  • Dynamics of the number of Chuvash speakers on the basis of the 2002–2021 Russian population censuses

    Abstract:
    The situation of the Chuvash language in the Russian Federation is presented in the light of the 2020 population census. The aim of the study is to understand whether the tempos of the language shift have changed compared to the previous decade. For the sake of comparison, the process of ethnic assimilation of the Chuvash population is also studied. The differences between the five regions with the highest concentration of Chuvash speakers are analyzed, and the position of Chuvash in Chuvashia is contrasted with the one of the official languages in the other five republics of the Volga Federal District. Research results. The analysis shows a serious deterioration in the quality of the 2020 census data compared to previous ones. This problem is partially solved by weighting them. The results show an average annual decline of about three percent of Chuvash speakers at both the Federation and Chuvashia levels throughout the 2010–2020 decade. This represents a doubling of the rate in comparison to the previous intercensal period. This degree of language shift is similar to that observed for Chuvash in Tatarstan and Bashkortostan, but lower than in the Ulyanovsk and Samara regions. The other official languages of the District have drops in the number of speakers in their respective republics similar to those of Chuvash in Chuvashia, including Tatar in Tatarstan. An apparent exception is Bashkir, but the data also indicate serious issues for the languages of Bashkortostan.

    Abstract:
    Статья посвящена исследованию проблемы использования принципов ноосферной педагогики для формирования личности, способной понимать законы развития природы и общества и ответственность человека за состояние экосферы, способной владеть методологией научного познания, анализировать гуманистические аспекты научного знания. Показано, что большими возможностями для решения этой проблемы обладает курс физики. Исходя из этого в качестве основной задачи исследования определен поиск основных направлений и способов реализации идей ноосферной педагогики в курсе физики. Исследуя пути решения данной задачи, представленные в научно-педагогической литературе, автор предлагает следующие возможные направления реализации этих идей: 1) усиление их методологической, мировоззренческой ориентации, 2) формирование системы знаний о человеке, как объекте и субъекте познания, и расширение познавательных возможностей каждого учащегося, 3) использование технологий обучения, способствующих наиболее полному проявлению творческих способностей учащихся и их самостоятельности, 4) интеграцию естественнонаучных и гуманитарных знаний. В статье показаны конкретные пути их реализации в курсе физики вуза. Результаты исследования обобщают личный опыт преподавания физики в Дальневосточном федеральном университете и могут быть использованы преподавателями вузов при разработке методики обучения физике, ориентированной на усиление гуманистической направленности курса.

  • The Use Method of Circular Training for the Development of Strength Abilities of Students of RTSAU in Classes on Basic Physical Culture

    The article discusses methodological recommendations and general principles of conducting classes on basic physical culture at the university using the method of circular training. The authors set a goal: to study the influence of the circular training method on the development of strength abilities of the muscles of the upper shoulder girdle and lower extremities in female students. To achieve the goal, the following methods were used: analysis of educational and methodological literature, pedagogical observation, pedagogical testing. It was assumed that the use of circular training using moderate weights without changing the weight of the projectiles, but increasing the number of series-circles, would lead to an increase in the strength indicators of the subjects. The study took place over three months. During this period of time, 2nd-year students of the Faculty of Economics of the K. A. Timiryazev Academy were undergoing a training program in the discipline basic physical culture according to the system of circular training proposed by us, focused on the development of strength abilities. According to the results of the study, all the subjects were able to significantly increase the number of repetitions in strength tests: push-ups from the prone position and squats with a barbell weighing 35 kg. Thus, we have come to the following conclusions: 1) the use of the circular training method in basic physical education classes is effective for the development of students' strength abilities; 2) circular training with fixed weights is successfully applied not only to develop the quality of endurance, but also the actual strength abilities of the muscles of the shoulder girdle and lower extremities.

    Strategic management of spatial development of the agricultural sphere is organized as a single integrated system in which its constituent elements are aimed at contributing to the overall result. In the new economic conditions, the decisions announced in the «Strategy for the Development of agro-industrial and fisheries complexes of the Russian Federation for the period up to 2030» dated April 12, 2020 №. 993-р, in the State programs «Integrated development of rural territories», «Effective involvement in the turnover of agricultural land and the development of the reclamation complex of the Russian Federation», «The state programs for the development of agriculture», «The Development of the fisheries complex», «The Federal Scientific and Technical Program for the Development of Agriculture for 2017–2030», etc. should systematically identify development opportunities on the one hand, and influence the entrepreneurial initiative on the other hand, and, therefore, require systematic monitoring and elimination of parallelism in management decisions. Under the sanctions imposed by Western countries against Russia, agriculture remains the leading industry in the country's economic system. In the new economic conditions, the management of spatial development of agriculture is in urgent need of scientifically based planning and forecasting of economic resources, including managerial personnel. The development and substantiation of an up-to-date resource forecasting methodology corresponding to modern conditions of agricultural development is the most important task of managing the spatial development of the industry. In addition, the key role of the digital economy and digitalization in the management of the agar sector in modern conditions serve as a tool for the transition of the industry to a new technological level, since, on the one hand, they were previously unused sources of achieving economic growth of agricultural industries, efficiency and efficiency of management processes, and, on the other, they become a powerful incentive innovative spatial development of rural areas of the country, especially geostrategically important macro-regions. The study presents an analysis of a significant amount of factual data, on the basis of which meaningful conclusions are made: it is established that strategic scenario planning and forecasting of spatial development processes of individual branches of agriculture belong to the methods of public administration and are necessary economic tools during the crisis; the current methodology of forecasting human resources in the field of management is substantiated, which corresponds to the modern conditions of development of individual macro-regions, and is also the most important state task in the strategic management of agriculture; an economic model is constructed that allows assessing the need for managerial personnel in the medium term, taking into account the influence of external economic factors; the use of digital technologies in agricultural organizations, costs are analyzed on scientific research in the field of science «agriculture», the level of innovation activity, the costs of organizations for innovation activities, as well as the volume of innovative products on the example of individual subjects of the Federation.

    Within the framework of this work, a comparison of the problem of optimizing the trajectory of a spacecraft with an ideally controlled engine for two- and three-channel control in the vicinity of a circular orbit is proposed. New approaches are introduced to optimize the trajectories of spacecraft in closed form for two- and three-channel control. The Hill-Clohessy-Wiltshire equations are used to describe the motion of the spacecraft in the vicinity of a circular orbit. To solve the optimal control problem, the maximum principle is used. The results of the trajectory optimization problem for two- and three-channel control are compared. Numerical examples of optimal trajectories with an ideally regulated motor in the vicinity of a circular one are given.

Представлены основные правовые акты, имевшие ключевое значение в вышеуказанных событиях и регламентировавшие описанные явления политической жизни региона. Установлена взаимосвязь происходивших в Ханты-Мансийском округе административно-территориальных преобразований с происходившими в стране реформами. Отмечена важность и актуальность заявленной темы. Приведена историография вопроса.

    В данной работе описана оригинальная технология круглосуточного отслеживания сетевых пакетов, циркулирующих в локальной сети. Технология базируется на выделенной рабочей станции, работающей в MS-DOS и принимающей все доступные пакеты. Агрегированные данные передаются на соседний Windows-компьютер через serial-соединение. Мониторная программа на этом Windows-ПК способна отследить заражённые ПК и выполнить действия по изоляции их от локальной сети. Эта функция исполняется с помощью коммутатора Cisco. В данном томе описываются научно-практические исследования, позволившие создать среду автоматического отключения заражённых сетевыми вирусами ПК от локальной сети. Описана также интегрирующая система, выводящая оперативные данные о загрузке сети для наблюдения из Интернета. За проведённые исследования по данной тематике в 2003 г. автор удостоен учёного звания “Doctor of Philosophy” Европейской Академии информатизации (Брюссель). Монография рекомендована к печати Учёным советом Федерального государственного бюджетного учреждения науки «ЦЭМИ РАН».

    В статье исследуются смыслы стихотворения М.Ю. Лермонтова «Дума», которые остаются неявными, если оно рассматривается в его замкнутости; но будучи включенным даже в неполный поэтический контекст эпохи в связи с распространенным мотивом, оно оборачивается новыми семантическими возможностями. «Дума» Лермонтова интерпретируется в кругу текстов, понятых в аспекте преднамеренного или непреднамеренного отклика их авторов на поэтическую рефлексию предшественника. Используются методы и принципы герменевтики, доказывающие преимущество и продуктивность контекстного, стало быть, диалогического изучения художественного произведения.

    Передача субъектов из одного региона в другой в России происходит не так часто, потому вызывает научный и исследовательский интерес. Исторически Забайкальский край неоднократно относили к Дальнему Востоку, что определено территориально. Решение о передаче Забайкальского края в Дальневосточный федеральный округ Президент принял исходя из экономической целесообразности, так как регион автоматически вошел в ряд федеральных программ. В ноябре 2018 года Указом Президента Российской Федерации Забайкальский край и Республика Бурятия были переданы в состав Дальневосточного федерального округа. Законодательно закреплено два способа территориального изменения в Российской Федерации, первое – путем образования нового субъекта Российской Федерации или путем объединения двух или нескольких регионов России и второе – принятие в состав Российской Федерации иностранного государства или его части. В статье рассматриваются проблемы и перспективы перехода Забайкальского края в Дальневосточный федеральный округ.

    The article is devoted to the consideration of regional innovation clusters in the context of a circular economy implementation. Using the example of the titanium industry, the author analyzes the titanium regional innovation cluster, identifies and studies the conditions, factors, and directions for implementing circular economy policy in the cluster. The analysis of titanium production waste was also carried out. It is concluded that the necessary conditions are created in the cluster and the main factors of the circular economy are implemented and the effectiveness of its use is observed.
