    Abstract:
    The article examines the impact of institutional quality on the effectiveness of investments in sports infrastructure in industrial regions of Russia. The key institutional factors determining the success of investment projects in the field of sports are analyzed, including the level of corruption, transparency of public procurement, efficiency of regional management and business participation in infrastructure development. The study is based on a comparative analysis of data on sports facilities and investment programs in the country's largest industrial regions. In conclusion, recommendations are formulated to improve the institutional environment in order to increase the efficiency of investments and maximize the socio-economic effects of the development of sports infrastructure.

In this context, the problems of social independence of people with health deficits become even more significant, exacerbating territorial and other forms of regional inequality, which requires special mechanisms to overcome them.     The results of the application of ecosystem connectivity in research on the management of infrastructure projects in the transport sector are presented based on management theories and energy management theories.     Due to the aggravation of sanctions by unfriendly states towards the Russian Federation, our country is closely facing the need for total import substitution and the introduction of an innovation management system. One of its key tools today is the implementation of priority national projects in business entities. Project management is becoming a priority area of activity in almost all sectors of both production and non-production structures. The direction of culture in the previously planned economy at the state level was often financed according to the system of the «residual principle», which could not but affect the final results. In the system of new approaches and values, the situation is beginning to change. The Culture project is among the leading national projects. The author examines its program-targeted (as well as financial and rating) support on the example of the institutional system of the Tula region. Statistical and monographic data, the legislative base of the federal and regional levels are taken as the basis of the research. From the point of view of the system. A multifactorial analysis of the promotion of the priority national project «Culture» in the Tula region is given for complex, process and situational approaches. The trend and mental characteristics of local territories are taken into account when carrying out systematic work on project management.

    The chapter is devoted to the consideration of relevant issues of forming a strategy for the sustainable development of the regional education quality assessment system. The paper examines the regulatory framework and social challenges associated with this process. The author analyzes the existing approaches to assessing the quality of education in foreign and Russian practice, determines their common features and key problems. The research methodology includes a theoretical review of the regulations governing the field of education quality assessment at the federal and regional levels, as well as the study of the participants' opinions of educational relations based on the results of a sociological survey. The results of the analysis show the need to develop new approaches to assessing the quality of education at the regional level, taking into account the modern requirements of society and the demands of the labour market. The author emphasizes the importance of developing cooperation in scientific and methodological work at all levels of education management and offers a number of practical recommendations aimed at optimizing the existing system of education quality assessment in the entities of the Russian Federation.

    Abstract:
    The article is devoted to the urgent problem of formation of reading literacy of modern schoolchildren, which is interpreted as the most important type of functional literacy, based on the ability to operate various types of texts, understanding their deep meaning and correct interpretation. The authors reveal the specifics of the formation of reading literacy in Russian language classes, using regionally colored texts as a meaning-forming content component. The materials of the article reflect the data of the pedagogical experiment, which allows to adjust the methodological strategies of the teacher in a significant way. The authors state that despite the need to comply with the normative requirements set forth in the updated FSES, modern teachers do not work on the formation of functional literacy in the system. A comprehensive analysis of the educational results of the educational process allowed the authors of the article to argue that the content basis of lessons aimed at the formation of functional literacy can be regionally colored texts that allow building lines of in-depth dialogue against the background of understanding the meanings of the culture of the small homeland.

    Sexual Size Dimorphism (SSD) is considered to be the indicator of environmental quality. Peculiarites of its variation reflect trends in traits evolution. We estimated the values of SSD in populations from two distanced regions of Russia – Chechnya and Krasnodarskiy Province. In total those values did not differ, but SSD was higher in elytra and pronotum parameters in beetles from Chechnya and lower – by head parameters. Advancing research in this direction promises to unravel the ecological processes that structure soil biodiversity and to predict the impacts of global change on terrestrial ecosystems.

    The article considers the concept of isomorphism of the quality of the educational process and the quality of its result − the education/upbringing of the Student's personality from the position of ecologization of his consciousness and behavior. The relevance of this approach has been confirmed by many researchers of the scientific school of noospherism. The purpose of the research presented in the article was to establish the relationship between the value-moral-spiritual characteristics of a person and such parameters of her moral and ecological consciousness as: the level of subjectivization of natural objects; the personal orientation of the motivation of the attitude to nature in the aggregate of cognitive, aesthetic, pragmatic-consumer (deficient) and spiritual-moral attitudes. The study was conducted using diagnostic methods of value-moral-spiritual orientations of the individual, subjectivization of the natural object, the dominant orientation of the individual in relation to nature, egocentric associations and correlation analysis (according to Pearson) of the individual results of the study obtained in the diagnosis. The subjects were 75 high school and first-year students. The authors revealed the dominant aesthetic and cognitive attitude of boys and girls to nature, the pragmatic-consumer attitude took the last place, which indicates good prospects for greening the educational process and achieving high quality moral and ecological education of Students in it.

    The article presents the results of a theoretical analysis of literary sources on the problem of human qualimetry and education. The relevance of this study is determined by the fact that at the moment the education system is undergoing serious changes due to the transition to the national system of higher education, which is largely determined by the spiritual and moral attitudes of specific teachers, Teachers, heads of the education system, both at the level of a specific educational organization and at the level of the Russian state. The scientific hypothesis of the theoretical study is the position that the Teacher's pedagogical skills, his professional and personal qualities, educational and educational technologies that he uses are fundamentally isomorphic to the quality of education reflected in the qualities of the Student's personality (education, upbringing). As research methods, the theoretical analysis of more than 100 works by A.I. Subetto and other authors is used from the position of applying the principles of isomorphism of professional and personal qualities of a Teacher in the educational, educational process of a Student. As a result of the theoretical analysis, 7 main positions of the Russian scientific qualimetric school in the field of education and personality are identified.

    The management of information flows (data) of national statistical services requires the development of mechanisms that ensure a broad description of statistical indicators included in the statistical work plan of the relevant organizations, consistent with certain norms (requirements). The article examines the key approaches to the formation of "quality passports of statistical indicators" and assesses the possibility of applying the relevant experience in Russian practice. It is noted that the "passport of the quality of statistical indicators" should be a continuation of the already existing "passports of indicators" presented in the Unified Interdepartmental Information and Statistical System.

    More than 20 years the two-level system of higher education within the framework of Bologna system has been developing in the Russian Federation. However, it proved to be untenable for the Russian Federation, as it significantly reduced the quality of training of university students as professionals demanded by domestic organisations. Under the conditions of economic sanctions against Russia by the USA and a number of countries, it became necessary to implement the import substitution strategy. But its implementation required the development of industry, opening of new enterprises and production facilities, which, in turn, required professionals capable of doing this. As a consequence, it was necessary to change the system of training the necessary specialists in domestic universities. The study of the identified problems was carried out taking into account the practical experience of the author, using the method of included observation and discussion of the identified problems at various conferences, as well as the study of various studies on this issue.

    Abstract:
    September 2020 was the 10th anniversary of the dual education system in Russia. Germany (German school) is considered to be the ancestor of dual education. Its elements can be found in the systems of professional education in many European and Asian countries [2]. Today the dual system of professional education has received worldwide recognition – it is the most widespread and recognized form of personnel training, which combines theoretical training (in our country – 40%, in Germany – 20–25%) in an educational institution and industrial training (75–80% at the enterprises). This model of training is used in specialized secondary and higher educational institutions, and is financed jointly with business, which is interested in qualified personnel, and the state. The new training system should "arm" the graduates with three main competences, behavioral and personal qualities: Decision-making skills (Soft Skills); professional qualities (Hard Skills), because unprofessionalism is ruining Russia; modern technologies (Digital Skills).
