study used a methodological approach based on system analysis to reveal the essence of the regional socio-economic system. Methods of analysis, synthesis, and scientific abstraction were applied to determine the qualitative characteristics and formulate the author's definitions of the concepts under study. It was concluded that the most important systemic quality of the regional socio-economic system is its resilience, which allows it to adapt to changes and lay the foundation for its further development and the development of the macro-system as a whole. In order to achieve sustainable development of the Russian Federation, it is necessary to effectively use internal resources and involve innovative technologies in the reproduction process, in accordance with the trends of global economic development.

- The chapter is devoted to a comprehensive study of the legal nature of a state contract for the provision of medical services in the public procurement system, which is a unique legal phenomenon with a dual nature. The article argues that a state contract for the provision of medical services occupies a borderline position at the intersection of several branches of law: administrative law, which regulates the procedure for concluding a contract, civil law, which defines the content of contractual obligations, medical law, which establishes special requirements for subjects and standards of medical care quality, and budgetary law, which regulates the financial basis for the execution of a contract. The article examines in detail the public law elements of the contract, which manifest themselves at the stage of its conclusion through the mandatory provisions of Federal Law No. 44-FZ. - The authors note that in the context of digitalization and transnational information exchange, it is of particular importance to protect the rights of holders of exclusive rights to intellectual property results used on the Internet through recognition of rights, their state registration and fixation through non-governmental instruments, contacting the competent authorities in case of violation and applying liability measures for their violation. Based on this, the authors conclude that effective protection of intellectual property on the Internet requires not only the integrated application of existing national mechanisms, but also coordinated international legal efforts aimed at overcoming jurisdictional barriers, balancing the interests of copyright holders and users, as well as adapting traditional legal structures to the realities of the digital economy.

- В условиях интернационализации отрасли и преобладания англоязычных первоисточников в сфере информационной безопасности (ИБ) владение профессиональной английской терминологией следует рассматривать как обязательный компонент подготовки будущих IT-специалистов. Цель статьи заключается в обосновании необходимости системной интеграции англоязычного лексикона ИБ (в частности, vulnerability, patch, encryption, SQL injection) в образовательные программы СПО и высшего образования, а также в предложении организационно-методической модели внедрения терминологии в учебные дисциплины и практико-ориентированные модули. Рассматриваются принципы отбора терминов, их соотнесение с профессиональными компетенциями и трудовыми функциями, а также инструменты контроля результатов обучения: глоссарии, кейс-задания, лабораторные работы и проектная документация с опорой на материалы OWASP. Показано, что максимальный эффект достигается при междисциплинарном подходе, при котором терминология осваивается в контексте реальных процессов обеспечения ИБ: управления уязвимостями, обновлениями, криптографической защиты, мониторинга и реагирования на инциденты, а также безопасной разработки.

- The article is devoted to the study of the possibilities of using gamification methods in the correctional and developmental education of primary school students with intellectual disabilities. In the context of implementing the principles of inclusive education, pedagogical technologies that can compensate for cognitive deficits and activate cognitive activity become particularly relevant. Based on the analysis of the works of L. S. Vygotsky, D. B. Elkonin, J. Piaget, and A. R. Luria, as well as modern empirical studies (N. A. Kotelevtseva, N. L. Karavaeva, and others), the article examines the mechanisms of the influence of game elements, such as point systems, level complexity, and immediate feedback, on the development of attention, memory, self-regulation, and social skills in this category of students. The article emphasizes the need for a thorough adaptation of gamified methods to the specific psychophysical characteristics of children with intellectual disabilities.

- This article examines the impact of decreased sensitivity to stimuli of the serotonin-dopamine system on human mental state and behavior. It also reveals the neurobiological mechanisms of decreased receptor sensitivity and their connection with impaired emotional regulation, motivational-volitional functioning, and social functioning. The study demonstrates that a weakened response of serotonin and dopamine receptors contributes to the development of depressive states, emotional instability, anxiety, apathy, decreased motivation, and a tendency to seek intense stimuli and engage in addictive behavior. The main psychotherapeutic, pharmacological, and neurophysiological approaches to correcting this condition are described. It concludes that understanding serotonin-dopamine mechanisms is important for mental health, preventing mood disorders, and behavioral deviations.

- The work is devoted to the study of the relationship between self-efficacy and self-management of students of a pedagogical university. Personal self-efficacy as the ability to quickly and effectively solve problems in various areas of life is typical for some students of a pedagogical university. So, self-effectiveness in the field of communication is quite well developed, the level of self-effectiveness in subject activities is somewhat lower. Understanding self-management is essential for uncovering the mechanisms of personal growth, professional success, and social adaptation. The students' real ability to manage their academic and extracurricular processes leaves much to be desired, especially in key areas such as forecasting, self-monitoring, and correction. Students' confidence in their professional (subject) abilities is closely intertwined with the ability to manage their activities. There is a paradox: students are confident in their abilities, but they do not have the developed skills to implement this confidence in well-planned actions. Correlation analysis revealed a stable and growing link between self-efficacy and self-management among students. As we learn, this connection strengthens and affects more and more components of self-government, which confirms their mutual development.

An analysis of specialized literature on the biomechanical and physiological aspects of the athlete's body balance and the peculiarities of performing group balance elements has been conducted. Based on the analysis of competitive programs, pedagogical observations, and surveys of coaches in paired-group acrobatics, trends in the changing requirements for competitive programs have been identified, including an increase in the complexity of static and dynamic elements, which underlines the importance of developing stability and balancing skills. The results of pedagogical observations indicate a lack of systematization in the methodologies for developing the function of balance and balancing skills in the training process. A survey of coaches revealed disagreements regarding the significance of vestibular stability, balancing skills, and muscle strength. A reorganization of the training process has been proposed, including targeted functional training and the teaching method of the «Mexican Pyramid». The research results provide practical recommendations for coaches and athletes aimed at improving the quality of performing group balance elements and enhancing sports performance.

- The chapter considers the issue of criminal-legal protection of information security at the international level. The main attention is paid to the national legislation of the USA, Great Britain, France and Germany in this area. The main regulatory legal acts aimed at ensuring cybersecurity, as well as liability mechanisms for violations in the field of information security are analyzed. Various aspects of information resource protection are considered, including the protection of state secrets, privacy and critical information infrastructure facilities. An analysis of international experience in countering crimes in the field of information security revealed key problems: difficulties in identifying intruders, difficulties in investigating and solving crimes. It is proposed to create an international convention on information security under the auspices of the UN. It is concluded that the regionalization of acts can lead to an increase in attacks from countries that have not signed the agreement. It is important to regulate liability for recording non-public conversations, dissemination of criminally obtained data and fraudulent access to protected information.
