    Abstract:
    This article analyzes Catherine II's pedagogical tales—"The Tale of Prince Chlorus" and "The Tale of Prince Fevey"—as tools for shaping the personality of the future enlightened monarch. A connection is established between the political philosophy of enlightened absolutism, outlined in the "Instruction" of the Legislative Commission, and the educational principles laid out in these tales for the Grand Dukes Alexander Pavlovich and Konstantin Pavlovich. A comparative analysis of the texts of the "Instruction" and the tales allows us to conclude that the latter convey key ideas of autocracy and class hierarchy, as well as the concept of "moral equality."

    Abstract:
    This article analyzes integrated early childhood education practices that move beyond binary debates about academic acceleration and unstructured free play. Drawing on developmental science, the paper identifies five interconnected habits of effective educational practice: intentionality without rigidity, play as serious inquiry, the environment as a silent curriculum, observation as a teaching tool, and relationships as the foundation of all learning. The article concludes that the most effective educators cultivate a thoughtful, responsive, and emotionally safe classroom ecosystem.

    Abstract:
    This research article, a collaborative effort, examines the results of a study examining the transition of Russian higher education to the Bologna system, as well as materials from previously published research articles. The article emphasizes that the introduction of a two-tier system of higher education has led to mixed consequences, such as a decline in educational quality, an increased financial burden on students, and an imbalance in the student-faculty radio. Experts are divided between supporters and opponents of this system, expressing different opinions regarding its effectiveness. The article also examines Russia’s withdrawal from the Bologna system and the transition to developing a unique educational structure that takes into account the country’s national interests and needs. The article concludes that Russia’s integration into the Bologna system could have negative consequences for Russian education and the economy, as it would lead to standardization of programs, influence the domestic political environment, and increase the “brain drain”. Ultimately, Russia’s decision to withdraw from this system and develop its own structure focused on national interests and economic needs was an important step.

  • The impact of workflow automation on the quality of the educational process

    Abstract:
    Based on the analysis of three studies, the article argues that automation of document processing improves the quality of the educational process not so much by speeding up work with documents, but through the harmonization of requirements with the help of digital templates, elimination of delays and duplication of functions through routing of agreements, as well as reduction of routine workload for teachers, which allows them to reorient themselves on analysis and pedagogical support of students. It is shown that to achieve a sustainable impact, automation must be accompanied by regulatory harmonization, staff training and compliance with data security regulations.

    The chapter considers the regional education quality system as a complex social construct. Through the prism of a sociological approach, the interests and interactions of key actors (the state, educational organizations, teachers, students, parents, employers), institutional frameworks and value orientations that form ideas about quality are analyzed. Based on theoretical analysis and empirical data (questionnaires, interviews, document analysis), the latent functions of the system, social contradictions and risks are identified, recommendations are given on the development of an education quality management system, the authors propose a conceptual analysis model that can be used to develop targeted management decisions at the regional level.

    Abstract:
    The relevance of the topic of the chapter is determined by the lack of alternatives to the proposed approach in the implementation of national projects, as well as the need for continuous improvement of the software for this process. Today, socio-economic development programs for territories are being implemented in a comprehensive manner as part of a number of national priority projects, which significantly improve the quality of life for the local population and enhance environmental and other system-determining factors. The research methods used in this chapter include analysis, synthesis, deduction, induction, abduction, and classification. A multifactorial analysis allowed us to assess the current «bottlenecks» and the prospects for their possible resolution with a sufficient degree of objectivity. The subject of the study was the search for «bottlenecks» in the project’s software, using the indicators of the Chelyabinsk Region as an example.

    In the context of active digitalisation of public administration, the study of problems and prospects for the provision of services through multifunctional centres (MFC) becomes particularly relevant. The purpose of the article is to analyse the effectiveness of the current MFC model, identify key problem areas and develop practical recommendations for their optimisation in the context of the digital transformation of the region. The methodological basis was the analysis of the regulatory framework, statistical data of the MFC's activities, as well as the method of expert evaluation. It reveals that high-income groups actively use tools such as comprehensive life insurance, investment products, and medical insurance. The author argues that the market is responding to the growing economic inequality by polarizing offerings, creating an "insurance gap." To address this issue, the article proposes modernizing the social protection system by introducing incentives for insurance coverage for low-income individuals and developing digital platforms to enhance financial literacy.

    The chapter is devoted to a comprehensive study of the legal nature of a state contract for the provision of medical services in the public procurement system, which is a unique legal phenomenon with a dual nature. The article argues that a state contract for the provision of medical services occupies a borderline position at the intersection of several branches of law: administrative law, which regulates the procedure for concluding a contract, civil law, which defines the content of contractual obligations, medical law, which establishes special requirements for subjects and standards of medical care quality, and budgetary law, which regulates the financial basis for the execution of a contract. The article examines in detail the public law elements of the contract, which manifest themselves at the stage of its conclusion through the mandatory provisions of Federal Law No. 44-FZ. The article analyzes the special role of medical law through the establishment of mandatory requirements for licensing, material and technical base, and personnel qualifications.

    The chapter discusses the issues of effective management of the social sphere (projects) at the federal and regional levels. The study presents both empirical and theoretical approaches. Based on a sociological survey conducted in the Nizhny Novgorod region, conclusions have been drawn about the insufficient activation of a number of tools in this area. Adaptive measures are proposed for the existing management model, taking into account the similarity and peculiarities of the socio-economic systems of the subjects of economic activity of the Russian Federation. Among the main areas requiring adjustment are the problem of the personnel shortage of "innovative" type managers, the lack of an integrated approach in software, the imperfection of current legislation (in terms of effective software support for projects), as well as the bias and low efficiency of the tax base. Without improving these aspects, stable economic growth in key areas is unlikely: demography, healthcare, education, and the quality of life of the population. The author sees the solution to these problems primarily in the improvement of the existing program-target method in Russia, which is proposed to be used as a key tool for updating the social system.

    The purpose of the study is to analyze ways to improve the efficiency of well construction under the conditions of outsourcing. The most popular business model for organizing well construction is the split service. Unlike general contracting and integrated project management, it involves a more detailed division of the production process into business processes performed by specialized organizations. Three key elements of sustainable development of drilling services have been identified as priorities: competitive selection of contractors, the use of an end-to-end quality management system, and compliance assessment. It has been established that the qualification of technological processes as special is a prerequisite for ensuring the quality of completed wells. In general, the quality of wells can be represented as a combination of their functionality, reliability, safety, and resource intensity. The quality of wells can be ensured through the use of a quality management system. A retrospective analysis of drilling supervision as an element of the quality management system has revealed that the next stage of its development is analytical drilling supervision.

  • Immersive Technologies in Higher Professional Education: A Look into the Future

    The purpose of the study is to analyze the experience of using immersive technologies in higher and secondary vocational education and to develop proposals for their further implementation in priority areas. The study is based on empirical methods and theoretical methods. The analysis of publications shows that immersion is a synonym for the concept of immersive technologies. Today, the concept of "immersion" is viewed not so much as a teaching method, but rather as an educational space that is made possible by digital technologies. The results of the conducted research have shown that the main types of immersive educational technologies include technologies: virtual reality, augmented reality and mixed reality. The analysis of the experience of implementing educational programs in the leading universities of the country has allowed to offer the following classification of immersive technologies: by type of implementation, by depth of immersion, by degree of dynamism. Based on the author's analysis, the main advantages and disadvantages of immersive technologies are highlighted, and examples of their use in the learning process are illustrated. In conclusion, the author concludes that the further integration of immersive technologies into the educational process is inevitable, and highlights the priority areas for their implementation.

    In the chapter examines the features of using a program-oriented approach in project management in different countries, at different stages of socio-economic development. Based on the realities of each individual time lag, the priorities of algorithms for the vector distribution of efforts on the path of final goal setting are justified. Both theoretical and empirical developments of the «rigid system» of managing national economies are used, based on the expected dynamics of economic growth. The increment of the methodological scientific layer of this problem occurs within the framework of an absentee discussion with a number of Russian and international experts on the problem under discussion. Within the framework of matrix models, the strengths and weaknesses of the program-oriented approach, threats and opportunities in the course of its use in the economy of territorial entities are positioned.
