- It has been established that the paradigm of sustainable regional development is a process occurring over time, consisting of a sequence of positive changes that entail an increase in the harmony and balance of the social, economic and environmental aspects of such development, and aimed at solving problems that exist within the life of the regions. The sustainable development of the region is considered from the perspective of a systems approach, as a result of which it is concluded that the definition of “sustainable development of the region” is directly related to such a key property inherent in any socio-economic systems as the preservation of organizational and functional integrity under the influence of external and internal negative factors.

- The chapter examines such a fragment of socio-economic relations of the meso-level as the distribution and redistribution of income of the population depending on the fields of activity, economic situation in general, average wages of the territory and much more. The indicators of nominal and real incomes of people, their structural composition, and the impact on the growth of quality of life are taken into account. By interpreting the statistical material accumulated by the Kaluga Region over the past fifteen years in this direction, a search is underway for a more effective model (its contour) of socio-economic management at the regional level. The designated range of priority problems also includes the issue of the fight against poverty, reducing the number of people below the subsistence level. The graphic schemes created by the researchers help to decode the submitted text sufficiently and intelligibly. Intermediate conclusions, in turn, (linked to separate graphs) make it possible to polemize already in the course of reading the developments made. The increment of scientific knowledge is seen in the great generalizing power of the analysis made, which can be useful to almost any meso-level system in terms of improving the motivational policy of the real sector of the economy.

- The chapter is devoted to the consideration of relevant issues of forming a strategy for the sustainable development of the regional education quality assessment system. The paper examines the regulatory framework and social challenges associated with this process. The author analyzes the existing approaches to assessing the quality of education in foreign and Russian practice, determines their common features and key problems. The research methodology includes a theoretical review of the regulations governing the field of education quality assessment at the federal and regional levels, as well as the study of the participants' opinions of educational relations based on the results of a sociological survey. The results of the analysis show the need to develop new approaches to assessing the quality of education at the regional level, taking into account the modern requirements of society and the demands of the labour market. The author emphasizes the importance of developing cooperation in scientific and methodological work at all levels of education management and offers a number of practical recommendations aimed at optimizing the existing system of education quality assessment in the entities of the Russian Federation.

Problems and Directions of Highway Development in the Region

- The relevance of the research topic is related to the need to assess the results of the national project "Safe High-Quality Roads" implementation at the regional level, to identify unresolved problems of road development in the regions of the country. The objective of the work is to identify the problems of road development typical of the Samara region, to suggest possible ways to solve them. The study analyzed the state and dynamics of the Samara Region's highway network, road safety, and the practice of using PPP (public-private partnership) mechanisms to finance road construction, which uncovered problems such as the non-application of life-cycle contracts in road construction, a significant length of roads that do not comply with regulations, a funding gap for the highway complex, and low rates of digitalization in road construction, the absence of a long-term strategy for the development of Samara region highways based on a scenario approach. We developed recommendations that will help overcome these problems and simplify the achievement of strategic goals for the socio-economic development of the Samara region.

Ritual functions of clothing in the memorial rites of the Chuvashs

- Abstract:
- Clothes perform many functions functions. One of them is the ritual function, according to which it becomes an important tool or object of various magical practices. In this article, using the example of the сhuvashs of the Volga-Ural region, the functions of the deceased’s clothes in the customs and rituals of the memorial cycle are considered. On separate thematic blocks, the role of clothing as a ritual item at large commemorations, at the fortieth day commemoration, as well as at general summer commemorations was investigated. The article is based on published works on the history and ethnography of the chuvashs of the 19th – early 20th centuries, archival sources, as well as field materials of the author collected in different years in the Republic of Bashkortostan and the Republic of Tatarstan. It has been revealed that in the funeral rites, clothes appear and are actively used as a substitute for the deceased, as well as an offering addressed to the deceased on behalf of living relatives. Thanks to these qualities, clothing is one of the important and universal means of communication between the world of the living and the world of the dead. Rites with clothes in memorial rites have been preserved and exist in modern ritual practice. Such stability, on the one hand, is due to the deep archaic and conservative funeral rite as a whole, on the other hand, the comparative stability of this ritual to modern innovations.

Formation of reading literacy of modern schoolchildren as a didactic problem (regional aspect)

- The article is devoted to the urgent problem of formation of reading literacy of modern schoolchildren, which is interpreted as the most important type of functional literacy, based on the ability to operate various types of texts, understanding their deep meaning and correct interpretation. The authors reveal the specifics of the formation of reading literacy in Russian language classes, using regionally colored texts as a meaning-forming content component. The materials of the article reflect the data of the pedagogical experiment, which allows to adjust the methodological strategies of the teacher in a significant way. The authors state that despite the need to comply with the normative requirements set forth in the updated FSES, modern teachers do not work on the formation of functional literacy in the system. A comprehensive analysis of the educational results of the educational process allowed the authors of the article to argue that the content basis of lessons aimed at the formation of functional literacy can be regionally colored texts that allow building lines of in-depth dialogue against the background of understanding the meanings of the culture of the small homeland.

- The empirical component of economic processes does not tolerate statics, which can only, perhaps, serve as a separate theoretical justification of some aspects in certain spheres of life. For reliable results, due to the fact that practice is the ultimate criterion of veracity of any new tool (model), it is necessary to proceed from the phenomena of dynamic order. It is the situational analysis with a minimum share of inaccuracy that allows to see the true advantages and disadvantages of the studied object, its risks and opportunities depending on the also changing realities of the environment. As the results of leading research institutes show, today the speed of updating information series (including the field of economics) is growing literally in geometric progression. If in the last century it took decades for the basic knowledge to become obsolete, now it becomes obsolete within a year. Without a doubt, this is due to the factors of informatisation, growth of human resources and artificial intelligence, computerisation and many other factors inherent in modern society. As the model of socio-public relations changes, and so does the very model of the relations of the economic order. And this phenomenon is especially grotesque in foreign economic activity. It is in its context that the author considers different periods of the automotive clusters' activity in the Kaluga region. A retrospective analysis is made. Appropriate assessments of each stage of development are given. The peculiarities of this sphere of life lie in the presence of many foreign investors, who played a favourable part in the establishment of a self-sufficient budget of the region. But any foreign investor, being oriented first of all on its own profit, at the same time is very much dependent on political aspects of the country of its original origin. And what was good for everyone yesterday, today turns into an "economic collapse" due to the replacement of economic priorities with political ambitions. The author proves that the political and economic model created by Western countries is a pseudo-model and has no long-term mutually beneficial prospects in foreign economic cooperation.

- The chapter is devoted to the problem of assessing and increasing the region's attractiveness to ensure the country's development in modern conditions. The relevance of the topic is determined by the fact that, despite significant investment in many components of the socio-economic regional system, the level of population density in the territories of agricultural area of specialisation remains low. One of the reasons is the insufficient attractiveness of the region. The purpose of the study is to clarify the concept of " region's attractiveness", to identify and selectively assess the factors that determine it. The peculiarity of the methodology is the use of comparative analysis. Based on the materials of the Oryol Oblast, we have analysed the indicators of the main attractors in the block "attractiveness for the population". It was revealed that a relatively low level of population density is explained by low indicators of attractiveness. At the same time, the presence of favourable factors should be noted.

- The chapter studies the key performance indicators of tourism and hospitality industry enterprises in the region. The segmentation of enterprises according to the value of financial and economic indicators and its comparison with the average industry value is carried out. Depending on the number of indicators exceeding the industry average value, groups of enterprises (group 1 – "green zone", group 2 – "blue zone", group 3 – "yellow zone", group 4 – "red zone") were singled out and brief recommendations for the development of activity in each group were formulated. The research methods include selection, organisation, table, graphic and calculation methods; comparison, segmentation, grouping, evaluation.

- The objective of the chapter is to elaborate suggestions for improving the mechanisms of building harmonious interfaith relations in the Arkhangelsk region. On the basis of statistical data and normative legal acts the current state of intergroup interaction is analysed and the regional policy guidelines for religious associations are identified. The authors confirm the predominantly peaceful nature of interactions in the multi-religious community. The need for more intensive actions on the part of both the authorities and the clergy to achieve the common objective of developing allied relations between confessions is emphasised. The experience of the implementation of measures for state regulation of interfaith relations in the Federal Republic of Germany is described. The suggestions for the executive authorities of the Arkhangelsk region are formulated.

- The article studies the current state and key problems of development of procure-ment activities in the consumer cooperation system of the Yaroslavl region. The analysis revealed the concentration of the regional cooperation system on the retail trade sector and a relatively low level of development of systemically important for regional markets areas – agricultural cooperation, cooperation in the sphere of public services. The formed set of problems should be considered as a combination of national and regional problems. The priority directions of development of the consumer cooperation system in the region are: promoting the development of co-operative relations in agriculture, local production, building the infrastructure of interregional relations; popularization of the infrastructure of assistance to improve the experience of entrepreneurs.

- The article is devoted to the study of the issue of a prognostic approach in the process of improving the personal and professional level of teachers in view of the development of the regional educational system. One of the features of the socio-political development of the Russian education system today is the qualitative renewal of the federal structure of our state. Modernization and reform of the educational system in the constituent entities of the Russian Federation is justified by the increased responsibility of the regions for the quality of education and the need for integration into the educational space of the state. The regional education system of the various republics of the Russian Federation, having certain general invariant characteristics, always remains conditioned by geographical, economic, sociocultural, national-ethnic, and confessional specifics. The formation of regional labor markets is relevant, and the most important task of the process of improving the personal and professional level of teachers is to take into account the specifics of the regional educational system of vocational education, ensuring the social protection of teachers by introducing regional production specifics into the content and organizational forms of this type of activity.

Assessment of shifts in production and consumption of livestock products in the Central and Far Eastern Federal Districts

- For 2005–2021, significant structural shifts occurred in the production and production structure of the main types of livestock products (livestock and poultry for slaughter (in slaughter weight), milk) of the Central and Far Eastern Federal Districts, which are confirmed by the assessment of the integral coefficient of structural differences. These assessments made it possible to establish that the production of livestock products in the Central Federal District is characterized by a predominant concentration in agricultural organizations, which contributes to an increase in milk consumption and milk production by the population of the regions of the district. In the Far Eastern Federal District, the main producers of products are households that are mainly focused on ensuring personal consumption of products. The organizational and economic structure of the Far Eastern Federal District is characterized by relative stability, which requires attention from the authorities, since the population's consumption of livestock products per capita in most regions of the district is significantly lower than the average Russian consumption. The increasing involvement of agricultural organizations and peasant (farm) farms in the production of livestock products with active financial support from the state and the presence of consumer demand will increase the consumption of the most important types of products per capita in the regions of the Far Eastern Federal District to the all-Russian level.

- The article examines a little-studied phenomenon in Russian history as the experience of local government reforms in the Samara region in 1993-1996. The study showed that the administration of the period under study solved problems related to the stabilization of the economy and society. The author concluded that the administration of the Samara region failed to completely resolve the food issue, however, the necessary steps were taken in the field of health and education. The conclusions of the articles are innovative in the inclusion of new regions of the country, because They can be used as a theoretical basis for local political regions.

In these (end) times: Sh. Idiatullin's Volgaic fantasy fiction

- The paper discusses the development of ethnic fiction in the modern Russian literature, focusing on Shamil Idiatullin's 2020 novel “Poslednee vremja”. We show that the tendency towards switching from ethnic to regionalist agenda can be observed in the works by both Russian authors, such as Denis Osokin and Alexei Ivanov, and authors having a non-Russian ethnic identity, such as the Tatar novelists Guzel Yakhina and Shamil Idiatullin. We adopt an interdisciplinary approach, bringing together techniques from literary studies (analysis of the genre and the literary situation as well as the historical and cultural context) and linguistics (an etymological analysis of proper names, in the first place). Our commentary on various linguistic, historical and cultural aspects puts Idiatullin»s novel into the discourse of the contemporary ethnic fiction as a text that expresses the positions of both the Conquerors and the Conquered. The analysis of personal names and other words of non-Russian origin that are used in the Russian text allows to identify the fictional ethnic groups with the actual peoples of the Volga-Kama region and places the novel within a present-day context. One of the key themes of “Poslednee vremja” is language loss, and some scenes, such as the self-immolation of the pagan priest Arβuj-Kuγə̑za, make a clear reference to the contemporary history of the region. The novel»s title can be translated as both “End times” and “These times”; thus, it includes simultaneously an apocalyptic allusion and a hint to the events of the recent past.

- The work is devoted to the study of the vocabulary of youth groups in Yoshkar-Ola in 1980–1990. The purpose of this article is to characterize the local features of the language of Yoshkar-Ola youth unofficial groups. The research material was the jargon of participants in street gangs in the capital of the Republic of Mari El at the end of the twentieth century. The sources of language material were documentary literature, journalistic articles, dictionaries of substandard vocabulary and recordings of live speech of former group members. During the research, methods of linguistic observation and description, dictionary interpretation, and contextual analysis of lexical units were used. As a result of the study, the authors come to the conclusion that a number of jargons discussed in the article have become part of the unofficial microtoponymy of the city of Yoshkar-Ola. The likelihood of such lexical units appearing in dictionaries of non-literary vocabulary published by leading publishers is extremely low. The collected material contains information about the etymology of the unofficial toponymy of the city of Yoshkar-Ola, the communicative preferences of local youth and the linguistic realities of 1980–1990. The sublanguage of hooligan youth is very close in nature to Russian argot. A more detailed study of the jargon of street gang members may help change the uncritical attitude of Russian speakers towards the language of the criminal world.
