- The chapter discusses the issues of effective management of the social sphere (projects) at the federal and regional levels. The study presents both empirical and theoretical approaches. Based on a sociological survey conducted in the Nizhny Novgorod region, conclusions have been drawn about the insufficient activation of a number of tools in this area. Adaptive measures are proposed for the existing management model, taking into account the similarity and peculiarities of the socio-economic systems of the subjects of economic activity of the Russian Federation. Among the main areas requiring adjustment are the problem of the personnel shortage of "innovative" type managers, the lack of an integrated approach in software, the imperfection of current legislation (in terms of effective software support for projects), as well as the bias and low efficiency of the tax base. Without improving these aspects, stable economic growth in key areas is unlikely: demography, healthcare, education, and the quality of life of the population. The author sees the solution to these problems primarily in the improvement of the existing program-target method in Russia, which is proposed to be used as a key tool for updating the social system.

- The article is devoted to a comprehensive analysis of the legal regulation of relations in the dynamically developing field of exhibition, fair, and congress activities (EFCA) in the Russian Federation. The relevance of the topic is due to the significant economic and image potential of this field, its role in stimulating entrepreneurship and developing international relations, as well as the existence of significant gaps in its legal support. The purpose of the study is to identify systemic problems in the legal regulation of EFCA and, based on this, to develop proposals for improving the current legislation. The work uses general scientific and specific scientific research methods: analysis, synthesis, a systematic approach, formal legal and comparative legal methods. The author comes to the conclusion about the fragmented and decentralized nature of the legal regulation of VYAKD, which is carried out by the norms of civil, land, urban planning and administrative law.

Chuvash-Determined Surnames as a Marker of the Cheboksary Regiolect of the Russian Language

- The work continues the series of publications on the Cheboksary regional dialect of the Russian language. This study examines Russian surnames of Chuvash origin as a feature of the speech of residents of Cheboksary. The material for the study was surnames common in the Chuvash Republic. The work is based on a qualitative analysis of factual material. Chuvash surnames have undergone significant qualitative changes over the past three centuries from the original eastern Tatar-Islamic tradition to the modern Christian one. The surnames of Cheboksary residents cannot be a marker of the Cheboksary regional dialect of the Russian language. In general, Cheboksary surnames, due to their simple denominal origin, can be understood as a generalizing marker. The combination of Orthodox-conditioned denominal surnames such as Ivanov, Petrov, Fedorov with Chuvashism surnames such as Sadyrga, Yakku, Mulgachev, Kashkarov creates a unique anthroponymic background for the functioning of the Cheboksary regional dialect, reinforcing the impression of its qualitative parameters. The Christian foundations of the Chuvash nomenclature go beyond the anthroponymic dictionary: in modern conditions, almost all names in the Chuvash environment are oriented towards the Russian tradition. Russian-Orthodox names largely form the Russian visual landscape of the region.

The research concludes that regional investments not only help adapt to external constraints, but also foster the development of domestic technological capabilities.

- The article examines the effectiveness of youth policy implementation in the Krasnodar Territory. Regional programs aimed at supporting youth were analysed, their goals, main activities and results achieved were disclosed. On the basis of a comparative comparison of planned and actual indicators, the main problems of implementation are highlighted, including insufficient involvement of young people, uneven territorial coverage and poor information accessibility. Proposals for improving the mechanisms of youth policy at the regional level are presented. The findings can be used in the development and adjustment of strategic documents in the field of youth work.

- The paper reveals the development potential of the republican resource platform of continuing professional education as a tool for effective functioning of the system of scientific and methodological support of teaching staff. The article presents the structure of the resource potential of the regional platform, defines its main characteristics and directions, develops proposals for the creation of the republican system of methodological support for teachers and changes in the structure, functional tasks in the field of continuing professional education and professional retraining. These measures are aimed at improving the potential of the regional system in implementing the state educational policy and solving socio-economic problems. The process of gradual change in the system of scientific and methodological support for teachers is presented, in which the basic part is in the competence of the regional institutional structure responsible for the implementation of programmes of additional professional education, and the variable part falls to universities and other entities that are part of the regional segment of the education system. The article formulates further prospects for the development of the proposed structure of scientific and methodological support for teachers, introduction of new educational programmes and technologies, as well as research and analysis of the effectiveness of the applied practices. As a result of the practice implementation, the main vectors of regional policy development in the sphere of additional professional education of teachers and human resources potential of the Chuvash Republic are proposed.

- This article provides a detailed analysis of the methods of project and problem-oriented learning. The methods presented by the authors of the article are considered to be the most effective in the process of training students of regional studies in accordance with the requirements of the competence approach of the federal state educational standards. The authors conducted an analytical review of theoretical ideas about regional studies. The article reveals the opposite points of view of domestic scientists on its understanding – these are the studies of V.V. Makarenko and V.A. Gorbanyov. The article presents the teaching methods that are the most effective for the formation of the necessary competencies in students within the framework of the realization of the requirements of the federal state educational standards. Such methods included: "Challenge Based Learning", "Pebble in the Pond", 4C/ID (4 components – 4 components and instructional design – pedagogical design), business game. The result of the study was the conclusion that the basis of regional studies is best reflected in the interdisciplinary approach, which combines both classical methods of training bachelors and masters and modern methods.

- The creation of a dynamically functioning innovation economy, maintaining its competitiveness in the conditions of geopolitical struggle, unprecedented sanctions pressure from the West are the priority tasks of modern Russia's development. One of the determining factors of an effectively operating innovation economy is the provision of highly sustainable development of regions, including such backbone structures as scientific and technological complexes. The author's interpretation of this aspect of the topic is proposed. The novelty in the continuation of its comprehension lies in the retrospective analysis of a long period, including the second half of XX – the first quarter of XXI centuries, and at the same time continuous in the context of the region's transition to an innovative type of development. The study of experience in creating a modern model of STC in the region is based on the theoretical and methodological units of the theory of regional development, and, above all, the concept of «points of growth» as its special section. It emphasizes the stimulation of «knowledge economy», development of innovation infrastructure, transfer of scientific achievements into production, maintenance of technological security, etc., as such points. The research methods traditional for retrospective regionalism as a branch of knowledge are used: interdisciplinary, periodization, retrospective and prospective analysis, problem-chronological. - To ensure stable development of regions, it is important to ensure regional economic security. The central place in this system is occupied by the internal affairs agencies (IAA). The purpose of the study is to study the role of law enforcement agencies in ensuring the economic security of the region. The article uses the following research methods: analysis of theoretical sources, statistical and comparative analysis. The role of the IAA in ensuring the economic security of the Magadan Region is analyzed. At the same time, it is concluded that the increase in the number of identified economic crimes is a negative fact characterizing a decrease in the level of economic security in the region. To improve economic security in the region, it is necessary to develop education and inform the population about the risks and methods of preventing economic crimes. It is also important to strengthen financial liability for such crimes.

- The article examines the issues of socio-economic development of the region using the Republic of Mordovia as an example. External shocks that Mordovia faced had a significant impact on the dynamics and results of socio-economic development of the region. The study involved statistical data from the territorial body of Rosstat for the Republic of Mordovia, data from various ratings of Russian regions, and materials from the authorities of the Republic of Mordovia, which made it possible to identify the following most pressing problems of regional development: low rates of economic growth, small volume of industrial production, shortage of investment resources of the workforce, unfavorable demographic situation, low standard of living.

Tourism in Russia: obstacles and opportunities for the revival of southern resorts in the years 2024-2025

- In 2024, the Russian tourism industry faced new challenges, including the introduction of a tourist tax and the consequences of an environmental disaster in the Black Sea. The experiment on the introduction of a tourist fee revealed problems with its collection and understanding of the payment process. The fuel oil spill in December 2024 had a negative impact on resort towns such as Crimea and Krasnodar Krai, threatening their economies and ecosystems. The article analyzes the current state of tourism in Russia, with an emphasis on the southern regions, and also highlights the need to find effective solutions to restore the attractiveness of resorts and create competitive offers for travelers. The material will be useful to specialists in the field of tourism, economics and public administration, as well as anyone interested in the development of domestic tourism in Russia.
