    Abstract:
    Features of a health-care establishment corporate culture are described in the article along with the system of complementary pedagogical conditions for the development of corporate culture in such institutions. The article substantiates the necessity of employees' professional community development, advancement of their competence and expansion of the opportunities for self-realization within the process of dealing with professional tasks. The author perceives the involvement of all the employees in the process as well as the increase in the number of initiatives and aspiration for bettering the quality of their work as substantial pedagogical conditions for the formation of a corporate culture.

    The article raises the problem of improving the quality of vocational education which largely depends on the joint efforts of all stakeholders of the labor market of territorial education. Therefore, the creation and successful functioning of social partnership will allow in the long term to prepare qualified and in-demand specialists for regional enterprises. According to the authors, the process of formation and development of social partnership in the field of vocational education takes place on the background of reconsidering the role of the State in organizing and governing vocational education under conditions of rapid labor market development.

    Abstract:
    В статье анализируется становление системы подготовки профессиональных кадров для нефтегазовой отрасли в Коми АССР. Индустриализация территории обусловила потребность в квалифицированных рабочих кадрах и появление профессиональных учебных заведений, которые были основаны в лагерных центрах, впоследствии превратившихся в города. На основе анализа решений и постановлений различных ведомств, которые были связаны с созданием Ухто-Печорского горного техникума, можно проследить историю зарождения данного учебного заведения. На основе отчета комиссии, проверяющей техникум за первые два года его работы, становится возможным воссоздать картину деятельности данного учебного заведения, которое стало успешным шагом в становлении системы средних специальных профессиональных учебных заведений в северных городах Республики Коми.

    В предлагаемой статье впервые исследуются малоизвестные события революции 1905–1907 годов, связанные с участием в забастовочном движении воспитанниц и группы преподавателей элитного дворянского учебного заведения Санкт-Петербурга – Ксениинского института. Находившееся под покровительством представителей императорской фамилии и предназначенное для обучения полусирот из дворянских семей, данное учебное заведение долгое время считалось оплотом самодержавия. Опираясь на неизвестные ранее архивные документы, автор описывает причины выступления и развитие событий, произошедших в стенах Ксениинского института осенью – зимой 1905 года, показывает их взаимосвязь с революционными событиями в России.

    The article shows the problems of improving the quality of Russian education related to the understanding of the essence of competencies. In spite of the constant «updates» of the Federal State Educational Standards for Higher Education (FES of HE), there is no obvious qualitative change in the solution of this problem. And first of all, it refers to what is not clear: what and how students should be taught, although the standards define that students should have the necessary competencies to perform a professional activity. However, despite numerous discussions, a clear understanding of the scientific essence of the concept of «competence», as a rule, is not given anywhere. And this today, in our opinion, is the main problem and obstacle in the qualitative improvement of the educational process in domestic universities.
