    The chapter considers the regional education quality system as a complex social construct. Through the prism of a sociological approach, the interests and interactions of key actors (the state, educational organizations, teachers, students, parents, employers), institutional frameworks and value orientations that form ideas about quality are analyzed. Based on theoretical analysis and empirical data (questionnaires, interviews, document analysis), the latent functions of the system, social contradictions and risks are identified, recommendations are given on the development of an education quality management system, the authors propose a conceptual analysis model that can be used to develop targeted management decisions at the regional level.

    Abstract:
    The need to ensure Russia's technological independence and competitiveness in the context of geopolitical struggle and sanctions pressure necessitates the implementation of a well-grounded state scientific and technical policy based on the lessons of past experience. In this regard, the generalization of the Soviet experience in managing the «science–technology–production» system, accumulated during the scientific and technological revolution (since the mid1950s) – a testing ground for which was the Ural region – deserves special attention. The regionalization of scientific and technological progress actualized the formation of a regional component within the national scientific and technical policy. The aim of the study is to examine the experience of constructing a mechanism for implementing this policy in the late Soviet period, using the Urals as a case study. The authors offer their own interpretation of the problem based on the concept of regional development, with an emphasis on analyzing the reproduction of innovations and technological progress. The research employs problem-chronological, systemic, interdisciplinary methods, as well as the method of periodization.

    Abstract:
    The relevance of the topic of the chapter is determined by the lack of alternatives to the proposed approach in the implementation of national projects, as well as the need for continuous improvement of the software for this process. Today, socio-economic development programs for territories are being implemented in a comprehensive manner as part of a number of national priority projects, which significantly improve the quality of life for the local population and enhance environmental and other system-determining factors. The research methods used in this chapter include analysis, synthesis, deduction, induction, abduction, and classification. A multifactorial analysis allowed us to assess the current «bottlenecks» and the prospects for their possible resolution with a sufficient degree of objectivity. The subject of the study was the search for «bottlenecks» in the project’s software, using the indicators of the Chelyabinsk Region as an example.

    The choice of the research topic is due to the steady growth of public interest in mixed martial arts (MMA), the development of the fitness industry, and the promotion of a healthy lifestyle in the Russian Federation. A comprehensive and economically sound business model has been developed for the “Molot MMA” martial arts club in Krasnodar. The article analyzes the theoretical foundations of business planning in the field of physical culture and sports, examines approaches to developing strategies for sports organizations, and explores their financial, economic, and legal aspects. The regional sports services market was analyzed, the competitive environment, advantages, and potential growth points of the “Molot MMA” club were assessed. A marketing plan was developed, including positioning, pricing, promotion tools, and customer loyalty measures. A financial plan was created, including initial investments, revenue and expense projections, profitability indicators, and the project's payback period. The project's risks were analyzed, and measures were proposed to minimize them.

Based on an analysis of international practices of green budgeting, the article identifies key ESG risks, assesses their potential impact on the regional budget, and identifies a set of tools for managing public finances and related risks.     Abstract:
    This chapter presents the results of a study on the dynamics of agricultural development in the regions of the Central Federal District (CFD) over the period 2010–2024. It was found that the observed growth in gross agricultural output and the increase in production volumes of certain types of agricultural products were shaped by multidirectional structural shifts. Against the backdrop of minor negative changes in the structure of sown areas and livestock populations, a sustained positive trend in increasing the productivity of crops and animals was identified as a compensatory factor. The value of gross output per hectare of agricultural land was selected as an integral indicator of the level of agricultural development in the regions. A ranking of the CFD subjects based on this indicator recorded positive dynamics, expressed in the transition of several regions from the category of low development level to groups with medium and high development levels. As of the end of 2024, 8 regions were classified in the high development level group, and another 8 regions in the medium level group. Only one region remained in the low development level group; however, it possesses potential for further growth provided that the authorities implement an effective structural policy aimed at strengthening food security through state support mechanisms.

  • External rating management as a tool for the development of regional energy supply systems

    The chapter examines the mechanisms by which external rating management influences the development of regional energy supply systems in Russia. The author explores the theoretical foundations of rating management as a complex of organizational, information-analytical, and communicative measures aimed at interaction with independent rating institutions. A structural characterization of regional energy systems is provided, along with an analysis of the mechanisms governing their interaction with the external rating management framework through a closed-loop feedback cycle. Five principal mechanisms of rating management are identified and examined: informational, regulatory-legal, economic, organizational-managerial, and socio-psychological. Specific cases illustrating the impact of regional investment ratings, sectoral performance ratings of energy companies, credit ratings, international certification, and public monitoring on the development of regional energy systems are considered. The findings confirm that the combined effect of diverse rating management mechanisms creates a conducive environment for the advancement of regional energy systems and the enhancement of their operational efficiency.

    Abstract:
    In the theoretical part of the chapter, the basic concepts of program-targeted management of socio-economic processes of territorial development are given and developed. The epistemological roots of the emergence and modification of this tool are identified, and modern typologies of project management structures and algorithms are presented, taking into account situational conditions. In the empirical part, specific conditions are considered that accompany the dynamics of the development of project management by the Kaluga Region State Unitary Enterprise Kalugadorkazachik in planning and ensuring the implementation of the Safe and High-Quality Roads national project in the region. It is the quality of infrastructure that largely determines the standard of living of the population, the investment attractiveness and the volume of financial (as well as other) assets, and the diversification of the real sectors of the regional (municipal) economy. Therefore, the interest in innovative updates to the program and target support, the use of unused reserves, and intensification is quite natural. In this regard, the experience of the Kaluga Region can serve as a standard for the further development of many other regions of the Russian Federation.

    The article examines the relationship between tax instruments for supporting small and medium-sized enterprises and the strategic goal of achieving technological leadership as part of the country's national development goals until 2030. The authors highlight the issue of insufficient investment in innovation due to the inefficient use of existing tax incentives. Based on the results of the study, it is concluded that it is necessary to overcome systemic barriers, such as high insurance contributions, other non-tax payments, and difficulties in navigating regional support programs, in order to strengthen the role of tax policy as a catalyst for technological development.

    In the context of active digitalisation of public administration, the study of problems and prospects for the provision of services through multifunctional centres (MFC) becomes particularly relevant. The purpose of the article is to analyse the effectiveness of the current MFC model, identify key problem areas and develop practical recommendations for their optimisation in the context of the digital transformation of the region. The methodological basis was the analysis of the regulatory framework, statistical data of the MFC's activities, as well as the method of expert evaluation. As a result of the study, system barriers were identified that limit the potential of the MFC as a driver of digital changes: fragmentation of IT infrastructure, staff shortage and the need to improve quality assessment metrics.     A study of the impact of short video formats (TikTok, VK clips, YouTube Shorts) on financial marketing and customer behavior, particularly in the Krasnoyarsk region. Based on a survey of young people, the authors identify trust in informal bloggers and the dominance of digital pragmatism in content consumption. The analysis shows that the format not only promotes high engagement but also introduces new risks due to the simplification of information and the loss of critical evaluation. The key conclusion is that FinTech companies need to combine the effectiveness of short videos with financial responsibility and a deep understanding of the local context to build sustainable trust.

  • Assessment of the Academic Success of Students at a Teaching University in Terms of Their Relationship with the Results of the Uniform State Examination

    This article presents an empirical assessment of the predictive validity of the Unified State Exam (USE) results for the academic performance of students majoring in the social sciences and humanities at the Chuvash State Pedagogical University named after I. Ya. Yakovlev for 2021–2025. The aim of the study is to quantify the relationship between the average USE score in specialized subjects and academic performance, taking into account the form of funding and specialized features. Official data on the USE results of school graduates in Chuvashia, monitoring of educational trajectories, and intra-university statistics were used. Spearman correlation analysis, the Mann-Whitney U-test, and dynamic analysis were applied. It was found that an average USE score ≥70 correlates with high-quality academic performance in subject-oriented humanities programs (ρ = 0.38–0.42, p < 0.001). A significant difference in academic performance was found between state-funded and fee-paying students (r = 0.39–0.58), indicating the role of motivational factors. In creative profiles, no statistically significant relationship was found between the results of the Unified State Exam and academic performance (ρ < 0.15, p > 0.05). The results confirm the need for a differentiated approach to applicant selection and the development of support programs for them.

    Abstract:
    The main purpose of this study is to describe the concept of an automated assessment of the optimal energy intensity of a raw material region using automated software and analytical tools. A meaningful formulation of the problem of determining the energy intensity of the gross regional product and the application of a set of programs for numerical analysis of an optimization mathematical model are considered. The article describes the features and interprets the object of research – the energy intensity of the gross regional product for the region of the raw material type, as well as the principles of dynamism, optimizability and multi-criteria used in modeling and supporting managerial decision-making. An algorithm is proposed for assessing the impact of energy-intensive economic activities in the region on the growth of energy intensity through the influence of their characteristics on the gross regional product. To illustrate the application of the software and analytical complex, computational experiments were conducted related to the calculation of the gross regional product based on official statistics of the Kemerovo region-Kuzbass by type of economic activity for 2021. The influence on the energy intensity of the gross regional product of some scenarios of regional development, considering different configurations (sets) of energy-intensive economic activities in the region, is considered, and the proportions of the influence of these configurations are obtained.

    Abstract:
    The instability of the current macroeconomic environment necessitates the development of specific approaches to managing the regional socioeconomic system, which highlights the importance of identifying its characteristics, conditions of formation, and development. The study used a methodological approach based on system analysis to reveal the essence of the regional socio-economic system. Methods of analysis, synthesis, and scientific abstraction were applied to determine the qualitative characteristics and formulate the author's definitions of the concepts under study. It was concluded that the most important systemic quality of the regional socio-economic system is its resilience, which allows it to adapt to changes and lay the foundation for its further development and the development of the macro-system as a whole. In order to achieve sustainable development of the Russian Federation, it is necessary to effectively use internal resources and involve innovative technologies in the reproduction process, in accordance with the trends of global economic development.

    The chapter discusses the issues of effective management of the social sphere (projects) at the federal and regional levels. The study presents both empirical and theoretical approaches. Based on a sociological survey conducted in the Nizhny Novgorod region, conclusions have been drawn about the insufficient activation of a number of tools in this area. Adaptive measures are proposed for the existing management model, taking into account the similarity and peculiarities of the socio-economic systems of the subjects of economic activity of the Russian Federation. Among the main areas requiring adjustment are the problem of the personnel shortage of "innovative" type managers, the lack of an integrated approach in software, the imperfection of current legislation (in terms of effective software support for projects), as well as the bias and low efficiency of the tax base. Without improving these aspects, stable economic growth in key areas is unlikely: demography, healthcare, education, and the quality of life of the population. The author sees the solution to these problems primarily in the improvement of the existing program-target method in Russia, which is proposed to be used as a key tool for updating the social system.

    The chapter provides a comprehensive analysis of the state and development trends of small and medium-sized enterprises (SMEs) in the Republic of Mari El in the context of ensuring the region's economic security. Systemic risks threatening economic security are identified: limited access to financial resources, administrative barriers, outmigration of skilled personnel, and the high budget dependency of the republic.

    Abstract:
    The chapter examines key systemic contradictions in the financial support of regional development under contemporary conditions, including the impact of geopolitical changes and sanction pressures on financial flows and instruments. It analyzes the formation, allocation, and effective use of budgetary resources at the regional level amid current economic challenges. Special attention is given to financial regulation mechanisms, risks, and constraints hindering balanced regional development. The chapter proposes ways to improve financial policy to enhance the resilience and balance of regional growth, as well as the integration of innovative financial instruments into regional financial management. A systemic approach is employed, combining material, procedural, and managerial components of financial support. Strategic objectives and mechanisms for their realization are analyzed to increase financial support effectiveness.
