- The creation of a dynamically functioning innovation economy, maintaining its competitiveness in the conditions of geopolitical struggle, unprecedented sanctions pressure from the West are the priority tasks of modern Russia's development. One of the determining factors of an effectively operating innovation economy is the provision of highly sustainable development of regions, including such backbone structures as scientific and technological complexes. The author's interpretation of this aspect of the topic is proposed. The novelty in the continuation of its comprehension lies in the retrospective analysis of a long period, including the second half of XX – the first quarter of XXI centuries, and at the same time continuous in the context of the region's transition to an innovative type of development. The study of experience in creating a modern model of STC in the region is based on the theoretical and methodological units of the theory of regional development, and, above all, the concept of «points of growth» as its special section. It emphasizes the stimulation of «knowledge economy», development of innovation infrastructure, transfer of scientific achievements into production, maintenance of technological security, etc., as such points. The research methods traditional for retrospective regionalism as a branch of knowledge are used: interdisciplinary, periodization, retrospective and prospective analysis, problem-chronological. Business development in Russia varies significantly across regions due to many factors, including economic activity in the region, the level of infrastructure development, access to financing and support from the authorities. The purpose of the study is to study the regional aspects of small and medium-sized entrepreneurship development. The article uses such research methods as analysis of theoretical sources, study of statistical data, comparative analysis. The indicators characterizing the development of entrepreneurship, its financing and lending in the Republic of Tatarstan over several years were analyzed.

- To ensure stable development of regions, it is important to ensure regional economic security. The central place in this system is occupied by the internal affairs agencies (IAA). The purpose of the study is to study the role of law enforcement agencies in ensuring the economic security of the region. The article uses the following research methods: analysis of theoretical sources, statistical and comparative analysis. The role of the IAA in ensuring the economic security of the Magadan Region is analyzed. At the same time, it is concluded that the increase in the number of identified economic crimes is a negative fact characterizing a decrease in the level of economic security in the region. To improve economic security in the region, it is necessary to develop education and inform the population about the risks and methods of preventing economic crimes. It is also important to strengthen financial liability for such crimes.

- The article examines the issues of socio-economic development of the region using the Republic of Mordovia as an example. External shocks that Mordovia faced had a significant impact on the dynamics and results of socio-economic development of the region. The study involved statistical data from the territorial body of Rosstat for the Republic of Mordovia, data from various ratings of Russian regions, and materials from the authorities of the Republic of Mordovia, which made it possible to identify the following most pressing problems of regional development: low rates of economic growth, small volume of industrial production, shortage of investment resources of the workforce, unfavorable demographic situation, low standard of living.

The study is based on a comparative analysis of data on sports facilities and investment programs in the country's largest industrial regions. In conclusion, recommendations are formulated to improve the institutional environment in order to increase the efficiency of investments and maximize the socio-economic effects of the development of sports infrastructure.

- The work is devoted to assessing the operating conditions of scientific libraries at regional universities in Russia and China and identifying prospects for cooperation to strengthen their educational function. The study summarizes the experience and data from the authors' participant observation of the activities of large university libraries in the border regions of the two countries. Cases are provided that characterize the activities of libraries of large regional universities – Pacific National University and Harbin Polytechnic University. Guided by regulatory documents and taking into account the main areas of interstate cooperation, libraries of regional universities implement and expand their educational opportunities in the face of increasing challenges. We are talking about the impossibility of isolated development and the presence of a high interest in finding partners abroad. The educational function of the university library includes education, information literacy, self-education and individual learning, as well as communication between subjects of the educational process.

- The author analyzes the relationship between investments and economic growth, establishes the dependence of the volume of investments in the region on the profitability of corporations, which in turn depends on the conjuncture of world coal prices. Investments in the region are studied on the basis of the investment rate indicator, which for 2015–2022 is presented in the form of a polyline and is in the range of 17–26%. An analytical study of the sources of attracting investments notes significant volatility in both credit and budgetary resources. The share of borrowed funds of credit institutions in 2022 decreased to a historic low of 2.2%. On the contrary, the share of budget funds has increased to 16%, but at the same time remains significantly lower than other regions of the Russian Federation. Mining is the main activity in the Kemerovo region – Kuzbass and over the period under study, the share of investments in the structure of economic activities increased to 47 percent. Over the past three years, there has been an increase in investments by state-owned organizations from 9.2% in 2019 to 15.6–11.8%% in 2020–2022. The share of active investments in Kuzbass significantly exceeds the share of active investments in the Russian Federation at 36.4% in 2022 and indicates the dynamism and efficiency of investments in the region. The dynamism of the investment process in the region is confirmed by a review of major investment projects being implemented in the Kemerovo Region: the plywood mill on the territory of the Angero-Sudzhensk TOR, the four-star Cosmos Sheregesh hotel complex, the BELAZ technical support center, the Kuzbass Broiler mushroom production workshop.

- In the present article, we propose an approach to identifying the barriers that hinder the development of purchasing activities of cooperatives in the Chelyabinsk region and the functioning of consumer cooperative enterprises. The analysis allowed us to attribute to such barriers of internal nature for the cooperative sector: systematically low profitability of cooperatives' activity in the sphere of trade, low attractiveness of cooperatives for the economically active population as a sphere of competence application (as a consequence, reduction in the number of shareholders), compression of the infrastructure of procurement and realization of agricultural products. The problems of external character should include the general unfavorable state of production systems of agricultural territories in the region.

The search for ways to ensure economic security is a necessity for stable and sustainable development of regions in conditions of turbulence, and also allows to reduce the scale of intra-regional and inter-regional imbalances. The article examines the state of economic security of the Republic of Buryatia, which is part of the Far Eastern Federal District, assesses the weaknesses that hinder the socio-economic development of the republic, and proposes relevant ways to ensure economic security. It is recommended to accelerate the creation of new industries in Buryatia based on advanced technologies, develop the tourism industry, intensify cooperation with Mongolia, and create industrial and agro-industrial parks. As a result, the Republic of Buryatia will be able to develop according to the optimistic scenario and demonstrate GRP growth rates exceeding the average values for Russia and the Far Eastern Federal District.

Based on the study of the sociolinguistic situation in the areas of compact residence of the Dolgan people, the analysis of the socio-cultural and linguistic factors in the functioning of their native language, the difficulties of organizing the teaching of the Dolgan language in the Republic of Sakha (Yakutia) were identified. - Due to the aggravation of sanctions by unfriendly states towards the Russian Federation, our country is closely facing the need for total import substitution and the introduction of an innovation management system. One of its key tools today is the implementation of priority national projects in business entities. Project management is becoming a priority area of activity in almost all sectors of both production and non-production structures. The direction of culture in the previously planned economy at the state level was often financed according to the system of the «residual principle», which could not but affect the final results. In the system of new approaches and values, the situation is beginning to change. The Culture project is among the leading national projects. The author examines its program-targeted (as well as financial and rating) support on the example of the institutional system of the Tula region. Statistical and monographic data, the legislative base of the federal and regional levels are taken as the basis of the research. From the point of view of the system. A multifactorial analysis of the promotion of the priority national project «Culture» in the Tula region is given for complex, process and situational approaches. The trend and mental characteristics of local territories are taken into account when carrying out systematic work on project management.

- The chapter examines such a fragment of socio-economic relations of the meso-level as the distribution and redistribution of income of the population depending on the fields of activity, economic situation in general, average wages of the territory and much more. The indicators of nominal and real incomes of people, their structural composition, and the impact on the growth of quality of life are taken into account. By interpreting the statistical material accumulated by the Kaluga Region over the past fifteen years in this direction, a search is underway for a more effective model (its contour) of socio-economic management at the regional level. The designated range of priority problems also includes the issue of the fight against poverty, reducing the number of people below the subsistence level. The graphic schemes created by the researchers help to decode the submitted text sufficiently and intelligibly. Intermediate conclusions, in turn, (linked to separate graphs) make it possible to polemize already in the course of reading the developments made. The increment of scientific knowledge is seen in the great generalizing power of the analysis made, which can be useful to almost any meso-level system in terms of improving the motivational policy of the real sector of the economy.

- The chapter is devoted to the consideration of relevant issues of forming a strategy for the sustainable development of the regional education quality assessment system. The paper examines the regulatory framework and social challenges associated with this process. The author analyzes the existing approaches to assessing the quality of education in foreign and Russian practice, determines their common features and key problems. The research methodology includes a theoretical review of the regulations governing the field of education quality assessment at the federal and regional levels, as well as the study of the participants' opinions of educational relations based on the results of a sociological survey. The results of the analysis show the need to develop new approaches to assessing the quality of education at the regional level, taking into account the modern requirements of society and the demands of the labour market. The author emphasizes the importance of developing cooperation in scientific and methodological work at all levels of education management and offers a number of practical recommendations aimed at optimizing the existing system of education quality assessment in the entities of the Russian Federation.

- The relevance of the research topic is related to the need to assess the results of the national project "Safe High-Quality Roads" implementation at the regional level, to identify unresolved problems of road development in the regions of the country. The objective of the work is to identify the problems of road development typical of the Samara region, to suggest possible ways to solve them. The study analyzed the state and dynamics of the Samara Region's highway network, road safety, and the practice of using PPP (public-private partnership) mechanisms to finance road construction, which uncovered problems such as the non-application of life-cycle contracts in road construction, a significant length of roads that do not comply with regulations, a funding gap for the highway complex, and low rates of digitalization in road construction, the absence of a long-term strategy for the development of Samara region highways based on a scenario approach. We developed recommendations that will help overcome these problems and simplify the achievement of strategic goals for the socio-economic development of the Samara region.

- Clothes perform many functions functions. One of them is the ritual function, according to which it becomes an important tool or object of various magical practices. In this article, using the example of the сhuvashs of the Volga-Ural region, the functions of the deceased’s clothes in the customs and rituals of the memorial cycle are considered. On separate thematic blocks, the role of clothing as a ritual item at large commemorations, at the fortieth day commemoration, as well as at general summer commemorations was investigated. The article is based on published works on the history and ethnography of the chuvashs of the 19th – early 20th centuries, archival sources, as well as field materials of the author collected in different years in the Republic of Bashkortostan and the Republic of Tatarstan. It has been revealed that in the funeral rites, clothes appear and are actively used as a substitute for the deceased, as well as an offering addressed to the deceased on behalf of living relatives. Thanks to these qualities, clothing is one of the important and universal means of communication between the world of the living and the world of the dead. Rites with clothes in memorial rites have been preserved and exist in modern ritual practice. Such stability, on the one hand, is due to the deep archaic and conservative funeral rite as a whole, on the other hand, the comparative stability of this ritual to modern innovations.
