    Abstract:
    The authors of the article note that effective protection of intellectual property rights on the Internet requires an integrated approach, including the development of international legal mechanisms, adaptation of national legislation to digital realities, the formation of an independent copyright protection infrastructure and the introduction of innovative tools for monitoring and recording violations in the online environment. The authors also pay special attention to the fact that it is advisable to develop international legal cooperation within the framework of friendly states and integration associations in order to develop common standards for the protection of intellectual property in the digital environment and the recognition of national legal regimes.

    The article examines the role of the compulsory medical insurance system in the implementation of the budget policy of the Russian Federation. The revenues, expenditures, and interbudgetary transfers of the Federal Mandatory Medical Insurance Fund are analyzed. The key problems of budgetary support for medical insurance are identified. The article proposes directions for improving the budget policy aimed at increasing the sustainability of the compulsory medical insurance system, optimizing financial flows, and improving the accessibility of medical services for the population.

    Вопрос о необходимости повышения качество обучения иностранным языкам в образовательных организациях МВД России, с перспективой последующего применения приобретенных языковых навыков в профессиональной деятельности, является на сегодняшний день одним из наиболее актуальных. Автором анализируются особенности преподавания дисциплины «Иностранный язык» и обусловленные этим сложности изучения языковых дисциплин, отражающих правовые, законотворческие особенности иноязычного общения в контексте овладения будущей профессией в целом. В то время как опыт использования даже отдельных элементов интенсивного обучения даёт положительный результат. Более детальный подход к интенсификации обучения предполагает осуществление своего рода синтеза различных методов обучения.

    Abstract:
    В статье рассматриваются педагогические и психологические условия воспитания подростков. Описаны результаты практической деятельности специалистов по работе с подростками по гражданско-патриотическому воспитанию в системе дополнительного образования (на примере МУ ДО «Ровесник» г. Подольска). Показано, что базовыми условиями позитивной социализации подростка на протяжении всего периода взросления является значимый взрослый, поддерживающая семья, благоприятная развивающая среда, способствующая развитию жизненных навыков на основе духовно-нравственных ценностей и общих интересов. Сделан вывод, что сочетание этих условий способствует формированию личностной зрелости подростков.

Практическая значимость исследования заключается в том, что представленные приёмы могут быть успешно интегрированы в учебный процесс по русскому языку для учащихся основной школы, что позволит повысить эффективность обучения и качество усвоения материала.

The main policy implementation tools are classified and characterized: regulatory, strategic, program-targeted, financial and economic, administrative, information and digital, and infrastructure. Special attention is paid to the role of digital platforms and the targeted approach to social support. The article concludes that modern mechanisms are complex and aimed at measuring, transparency, and effectiveness in achieving the state's social obligations.

  • Legal remedies against monopolistic activities by digital platforms

    Abstract:
    Digitalization creates new opportunities for the formation of digital companies and platforms. Adaptation of antitrust legislation to the needs of the digital economy requires the development of legal instruments to counter anticompetitive behavior. The purpose of the paper is to summarize research and practice of developing effective legal remedies against abuse of a dominant position of digital platforms in light of their multifaceted nature. The research methods used are general scientific methods, analysis of global experience of antitrust regulation of digital platforms that abuse a dominant position. Changes in the contours of business models of digital platforms are identified, manifested in network effects, the use of collected data, pricing algorithms, artificial intelligence and leading to the establishment of market power and restriction of competition in the market through manipulation, discrimination against competitors, suppliers and consumers. Trends in the application of legal remedies for competition in digital markets by antitrust authorities are considered: emphasis on preliminary behavioral conditions at an early stage of cases; a combination of behavioral and structural conditions to achieve the maximum effect on competition; The study takes into account economic and legal analysis of platform abuse in the marketplace. The importance of incorporating restorative measures to protect competition into legal remedies that may require structural interventions in digital platforms is noted. The results of the study can be used in the practice of antitrust regulation of digital markets.

    The chapter provides a comprehensive analysis of one of the most pressing issues facing the modern audit services market: the shortage of qualified professionals. In the context of constantly changing legislation, the complexity of business processes, and increasing requirements for the quality of audits, the problem of a lack of competent personnel becomes particularly relevant. This study analyzes the causes and exacerbation of the staffing shortage in the audit industry. It examines both external factors, such as changes in educational programs and the attractiveness of the profession, and internal issues related to working conditions, motivation systems, and professional growth in audit companies. The study explores the consequences of the staffing shortage on the quality of services provided, the competitiveness of firms, and the stability of the financial system in Russia. It proposes a comprehensive approach to existing and potential solutions to the staffing shortage. The chapter discusses options for attracting and retaining young specialists by improving professional retraining programs, advanced training, and gaining foreign experience. The article also explores the possibilities of using modern technologies to optimize work processes and reduce staff workload. The purpose of this work is to develop a set of recommendations aimed at overcoming the staffing shortage.

    The chapter considers the regional education quality system as a complex social construct. Through the prism of a sociological approach, the interests and interactions of key actors (the state, educational organizations, teachers, students, parents, employers), institutional frameworks and value orientations that form ideas about quality are analyzed. Based on theoretical analysis and empirical data (questionnaires, interviews, document analysis), the latent functions of the system, social contradictions and risks are identified, recommendations are given on the development of an education quality management system, the authors propose a conceptual analysis model that can be used to develop targeted management decisions at the regional level.

    Abstract:
    The need to ensure Russia's technological independence and competitiveness in the context of geopolitical struggle and sanctions pressure necessitates the implementation of a well-grounded state scientific and technical policy based on the lessons of past experience. In this regard, the generalization of the Soviet experience in managing the «science–technology–production» system, accumulated during the scientific and technological revolution (since the mid1950s) – a testing ground for which was the Ural region – deserves special attention. The regionalization of scientific and technological progress actualized the formation of a regional component within the national scientific and technical policy. The aim of the study is to examine the experience of constructing a mechanism for implementing this policy in the late Soviet period, using the Urals as a case study. The authors offer their own interpretation of the problem based on the concept of regional development, with an emphasis on analyzing the reproduction of innovations and technological progress. The research employs problem-chronological, systemic, interdisciplinary methods, as well as the method of periodization.

    The relevance of the topic of the chapter is determined by the lack of alternatives to the proposed approach in the implementation of national projects, as well as the need for continuous improvement of the software for this process. Today, socio-economic development programs for territories are being implemented in a comprehensive manner as part of a number of national priority projects, which significantly improve the quality of life for the local population and enhance environmental and other system-determining factors. The research methods used in this chapter include analysis, synthesis, deduction, induction, abduction, and classification. A multifactorial analysis allowed us to assess the current «bottlenecks» and the prospects for their possible resolution with a sufficient degree of objectivity. The subject of the study was the search for «bottlenecks» in the project’s software, using the indicators of the Chelyabinsk Region as an example.

    В статье исследуется трансформация механизмов страхования внешнеторговой деятельности под воздействием военного конфликта на Ближнем Востоке, нарушившего свободу судоходства в Ормузском проливе. На основе анализа динамики страховых премий, стоимости фрахта и изменений в маршрутизации грузов показано, что проявление военно-политических рисков привело к кратному росту тарифов на страхование морских перевозок (вплоть до 12 раз), аннулированию ранее оформленных полисов и переориентации транспортных потоков в обход Африки.

Исследуется влияние ОЭЗ на экономическое развитие регионов, анализируются ключевые экономические показатели, такие как инвестиционная привлекательность, объемы производства, занятость населения и мультипликативные эффекты. Приводится сравнительный анализ регионов с наличием и отсутствием ОЭЗ, выявляются факторы успеха и неудач, предлагаются рекомендации по повышению эффективности зон путем учета региональной специфики и улучшения управления.

    Abstract:
    The chapter presents a theoretical analysis of the concept of resistance in the context of adult learning and its connection to manifestations of subjectivity. Scientific approaches to understanding the nature of resistance have been systematized. The evolution of interpretations of resistance – from classical psychological theories to modern cognitive, motivational, and pedagogical concepts-has been traced. It is shown that resistance may function both as a barrier to learning and as an expression of autonomy, the striving to construct personal meanings of learning, and the preservation of the learner’s identity. The study proposes a conceptualization of resistance as a significant attribute of the manifestation of learner subjectivity in the context of continuing professional education. The practical significance of the research lies in the possibility of applying its findings and conclusions to the design of continuing professional education programs and courses, as well as to the organization of psychological and pedagogical support for adult learners within the university educational process.

Через игровые приемы и задания дети развивают эмпатию, саморегуляцию и навыки конструктивного поведения, учатся использовать приемы снижения эмоционального напряжения (арт-терапия, дыхательные упражнения, самомассаж и др.).

Актуальность темы связана с проблемами развития внимания у дошкольников и отсутствием конкретных методических разработок. Увеличивается количество детей дошкольного и младшего школьного возраста с задержкой психического развития и синдромом дефицита внимания, сочетающимся, как правило, с гиперактивностью. Игра может стать эффективным средством направления и организации внимания ребенка старшего дошкольного возраста с задержкой психического развития. В соответствии с задачами и правилами игры ребенку легче координировать свои действия.

Авторы рассматривают, как этот вызов сегодня принимает система дополнительного образования на примере крупных учреждений дополнительного образования детей Краснодарского края и какие альтернативные решения открываются для родителей, чьи дети остро нуждаются в особой социализации. Выборочный мониторинг крупных муниципальных центров дополнительного образования, представивших практики, реализуемые в гг. Анапа, Краснодар, Новороссийск и Сочи, выполненный на основе материалов из открытых источников, показал, как данная уникальная образовательная система использует свою педагогическую универсальность по отношению к детям с особыми образовательными потребностями.

    В статье рассматривается проблема трансформации подходов к социализации и интеграции детей с особыми образовательными потребностями (ООП) через призму системы дополнительного образования. Авторы анализируют эволюцию понятий «интеграция» и «инклюзия», предлагая смещение фокуса с адаптации среды на развитие субъектной позиции обучающегося. Особое внимание уделено потенциалу неформального образования как ресурса преодоления коммуникативных барьеров и формирования устойчивых социальных связей. На основе анализа практической деятельности инклюзивных студий выделены критерии эффективности интеграционных процессов и предложена модель оценки результативности социализации в системе дополнительного образования.

В работе поднимается проблема необходимости раннего выявления нарушений межполушарного взаимодействия для построения эффективных коррекционно-развивающих программ.

    Abstract:
    В статье обосновывается необходимость внедрения нейропсихологического подхода в обучение и воспитание детей с ОВЗ в условиях индивидуального и инклюзивного образования (1–9 классы). Анализируется трёхблочная модель мозга по А.Р. Лурия, согласно которой коррекционная работа строится последовательно: развитие 1-го блока (энергетический тонус), затем 2-го блока (переработка информации) и 3-го блока (программирование и контроль). Описан авторский альбом из 50 игровых заданий, адаптированный для учащихся 1–9 классов с ОВЗ. Альбом направлен на развитие внимания, мышления, сенсорного восприятия, числового и буквенного гнозиса, зрительно-моторной координации, межполушарного взаимодействия, моторики и эмоционально-волевой устойчивости через игру. Делается вывод об эффективности нейропсихологического подхода через игровую деятельность в условиях инклюзивного и индивидуального образования.

    Abstract:
    В статье рассматривается проблема низкой эффективности стандартных методов артикуляционной гимнастики у детей 4–5 лет с сочетанными нарушениями. Обосновывается необходимость интеграции миофункциональной гимнастики и нейрогимнастики. Представлена авторская 36-недельная программа нейромиофункционального синтеза, включающая четыре уровня сложности: базовый, средний, высокий и мастерский. Приводятся примеры упражнений, организационные рекомендации и противопоказания. Делается вывод, что синергия физиологического и нейропсихологического подходов в дошкольном возрасте создаёт фундамент для успешного школьного обучения.
