    Abstract:
    The chapter proposes a theoretical concept and substantiates the key ideas of integrating ESG principles into the financial mechanism of regional development in order to transition to a sustainable model. Based on an analysis of international practices of green budgeting, the article identifies key ESG risks, assesses their potential impact on the regional budget, and identifies a set of tools for managing public finances and related risks. In the future, it is planned to test the proposed mechanism and evaluate its impact on economic growth at the sub-federal level.

    Abstract:
    This chapter presents the results of a study on the dynamics of agricultural development in the regions of the Central Federal District (CFD) over the period 2010–2024. It was found that the observed growth in gross agricultural output and the increase in production volumes of certain types of agricultural products were shaped by multidirectional structural shifts. Against the backdrop of minor negative changes in the structure of sown areas and livestock populations, a sustained positive trend in increasing the productivity of crops and animals was identified as a compensatory factor. The value of gross output per hectare of agricultural land was selected as an integral indicator of the level of agricultural development in the regions. A ranking of the CFD subjects based on this indicator recorded positive dynamics, expressed in the transition of several regions from the category of low development level to groups with medium and high development levels. As of the end of 2024, 8 regions were classified in the high development level group, and another 8 regions in the medium level group. Only one region remained in the low development level group; however, it possesses potential for further growth provided that the authorities implement an effective structural policy aimed at strengthening food security through state support mechanisms.

  • External rating management as a tool for the development of regional energy supply systems

    The chapter examines the mechanisms by which external rating management influences the development of regional energy supply systems in Russia. The author explores the theoretical foundations of rating management as a complex of organizational, information-analytical, and communicative measures aimed at interaction with independent rating institutions. A structural characterization of regional energy systems is provided, along with an analysis of the mechanisms governing their interaction with the external rating management framework through a closed-loop feedback cycle. Five principal mechanisms of rating management are identified and examined: informational, regulatory-legal, economic, organizational-managerial, and socio-psychological. Specific cases illustrating the impact of regional investment ratings, sectoral performance ratings of energy companies, credit ratings, international certification, and public monitoring on the development of regional energy systems are considered. The findings confirm that the combined effect of diverse rating management mechanisms creates a conducive environment for the advancement of regional energy systems and the enhancement of their operational efficiency.

    Abstract:
    In the theoretical part of the chapter, the basic concepts of program-targeted management of socio-economic processes of territorial development are given and developed. The epistemological roots of the emergence and modification of this tool are identified, and modern typologies of project management structures and algorithms are presented, taking into account situational conditions. In the empirical part, specific conditions are considered that accompany the dynamics of the development of project management by the Kaluga Region State Unitary Enterprise Kalugadorkazachik in planning and ensuring the implementation of the Safe and High-Quality Roads national project in the region. It is the quality of infrastructure that largely determines the standard of living of the population, the investment attractiveness and the volume of financial (as well as other) assets, and the diversification of the real sectors of the regional (municipal) economy. Therefore, the interest in innovative updates to the program and target support, the use of unused reserves, and intensification is quite natural. In this regard, the experience of the Kaluga Region can serve as a standard for the further development of many other regions of the Russian Federation.

    Abstract:
    The article examines the relationship between tax instruments for supporting small and medium-sized enterprises and the strategic goal of achieving technological leadership as part of the country's national development goals until 2030. The authors highlight the issue of insufficient investment in innovation due to the inefficient use of existing tax incentives. Based on the results of the study, it is concluded that it is necessary to overcome systemic barriers, such as high insurance contributions, other non-tax payments, and difficulties in navigating regional support programs, in order to strengthen the role of tax policy as a catalyst for technological development.

    In the context of active digitalisation of public administration, the study of problems and prospects for the provision of services through multifunctional centres (MFC) becomes particularly relevant. The purpose of the article is to analyse the effectiveness of the current MFC model, identify key problem areas and develop practical recommendations for their optimisation in the context of the digital transformation of the region. The methodological basis was the analysis of the regulatory framework, statistical data of the MFC's activities, as well as the method of expert evaluation. As a result of the study, system barriers were identified that limit the potential of the MFC as a driver of digital changes: fragmentation of IT infrastructure, staff shortage and the need to improve quality assessment metrics.     Abstract:
    A study of the impact of short video formats (TikTok, VK clips, YouTube Shorts) on financial marketing and customer behavior, particularly in the Krasnoyarsk region. Based on a survey of young people, the authors identify trust in informal bloggers and the dominance of digital pragmatism in content consumption. The analysis shows that the format not only promotes high engagement but also introduces new risks due to the simplification of information and the loss of critical evaluation. The key conclusion is that FinTech companies need to combine the effectiveness of short videos with financial responsibility and a deep understanding of the local context to build sustainable trust.

    Abstract:
    The main purpose of this study is to describe the concept of an automated assessment of the optimal energy intensity of a raw material region using automated software and analytical tools. A meaningful formulation of the problem of determining the energy intensity of the gross regional product and the application of a set of programs for numerical analysis of an optimization mathematical model are considered. The article describes the features and interprets the object of research – the energy intensity of the gross regional product for the region of the raw material type, as well as the principles of dynamism, optimizability and multi-criteria used in modeling and supporting managerial decision-making. An algorithm is proposed for assessing the impact of energy-intensive economic activities in the region on the growth of energy intensity through the influence of their characteristics on the gross regional product. To illustrate the application of the software and analytical complex, computational experiments were conducted related to the calculation of the gross regional product based on official statistics of the Kemerovo region-Kuzbass by type of economic activity for 2021. The influence on the energy intensity of the gross regional product of some scenarios of regional development, considering different configurations (sets) of energy-intensive economic activities in the region, is considered, and the proportions of the influence of these configurations are obtained.

    The instability of the current macroeconomic environment necessitates the development of specific approaches to managing the regional socioeconomic system, which highlights the importance of identifying its characteristics, conditions of formation, and development. The study used a methodological approach based on system analysis to reveal the essence of the regional socio-economic system. Methods of analysis, synthesis, and scientific abstraction were applied to determine the qualitative characteristics and formulate the author's definitions of the concepts under study. It was concluded that the most important systemic quality of the regional socio-economic system is its resilience, which allows it to adapt to changes and lay the foundation for its further development and the development of the macro-system as a whole. In order to achieve sustainable development of the Russian Federation, it is necessary to effectively use internal resources and involve innovative technologies in the reproduction process, in accordance with the trends of global economic development.

It is the study of this process that forms the basis of the proposed material.     The chapter discusses the issues of effective management of the social sphere (projects) at the federal and regional levels. The study presents both empirical and theoretical approaches. Based on a sociological survey conducted in the Nizhny Novgorod region, conclusions have been drawn about the insufficient activation of a number of tools in this area. Adaptive measures are proposed for the existing management model, taking into account the similarity and peculiarities of the socio-economic systems of the subjects of economic activity of the Russian Federation. Among the main areas requiring adjustment are the problem of the personnel shortage of "innovative" type managers, the lack of an integrated approach in software, the imperfection of current legislation (in terms of effective software support for projects), as well as the bias and low efficiency of the tax base. Without improving these aspects, stable economic growth in key areas is unlikely: demography, healthcare, education, and the quality of life of the population. The author sees the solution to these problems primarily in the improvement of the existing program-target method in Russia, which is proposed to be used as a key tool for updating the social system.

    Abstract:
    The article is devoted to a comprehensive analysis of the legal regulation of relations in the dynamically developing field of exhibition, fair, and congress activities (EFCA) in the Russian Federation. The relevance of the topic is due to the significant economic and image potential of this field, its role in stimulating entrepreneurship and developing international relations, as well as the existence of significant gaps in its legal support. The purpose of the study is to identify systemic problems in the legal regulation of EFCA and, based on this, to develop proposals for improving the current legislation. The work uses general scientific and specific scientific research methods: analysis, synthesis, a systematic approach, formal legal and comparative legal methods. The author comes to the conclusion about the fragmented and decentralized nature of the legal regulation of VYAKD, which is carried out by the norms of civil, land, urban planning and administrative law.

  • Chuvash-Determined Surnames as a Marker of the Cheboksary Regiolect of the Russian Language

    The work continues the series of publications on the Cheboksary regional dialect of the Russian language. This study examines Russian surnames of Chuvash origin as a feature of the speech of residents of Cheboksary. The material for the study was surnames common in the Chuvash Republic. The work is based on a qualitative analysis of factual material. Chuvash surnames have undergone significant qualitative changes over the past three centuries from the original eastern Tatar-Islamic tradition to the modern Christian one. The surnames of Cheboksary residents cannot be a marker of the Cheboksary regional dialect of the Russian language. In general, Cheboksary surnames, due to their simple denominal origin, can be understood as a generalizing marker. The combination of Orthodox-conditioned denominal surnames such as Ivanov, Petrov, Fedorov with Chuvashism surnames such as Sadyrga, Yakku, Mulgachev, Kashkarov creates a unique anthroponymic background for the functioning of the Cheboksary regional dialect, reinforcing the impression of its qualitative parameters. The Christian foundations of the Chuvash nomenclature go beyond the anthroponymic dictionary: in modern conditions, almost all names in the Chuvash environment are oriented towards the Russian tradition. Russian-Orthodox names largely form the Russian visual landscape of the region.

    The chapter examines the transformation of Russia’s investment market in the context of achieving technological sovereignty. It analyzes the reorientation of investment flows from Western partners to Global South countries. Special attention is paid to the role of state policy in stimulating investments through national megaprojects aimed at ensuring technological sovereignty. The research concludes that regional investments not only help adapt to external constraints, but also foster the development of domestic technological capabilities.
