В работе также приводятся электронные библиотеки, книжные издательства, онлайн-проекты носящие просветительский характер, помогающие реализации воспитательной деятельности вуза.

    Abstract:
    В статье проанализированы основные направления совершенствования структуры и нормативно-правовой базы функционирования органов внутренних дел в сфере обеспечения прав и свобод человека и гражданина в Российской Федерации и выявлены проблемы в этих сферах. Автор пришел к выводу, что в демократических государствах уже выработан комплекс мер, которые могут оказать позитивное влияние на систему органов внутренних дел в целом и на полицию как её центральный элемент в частности, поэтому, рецепировав положительный опыт функционирования полиции в зарубежных государствах и устранив ряд отдельных проблем нормативного и правореализационного характера, можно добиться повышения эффективности функционирования органов внутренних дел как субъекта конституционно-правового механизма обеспечения прав и свобод человека и гражданина.

    Авторы подчеркивают, что инвестиционная привлекательность региона прямо или косвенно оказывает влияние на уровень и условия жизни населения региона. При этом инвестиционная привлекательность определяет желание различных субъектов осуществлять инвестиции в рассматриваемом регионе. Отмечается, что на данный момент существует множество организаций, осуществляющих оценку инвестиционной привлекательности субъектов РФ: каждая из них применяет уникальные, но в чём-то схожие методологии для получения интегральных оценок. В статье рассматривается авторский алгоритм получения интегральных оценок, характеризующих различные сферы жизни общества, в частности, в работе будут получены интегральные оценки инвестиционной привлекательности региона.

    В статье автором рассматривается генезис конституционно-правового механизма обеспечения прав и свобод человека и гражданина в исторической ретроспективе. Автор приходит к выводу, что на протяжении всех эпох он проходил трудный путь развития и, соглашаясь с тем, что само наличие механизма обеспечения прав и свобод человека и гражданина свидетельствует о социальной зрелости государства, постулирует, что уровень зрелости государства должен коррелировать с уровнем зрелости самого общества для проведения эффективных реформ, а также с правильным социальным восприятием и функционированием конституционно-правового механизма обеспечения прав и свобод человека и гражданина.

Подчеркивается, что Конституционный суд каждого из рассматриваемых европейских государств обладает своими индивидуальными, уникальными чертами и характерными признаками. Делается вывод о том, что организационно-правовая структура осуществляемого конституционного правосудия в данных государствах отличается как внутренней специфической организацией, так и компетенциями, возложенными как на судей, так и на аппарат конституционных судов, что позволяет говорить о высокой значимости осуществления конституционного правосудия.

    The article is devoted to the consideration of "Maslenitsa" in the historiography of social and cultural activities. It is noted that "Maslenitsa" as a national holiday appeared before the baptism of Russia. The author emphasizes that the study of the historiography of the holiday is of undoubted interest, both for scientists and practitioners of the leisure sphere, since such research is conducted for the first time. The purpose of the research is to reveal how historians, ethnographers, and folklorists studied Maslenitsa in various periods of Russian history. The author's task was to show the structure of Maslenitsa, the organization of its holding and numerous leisure forms of its holding, as well as to show through numerous studies how each day of Maslenitsa was celebrated. Methods. Various sources (monographs, articles, dissertations) that reveal the content and conduct of Maslenitsa in various historical periods are used in the study. The article provides a historiographical analysis of the national holiday "Maslenitsa". The author points out that at present the historiography of social and cultural activities, as a branch of pedagogical science, has become an independent section of research on a par with the history and theory of social and cultural activities. It is emphasized that the study of forms of holiday and entertainment culture in the history of socio-cultural activities is one of the directions of historiography in socio-cultural activities. Historiography of socio-cultural activity in its scientific development makes the first independent steps. The scientific novelty of this research is undeniable. Based on the fundamental historiographical material, the author shows the emergence of the "Maslenitsa", its structure, organization and conduct. In the article each day of the holiday and entertainment ways for its conduct are defined. The author comes to the conclusion that further development of the procurement system is one of the key areas for increasing the efficiency of managing state assets and the driver of growth in the social and economic development of the Russian Federation.

    In the modern world, the situation when a sufficiently promising organization suffers from a lack of funds to implement its goals and objectives is quite common, and it is investment that helps such organizations to attract additional funds and improve their position. However, there are a number of problems, one of which is limited resources. Limited resources make organizations struggle to attract these resources and create competition between them. The second problem is the level of risk. There are a huge number of organizations, each of which has an individual structure and different financial position. Thus, the level of risk from investing in a particular organization will also be different. Together, all of the above is a prerequisite for the emergence of the concept of "investment attractiveness".

    В последние годы значительно расширилась практика использования беспилотников в вооруженных конфликтах, что вызывает обеспокоенность специалистов в гуманитарной, правовой и других сферах. Действующее право в области прав человека и международное гуманитарное право обеспечивают единый набор правовых принципов, регулирующих применение государствами БПЛА как в военных действиях, так и вне вооруженных конфликтов. Особое внимание в статье уделяется вопросам законности применения беспилотников как в вооруженных конфликтах, так и вне их. Исходя из того, что эти нормативные рамки разработаны применительно к обычным видам вооружений, их применение и толкование в отношении вооруженных беспилотников и других видов роботизированного вооружения вызывает ряд противоречий. Автор рассматривает вред, наносимый БПЛА, не только прямой (человеческие жертвы и разрушения), а также попытки государств уклониться от международной ответственности за «непредвиденные» последствия, сославшись на форс-мажорные обстоятельства. В статье анализируется Совместная декларация об экспорте и последующем использовании вооруженных БПЛА или БПЛА с поражающей силой, подписанная в 2016 г. США и 44 другими странами. Автором сделаны соответствующие выводы и предложены рекомендации для международной политики.

    The work is aimed at resolving the question: «How is «human metaphysics» possible?» The necessity of establishing an independent disciplinary status of this branch of metaphysics is substantiated. The contradictory constitution of its objectivity is shown: the subject is given through the metaphysical effort of man; the method is essentially identical to the subject. Human metaphysics acts as a process of realization of the metaphysical essence of man and at the same time as a reflection of this process, the theory of metaphysics. The following are distinguished as the basis of the theory of human metaphysics: the idea of the metaphysical essence of man and the idea of man as the ontological basis of existence. They form respectively two main trends of «human metaphysics»: philosophical-anthropological and ontological. In addition to them, epistemological, socio-philosophical, ethical trends were identified; the development of the last two of them is most in demand today.
