The research concludes that regional investments not only help adapt to external constraints, but also foster the development of domestic technological capabilities.

    Abstract:
    The article examines the effectiveness of youth policy implementation in the Krasnodar Territory. Regional programs aimed at supporting youth were analysed, their goals, main activities and results achieved were disclosed. On the basis of a comparative comparison of planned and actual indicators, the main problems of implementation are highlighted, including insufficient involvement of young people, uneven territorial coverage and poor information accessibility. Proposals for improving the mechanisms of youth policy at the regional level are presented. The findings can be used in the development and adjustment of strategic documents in the field of youth work.

    The chapter proves that the inclusion of a regional component in the process of teaching Russian is one of the most effective ways to form students' cultural competence. The educational and methodological aids for schools of the Kola North, providing a regional focus of Russian language teaching, are described in detail. Their structure is revealed, the main content is described, and examples of tasks are given. The results of the survey are presented, according to which the literature on linguistic local history is actively used by teachers of the Murmansk region.

    The work is devoted to substantiating the need to develop a course on the basics of financial literacy in elementary school. The article presents diagnostic data on the initial level of financial literacy of 4th grade schoolchildren, the structure of the developed course on the basics of financial literacy with a regional component for Bashkortostan, the thematic planning and duration of the course, and the results of a control study after testing the course, from which it can be reliably concluded that the program developed for 4th grades is effective.     Abstract:
    The paper reveals the development potential of the republican resource platform of continuing professional education as a tool for effective functioning of the system of scientific and methodological support of teaching staff. The article presents the structure of the resource potential of the regional platform, defines its main characteristics and directions, develops proposals for the creation of the republican system of methodological support for teachers and changes in the structure, functional tasks in the field of continuing professional education and professional retraining. These measures are aimed at improving the potential of the regional system in implementing the state educational policy and solving socio-economic problems. The process of gradual change in the system of scientific and methodological support for teachers is presented, in which the basic part is in the competence of the regional institutional structure responsible for the implementation of programmes of additional professional education, and the variable part falls to universities and other entities that are part of the regional segment of the education system. The article formulates further prospects for the development of the proposed structure of scientific and methodological support for teachers, introduction of new educational programmes and technologies, as well as research and analysis of the effectiveness of the applied practices. As a result of the practice implementation, the main vectors of regional policy development in the sphere of additional professional education of teachers and human resources potential of the Chuvash Republic are proposed.

    Abstract:
    This article provides a detailed analysis of the methods of project and problem-oriented learning. The methods presented by the authors of the article are considered to be the most effective in the process of training students of regional studies in accordance with the requirements of the competence approach of the federal state educational standards. The authors conducted an analytical review of theoretical ideas about regional studies. The article reveals the opposite points of view of domestic scientists on its understanding – these are the studies of V.V. Makarenko and V.A. Gorbanyov. The article presents the teaching methods that are the most effective for the formation of the necessary competencies in students within the framework of the realization of the requirements of the federal state educational standards. Such methods included: "Challenge Based Learning", "Pebble in the Pond", 4C/ID (4 components – 4 components and instructional design – pedagogical design), business game. The result of the study was the conclusion that the basis of regional studies is best reflected in the interdisciplinary approach, which combines both classical methods of training bachelors and masters and modern methods.

    The creation of a dynamically functioning innovation economy, maintaining its competitiveness in the conditions of geopolitical struggle, unprecedented sanctions pressure from the West are the priority tasks of modern Russia's development. One of the determining factors of an effectively operating innovation economy is the provision of highly sustainable development of regions, including such backbone structures as scientific and technological complexes. The author's interpretation of this aspect of the topic is proposed. The novelty in the continuation of its comprehension lies in the retrospective analysis of a long period, including the second half of XX – the first quarter of XXI centuries, and at the same time continuous in the context of the region's transition to an innovative type of development. The study of experience in creating a modern model of STC in the region is based on the theoretical and methodological units of the theory of regional development, and, above all, the concept of «points of growth» as its special section. It emphasizes the stimulation of «knowledge economy», development of innovation infrastructure, transfer of scientific achievements into production, maintenance of technological security, etc., as such points. The research methods traditional for retrospective regionalism as a branch of knowledge are used: interdisciplinary, periodization, retrospective and prospective analysis, problem-chronological. The purpose of the study is to study the regional aspects of small and medium-sized entrepreneurship development. The article uses such research methods as analysis of theoretical sources, study of statistical data, comparative analysis. The indicators characterizing the development of entrepreneurship, its financing and lending in the Republic of Tatarstan over several years were analyzed.

    Abstract:
    To ensure stable development of regions, it is important to ensure regional economic security. The central place in this system is occupied by the internal affairs agencies (IAA). The purpose of the study is to study the role of law enforcement agencies in ensuring the economic security of the region. The article uses the following research methods: analysis of theoretical sources, statistical and comparative analysis. The role of the IAA in ensuring the economic security of the Magadan Region is analyzed. At the same time, it is concluded that the increase in the number of identified economic crimes is a negative fact characterizing a decrease in the level of economic security in the region. To improve economic security in the region, it is necessary to develop education and inform the population about the risks and methods of preventing economic crimes. It is also important to strengthen financial liability for such crimes.

    The article examines the issues of socio-economic development of the region using the Republic of Mordovia as an example. External shocks that Mordovia faced had a significant impact on the dynamics and results of socio-economic development of the region. The study involved statistical data from the territorial body of Rosstat for the Republic of Mordovia, data from various ratings of Russian regions, and materials from the authorities of the Republic of Mordovia, which made it possible to identify the following most pressing problems of regional development: low rates of economic growth, small volume of industrial production, shortage of investment resources of the workforce, unfavorable demographic situation, low standard of living.

    Abstract:
    The work is devoted to assessing the operating conditions of scientific libraries at regional universities in Russia and China and identifying prospects for cooperation to strengthen their educational function. The study summarizes the experience and data from the authors' participant observation of the activities of large university libraries in the border regions of the two countries. Cases are provided that characterize the activities of libraries of large regional universities – Pacific National University and Harbin Polytechnic University. Guided by regulatory documents and taking into account the main areas of interstate cooperation, libraries of regional universities implement and expand their educational opportunities in the face of increasing challenges. We are talking about the impossibility of isolated development and the presence of a high interest in finding partners abroad. The educational function of the university library includes education, information literacy, self-education and individual learning, as well as communication between subjects of the educational process.

    Abstract:
    The author analyzes the relationship between investments and economic growth, establishes the dependence of the volume of investments in the region on the profitability of corporations, which in turn depends on the conjuncture of world coal prices. Investments in the region are studied on the basis of the investment rate indicator, which for 2015–2022 is presented in the form of a polyline and is in the range of 17–26%. An analytical study of the sources of attracting investments notes significant volatility in both credit and budgetary resources. The share of borrowed funds of credit institutions in 2022 decreased to a historic low of 2.2%. On the contrary, the share of budget funds has increased to 16%, but at the same time remains significantly lower than other regions of the Russian Federation. Mining is the main activity in the Kemerovo region – Kuzbass and over the period under study, the share of investments in the structure of economic activities increased to 47 percent. Over the past three years, there has been an increase in investments by state-owned organizations from 9.2% in 2019 to 15.6–11.8%% in 2020–2022. The share of active investments in Kuzbass significantly exceeds the share of active investments in the Russian Federation at 36.4% in 2022 and indicates the dynamism and efficiency of investments in the region. The dynamism of the investment process in the region is confirmed by a review of major investment projects being implemented in the Kemerovo Region: the plywood mill on the territory of the Angero-Sudzhensk TOR, the four-star Cosmos Sheregesh hotel complex, the BELAZ technical support center, the Kuzbass Broiler mushroom production workshop.

    In the present article, we propose an approach to identifying the barriers that hinder the development of purchasing activities of cooperatives in the Chelyabinsk region and the functioning of consumer cooperative enterprises. The analysis allowed us to attribute to such barriers of internal nature for the cooperative sector: systematically low profitability of cooperatives' activity in the sphere of trade, low attractiveness of cooperatives for the economically active population as a sphere of competence application (as a consequence, reduction in the number of shareholders), compression of the infrastructure of procurement and realization of agricultural products. The problems of external character should include the general unfavorable state of production systems of agricultural territories in the region.

    Abstract. The search for ways to ensure economic security is a necessity for stable and sustainable development of regions in conditions of turbulence, and also allows to reduce the scale of intra-regional and inter-regional imbalances. The article examines the state of economic security of the Republic of Buryatia, which is part of the Far Eastern Federal District, assesses the weaknesses that hinder the socio-economic development of the republic, and proposes relevant ways to ensure economic security. It is recommended to accelerate the creation of new industries in Buryatia based on advanced technologies, develop the tourism industry, intensify cooperation with Mongolia, and create industrial and agro-industrial parks. As a result, the Republic of Buryatia will be able to develop according to the optimistic scenario and demonstrate GRP growth rates exceeding the average values ​​for Russia and the Far Eastern Federal District.

    The chapter is devoted to the preservation of the Dolgan language in the Republic of Sakha (Yakutia), in particular through teaching in general education institutions. Based on the study of the sociolinguistic situation in the areas of compact residence of the Dolgan people, the analysis of the socio-cultural and linguistic factors in the functioning of their native language, the difficulties of organizing the teaching of the Dolgan language in the Republic of Sakha (Yakutia) were identified. The author also describes in chronological order the content of interregional activities to revive the Dolgan language, suggests possible ways to solve the issues of organizing the educational process for studying the native (Dolgan) language in general education institutions.

    The article discusses the current problems arising in the process of modernization of the regional tax system in the Russian Federation in 2024. The challenges faced by the regions in conditions of economic instability and the need to increase budget revenues are also considered. Based on the analysis, recommendations for solving these problems are proposed. The final conclusions emphasize the importance of a balanced regional tax policy for the sustainable development of a particular region.
