    Abstract:
    On the basis of field researches, forwarding data of middle XX century made and collected by V.N. Belitser, stored in the archive of Institute of Ethnology and Anthropology Russian Academy of Science, as well as the analysis of published information made by culture researchers, the rites of the Mordvins associated with funerals and existed in the middle of the XIX – beginning of XXI century are examined. It is revealed that the funeral and memorial rites of the ethnic group are a synthesis of pre-Christian beliefs of the Mordvins with Christian ones. The changes that occurred in the funeral ceremonies of the Mordvins after adoption of Christianity, during the years of Soviet regime and over the past decades are described. As a result of the study, it was found that the funeral rites on the 40th day of the Mordvins, the Mokshas and the Erzi were largely identical; the differences were more regional than ethnic.

    Abstract:
    The issues on the cultural and educational environment of a provincial town are considered in the article. The author outlines that numerous proverbs, sayings, speech patterns, phrases interpreting the role of the environment in the human community have developed in the culture of the people: «left the environment», «dissolve in the environment», «product of the environment». Also, the author emphasizes that the cultural and educational environment of a small town in the context of its spiritual content is determined by the cultural level of the population; the degree of people’s spiritual needs development; cultural and educational institutions. The cultural and educational environment includes two components – cultural and educational, which closely interact with each other. The article analyzes the activities of educational organizations, describes the features of the musical environment of Stary Oskol of Belgorod Region.

    Abstract:
    The personnel potential of the population is a significant factor affecting the successful development of the economy of the region and the country as a whole. The outflow of personnel, the imbalance in the human system, the low level of employment of graduates of vocational education, youth unemployment – all this is a serious problem, particularly due to lack of demand and the low prestige of the profession in a given place and time. This problem requires close attention from the educational authorities to the issues of career guidance, including in terms of its orientation on the basis of the economic state of the labor market.

  • Preservation of the Chuvash Ethnic Culture in the Conditions of the Moscow Region Diaspora Group

    Abstract:
    The article deals with the problem of preservation of Chuvash ethnic culture in the conditions of diaspora. The purpose of the article is to determine the prospects of preserving the ethnic culture of the members of the Chuvash diaspora in the framework of integration processes in the multicultural environment of the Moscow region. Methods. The author of the article conducted a sociolinguistic survey in the Chuvash diaspora of the Moscow region; the selective sampling included 100 respondents (85 respondents belong to the first generation of the Chuvash diaspora, 15 – to the second). One of the aspects of the survey was to study the respondents’ language loyalty, which indirectly manifests itself in in the knowledge and observance of ethnic traditions and customs. The respondents were asked questions concerning the criteria of their belonging to the Chuvash ethnic group, observance of national traditions and customs, features of the Chuvash ethnic culture, intergenerational transmission of ethnic culture. Based on their answers, tables on age cohorts for representatives of both generations were compiled. Results. More than half of the respondents in the sampling in the first generation (55%) observe Chuvash traditions and holidays, especially representatives of younger and middle cohorts; in the second generation, ethnic culture is somewhat fading (27%). More than half of the respondents in the first generation (58.6%) intend to transmit knowledge about their ethnic culture to children. Women in the sampling rather tend to transmit material culture, while men spiritual one. The author concludes that, despite the fact that living far from the small homeland affects the preservation of ethnic culture, however, at present, in the conditions of polycultural urban environment, the diaspora is the most demanded form of social adaptation, especially among the younger generation, among whom many demonstrate an active life position and involvement in the process of preserving Chuvash ethnic culture in the Moscow region.

    The article identifies problems that affect the development of promising industries in the region, as well as identifying actions to solve problems. In this regard, conditions have been formed for using the competitive advantages of industries in the region of the Chuvash Republic. The use of regional clusters is proposed, with the help of which it is planned to overcome the lag of selected industries, with the formation of a state order for products, as well as the creation and maintenance of sustainable development of industries, using the innovation implementation strategy.

  • Culture-Specific Concept of Crimea in a Regional Linguocultural Dictionary

    Abstract:
    The article describes the formation of the Crimean regional version of the Russian literary language and the principles of compiling a regional linguocultural dictionary. The main problem addressed in the study is the application of functional-semantic description techniques and the ideas of geo-russistics to the practice of compiling a new type of linguocultural dictionary describing the regional version of the Crimean Russian language and representing the basic elements of the regional concept sphere. The purpose of article is to analyze the concept «Crimean regional version of the Russian literary language» in relation to the task of compiling the Russian linguocultural dictionary of the Crimea. Methods: descriptive, comparison, analysis. The following principles are recognized as innovative concepts of the «Russian Linguocultural Dictionary of the Crimea»: interdisciplinarity, functional-semantic approach to considering the relationship between a concept and means of its vernal implementation, regionalism, ideographic principle of modeling the conceptual continuum of a dictionary, historical and cultural commentary. The study examined the content of the term «regiolect», which is understood as a variant of the literary language formed in conditions of interacting with non-literary forms (dialect, vernacular, etc.) and / or other languages in the socio-cultural conditions of a particular region. As a result of the study, linguoculturological phenomena are presented as interpreted dictionary entries. The research results are important for the introduction of innovative teaching methods at schools and universities, as they develop the ideas of Crimean studies which are a new branch of regional pedagogy.

    Abstract:
    The article emphasizes that the fight against extremism and terrorism, as a complex problem, has become one of the priorities in the fight against crime for states at the global and regional levels. The level of development of legal acts in the field of countering extremism and terrorism, the severity of punishment for crimes of extremist and terrorist orientation in some countries are analyzed. It is concluded that in modern legislation of different countries, there is no single approach to the definition of the concepts of "terrorism" and "extremism", there is no uniform approach to the system and types of punishments. The proposal on the expediency of a uniform definition of the concepts: “terrorism”, “terrorist”, “international terrorist activity”, unification of national legislation in the field of combating extremism and terrorism as a factor of international security is substantiated

    In the modern context complex, stable and balanced development of the region is possible only with the presence of developed and effectively implemented regional investment policy. In this regard, there is a need for the continuous development of scientific, methodological and practical aspects of the effective formation and implementation of RIPs, the search for methods and mechanisms for attracting investment resources to the regional economy, and ensuring a favorable investment climate. The research involves general methods for studying: observation, comparison, comprehensiveness, consistency, analysis, synthesis, as well as modeling and logical approach. The study clarified the concept of “regional investment policy” and its content, identified RIP types, identified the goal, objectives and principles of RIP development and implementation, proposed a model of RIP development and implementation, disclosed factors and problems of RIP formation and implementation, improved efficiency measures process of formation and implementation of the RIP. Application of the presented approach and model makes it possible to increase the efficiency of the development and implementation of the RIP, to ensure the region’s high competitiveness, stability, security, and improved adaptation to changing conditions.

    The work deals with the problem of the readiness of future teachers to apply a regional approach in professional activities, one of the options for solving which is proposed to use both theoretical and practical orientation in the preparation of students, and which is implemented, on the one hand, through the use of research and design tasks of the relevant subjects in the classroom, in extracurricular and independent work of students. In this regard, the classification of research and design tasks is proposed, and the need to comply with the pedagogical conditions for their application is emphasized.
