    В статье, предпринята попытка через исторический опыт, который помогает избежать ошибок и негативные тенденции, свойственные эволюционным процессам развития гражданского общества при восприятии и внедрении различных моделей государственного устройства в период функционирования судов присяжных с 1864 г. по 1917 г. на территории Поволжских регионов. Методология исследования основана на проблемно-хронологическом подходе к социально-правовым явлениям. В работе были использованы общенаучные (анализ и синтез, индукция и дедукция, сравнение, обобщение) и частно-научные методы исследования (историко-правовой, сравнительно-правовой, социологический, статистический).

    Abstract:
    The empirical component of economic processes does not tolerate statics, which can only, perhaps, serve as a separate theoretical justification of some aspects in certain spheres of life. For reliable results, due to the fact that practice is the ultimate criterion of veracity of any new tool (model), it is necessary to proceed from the phenomena of dynamic order. It is the situational analysis with a minimum share of inaccuracy that allows to see the true advantages and disadvantages of the studied object, its risks and opportunities depending on the also changing realities of the environment. As the results of leading research institutes show, today the speed of updating information series (including the field of economics) is growing literally in geometric progression. If in the last century it took decades for the basic knowledge to become obsolete, now it becomes obsolete within a year. Without a doubt, this is due to the factors of informatisation, growth of human resources and artificial intelligence, computerisation and many other factors inherent in modern society. As the model of socio-public relations changes, and so does the very model of the relations of the economic order. And this phenomenon is especially grotesque in foreign economic activity. It is in its context that the author considers different periods of the automotive clusters' activity in the Kaluga region. A retrospective analysis is made. Appropriate assessments of each stage of development are given. The peculiarities of this sphere of life lie in the presence of many foreign investors, who played a favourable part in the establishment of a self-sufficient budget of the region. But any foreign investor, being oriented first of all on its own profit, at the same time is very much dependent on political aspects of the country of its original origin. And what was good for everyone yesterday, today turns into an "economic collapse" due to the replacement of economic priorities with political ambitions. The author proves that the political and economic model created by Western countries is a pseudo-model and has no long-term mutually beneficial prospects in foreign economic cooperation.

    Abstract:
    The chapter is devoted to the problem of assessing and increasing the region's attractiveness to ensure the country's development in modern conditions. The relevance of the topic is determined by the fact that, despite significant investment in many components of the socio-economic regional system, the level of population density in the territories of agricultural area of specialisation remains low. One of the reasons is the insufficient attractiveness of the region. The purpose of the study is to clarify the concept of " region's attractiveness", to identify and selectively assess the factors that determine it. The peculiarity of the methodology is the use of comparative analysis. Based on the materials of the Oryol Oblast, we have analysed the indicators of the main attractors in the block "attractiveness for the population". It was revealed that a relatively low level of population density is explained by low indicators of attractiveness. At the same time, the presence of favourable factors should be noted.

    In the article, the author, based on the extensive use of archival documents introduced into scientific circulation for the first time, as well as published literature in regional historiography, objectively highlights the military exploits of I. G. Meshakov, a native of the village of Basurmanovo in the Morgaush municipal District of Chuvashia, on the fronts of the Great Patriotic War, who was awarded the title Hero of the Soviet Union in March 1944 when crossing the Southern Bug River.

    Historically, the metaphysical peculiarity of religion has not contributed to tolerance and recognition of religious human rights outside of one's own religious tradition. Each religion asserted its own uniqueness and superiority in understanding Salvation as a person overcoming the finiteness of being in time, and the ways to Salvation offered by it. Intolerance rather than tolerance, conformity rather than non-conformity, consent rather than dissent have been the dominant motives in the history of religions. The absolutization of each religious tradition served as a basis for intolerance towards other faiths. Therefore, it is natural that the recognition of religious freedom is stimulated not so much by the decisions of church councils, but rather by the activities of secular authorities who have formed a legislative framework guaranteeing its observance. At the same time, in today's debates about freedom of religion and conscience, one should not forget the fact that there are teachings on tolerance and condemnation of religious coercion and disrespect for religious views other than one 's own, which are found in the main world religions. This chapter demonstrates the positions of founders of the religious teachings of Ancient East, condemning the oppression of the religious rights of representatives of other faiths. It is important that the recognition of religious human rights be voiced not only by the instruments of national and international legislation, but also by the religions themselves.

    Разделение потребления ископаемой энергии и выбросов углекислого газа является важной задачей для Китая в достижении своей цели «достижения пика выбросов углерода и углеродной нейтральности». На основе модели декаплинга Тапио в статье рассчитывается взаимосвязь между выбросами углерода в Китае, потреблением ископаемой энергии и экономическим ростом с 2001 по 2020 год. Результаты исследований показывают, что: индекс декаплинга между выбросами углерода в Китае и экономическим ростом с 2001 по 2020 год находится в диапазоне -0,229–1,283, Индекс декаплинга между потреблением угля и экономическим ростом находится в пределах -0,474–1,523, Индекс декаплинга между потреблением сырой нефти и экономическим развитием находится в пределах 0,080–1,197. В целом, выбросы углекислого газа в Китае, потребление ископаемой энергии и экономическое развитие находятся в состоянии слабого декаплинга. На основе этих расчетов в данной статье выдвигаются соответствующие предложения по ускорению разделения выбросов углекислого газа и потребления ископаемой энергии.

    The article presents the results of a theoretical analysis of literary sources on the problem of human qualimetry and education. The relevance of this study is determined by the fact that at the moment the education system is undergoing serious changes due to the transition to the national system of higher education, which is largely determined by the spiritual and moral attitudes of specific teachers, Teachers, heads of the education system, both at the level of a specific educational organization and at the level of the Russian state. The scientific hypothesis of the theoretical study is the position that the Teacher's pedagogical skills, his professional and personal qualities, educational and educational technologies that he uses are fundamentally isomorphic to the quality of education reflected in the qualities of the Student's personality (education, upbringing). As research methods, the theoretical analysis of more than 100 works by A.I. Subetto and other authors is used from the position of applying the principles of isomorphism of professional and personal qualities of a Teacher in the educational, educational process of a Student. As a result of the theoretical analysis, 7 main positions of the Russian scientific qualimetric school in the field of education and personality are identified.
