    Abstract:
    В статье рассматриваются кросс-культурные аспекты формирования исполнительского стиля у иностранных студентов в классе фортепиано в условиях глобализации и интернационализации музыкального образования. Автором проанализированы теоретические основания кросс-культурного подхода в музыкальной педагогике, раскрыты его ключевые принципы (культурной релевантности, диалога культур, индивидуализации, толерантности и уважения). На основе сравнительного анализа китайской и российской фортепианных школ выявлены существенные различия в акцентах обучения, что создаёт определённые сложности при интерпретации произведений русских классиков китайскими студентами. Делается вывод, что успешное формирование исполнительского стиля иностранных студентов требует сочетания психолого-педагогических знаний, понимания культурного контекста произведений и владения стратегиями кросс-культурной адаптации.

    Abstract:
    В статье с педагогической точки зрения рассматривается наставничество как механизм сохранения памяти о Великой Отечественной войне. На материале боевого пути лейтенанта П.И. Косточкина (600-й стрелковый полк) и деятельности ветеранов по восстановлению исторической правды анализируется феномен «имплицитного наставничества» в боевом коллективе. Отдельное внимание уделено методологии наставничества и путям решения педагогических задач, а также потенциалу исследования «Пройдём по улице героя»: показано, как принципы наставничества реализуются в работе студентов-краеведов, а память о герое становится образовательным ресурсом.

    Abstract:
    The chapter examines priority directions for the development of the Russian economy under conditions of deep structural transformation caused by sanctions pressure, fragmentation of global markets, and technological restrictions. The methodological basis of the study is formed by systemic and institutional approaches, which allow economic policy to be considered as an integral system of interrelated decisions; the empirical basis includes official strategic planning documents, data from federal executive bodies, and analytical materials from expert organizations. Central attention is paid to technological sovereignty as a system-forming priority, mechanisms for financing national technological leadership projects, spatial development and the formation of the country's supporting framework, as well as human capital development and labour productivity growth. The dynamics of non-resource non-energy exports, investment activity, digitalization of financial infrastructure, including the launch of the digital ruble, and the results of the federal project «Labor Productivity» are analyzed. Conclusions are formulated regarding the systemic nature of economic policy and the persistence of structural imbalances in exports and the investment sphere. Promising directions for further research related to assessing the effectiveness of implemented measures under conditions of continuing external uncertainty are also outlined.

    The relevance of this research topic stems from the need to successfully implement import substitution policies within Russian industry amidst rapidly accelerating digitalization. The chapter aims to assess the actual performance results of import-substituting industrial operations, the challenges arising during the implementation of chosen strategic approaches, and the extent to which industrial enterprises involved in import substitution are adopting digital technologies. Issues identified include a shortage of highly skilled specialists, a persistent technological lag, and the fragmented adoption of advanced digital technologies-characteristics typical of «catch-up» and inertial development strategies. Transitioning to a transformational strategy requires additional measures to incentivize the formation of clusters and joint ventures for localizing high-tech production, expand the network of engineering centers across Russian regions, and train specialists in managing import substitution projects.

    Abstract:
    The judiciary in Russia is not just one branch of the state system, but an institution that must ensure that conflicts between citizens and the state are resolved in accordance with the law, not at the discretion of an official. In this structure, the judge occupies a unique position: they are obliged to follow the letter of the law, but at the same time must take into account the real consequences of their decisions for specific people. This gives rise to a special architecture of their status – they must be protected from external pressure, but at the same time remain accountable to society and the law. In recent years, the legal status of judges has come into the focus of several interrelated processes. The 2020 amendments to the Constitution changed the procedure for forming a number of judicial bodies, which affected both the appointment mechanisms and the role of the judicial community bodies. At the same time, public demand for transparency in the justice system is growing: citizens expect the process of making judicial decisions to become more transparent, and for accountability for mistakes to be real. In addition, in the professional community, the gap between formal guarantees of independence and their practical implementation is being discussed more and more actively. The subject of analysis in this work is not the list of judges’ rights and obligations per se, but how these norms are implemented in specific procedures – from the selection of candidates to disciplinary liability. Special attention is paid to gaps and contradictions that reduce trust in the judicial system and hinder a judge’s independent work.

    Abstract:
    В статье анализируется состояние и динамика стратегического нефтяного резерва США (SPR) в условиях глобальной нестабильности, военных конфликтов и трансформации энергетических рынков. Показано, что, несмотря на пропаганду «зелёной энергетики», западная экономика сохраняет определяющую зависимость от традиционных углеводородов. Выявлена тенденция к накоплению реальных запасов нефти американскими компаниями вместо заключения «бумажных» фьючерсных контрактов, что указывает на подготовку к серьёзным кризисным явлениям. Рассматривается связь между нефтяным кризисом и состоянием американского госдолга, а также роль Японии как крупнейшего держателя казначейских бумаг США. Делается вывод о невозможности восстановления докризисных показателей в долгосрочной перспективе и о необходимости нормализации отношений с Ираном и деэскалации конфликтов в ключевых регионах как условии минимизации негативных последствий.

Анализируется необходимость сопоставления объема бюджетного финансирования с достигнутыми социальными и медицинскими результатами. Рассматриваются основные показатели эффективности, включая расходы на одного жителя, доступность медицинской помощи, обеспеченность кадрами, качество медицинских услуг и медико-демографические показатели. Обосновывается необходимость перехода от оценки исполнения бюджета к оценке конечных результатов государственной политики в сфере здравоохранения.

    В статье проводится комплексное исследование проблем профессиональной мотивации, эмоционального выгорания и текучести кадров в системе общего образования на примере Новгородской области. Эмпирическую базу составили данные анкетирования и глубинного анализа педагогических работников образовательных учреждений Великого Новгорода, а также студентов педагогических направлений Новгородского государственного университета имени Ярослава Мудрого (НовГУ). Рассматривается историко-культурная эволюция статуса учителя, выявляется влияние региональной специфики на профессиональное самоопределение. На основе теорий мотивации и модели Е.А. Климова проводится деконструкция факторов ухода специалистов. Особое внимание уделено структурным проблемам: чрезмерной бюрократической нагрузке, региональному дисбалансу в оплате труда и институциональным барьерам в реализации права на отпуск. Разработана многоуровневая модель профилактики выгорания и удержания кадров, включающая рекомендации для педагогов, школьной администрации и органов управления образованием.

    В статье рассматривается музыкальная память как синтетическая структура, объединяющая слуховые, двигательные, логические и эмоциональные компоненты. Цель – систематизация видов музыкальной памяти и определение эффективных стратегий запоминания музыкальных произведений в контексте профессионального становления музыканта. Методологическая база – структурно-функциональный анализ процессов запоминания, сохранения и воспроизведения музыкальной информации. Результаты показывают, что ведущими для исполнителя являются слуховой, логический и двигательный виды памяти; эмоциональная и образная память выполняют закрепляющую функцию. Предложен комплекс практических приёмов для надёжного запоминания и сценической свободы исполнителя. Осмысленная работа с художественным образом, а не механическое повторение, является основой профессиональной социализации и устойчивости творческой деятельности.

    В статье анализируется проблема латентных преступлений в уголовно-исполнительной системе (УИС). Выделяются естественная и искусственная скрытность преступлений, а также причины высокой латентности: криминальная субкультура, недостатки в работе администрации и процессуальные сложности. Рассматривается латентность среди сотрудников, обусловленная корпоративной солидарностью. Предлагаются пути решения: усиление прокурорского надзора, пересмотр критериев оценки учреждений, повышение правосознания и внедрение технических средств. Отмечается, что высокий уровень латентности искажает статистику и подрывает авторитет правоохранительной системы.

    В условиях нарастающей геополитической турбулентности и активизации иностранных спецслужб, защита государственной тайны приобрела первостепенное значение для обеспечения суверенитета Российской Федерации. В статье рассматриваются правовые и организационные основы контроля и надзора в указанной сфере. На основе формально-юридического и системного методов автором выделены основные виды контрольной деятельности, а именно: межведомственный, ведомственный контроль и прокурорский надзор. Проанализирована компетенция уполномоченных органов (ФСБ, СВР, ФСТЭК, Минобороны). Основное внимание уделано процедуре проведения проверок и рои прокурорского надзора. Сделан вывод о необходимости дальнейшего совершенствования данной системы с учетом современных вызовов. Статья содержит элементы авторского анализа практики контрольных мероприятий.

Рассматриваются правовая квалификация ссылки Apple на санкционный комплаенс, сравнительно-правовой анализ судебной практики (дела «ДубльГИС», «Спортс.ру», Epic Games v. Apple), проблема исполнимости судебного акта российского суда в отношении иностранного оператора. Отдельное внимание уделено темпоральному разрыву между удалением приложений (25 июня 2026) и включением VK в санкционный список ЕС (13 июля 2026). Предлагаются практические рекомендации для российских компаний, включая пример реорганизации Yandex N.V. / Nebius Group.

    Статья посвящена анализу актуальных проблем правового регулирования государственной языковой политики Российской Федерации в условиях современных вызовов. Актуальность обусловлена принятием Указа Президента РФ от 11 июля 2025 года №474 «Об утверждении Основ государственной языковой политики Российской Федерации», впервые за последние десятилетия определившего фундаментальную роль русского языка в обеспечении национального суверенитета и безопасности. Рассматриваются законодательные и правоприменительные аспекты защиты русского языка как языка государствообразующего народа, проблемы регулирования языковых отношений в условиях цифровой трансформации и глобализации. Особое внимание уделено соотношению юридической точности и языковой выразительности правовых текстов, проблемам юрислингвистической дивергенции и необходимости системного подхода к языковому оформлению нормативных актов. Обоснована возрастающая роль юридического инструментария в языковой политике государства.

    В статье исследуются правовые коллизии, возникающие при применении института малозначительности в российском административном праве. В качестве методов исследования использованы анализ законодательства, сравнительный правовой анализ, а также изучение судебной практики и правоприменительных актов. Результаты исследования выявили отсутствие единых критериев малозначительности, что приводит к неодинаковому применению статьи 2.9 КоАП РФ на федеральном и региональном уровнях. Обнаружены существенные пробелы и противоречия в действующей нормативной базе, которые способствуют возникновению судебных споров и снижению эффективности административной юстиции. На основе анализа предложены конкретные рекомендации по разработке четких и дифференцированных критериев малозначительности, что позволит оптимизировать практику освобождения от административной ответственности и повысить качество правоприменения.

    This chapter examines trends and specific aspects of improving the personnel training system for Russia's defense-industrial complex (DIC), taking into account the current conditions of defense-industrial policy implementation. The theoretical and methodological basis of the study is based on empirical and theoretical methods. The study proposes a practice-oriented approach to personnel training for organizations within the Russian defense industry, envisioning comprehensive interaction between all entities involved in staffing organizations, from educational institutions to departments within the DIC, where the knowledge and competencies of graduates are put into practice. As a result of the conducted research, an integrated model for training professional management personnel for organizations of the Russian defense industry was proposed, which allows for the provision of practice-oriented training (retraining, advanced training) of specialists who will possess the necessary set of organizational and professional competencies to solve a wide range of management, production and engineering tasks facing organizations of the defense industry.

  • Features of the perception of family relationships by younger schoolchildren (longitudinal study)

    The chapter presents the results of a four-year longitudinal study of primary school children’s perceptions of family relationships and their place within the family. The study involved 40 children (20 boys and 20 girls), and the composition of the sample remained unchanged throughout the study. The Family Drawing technique was used to examine children’s representations of their families. The analysis focused on the depiction of the self-figure and significant adults, the spatial proximity of family members, the omission of individual family members from the drawings, and changes in these indicators over the primary school years. Changes in children’s subjective perceptions of their position within the family system and their emotional closeness to significant adults were analyzed. Changes in family circumstances, including the birth of siblings and parental divorce, were reflected in the content and composition of the drawings. The findings may be used by educational psychologists when analyzing the family context of primary school children’s psychological well-being.

Представлены результаты апробации авторской программы «Школа экологии», подтверждающие действенность предлагаемой технологии.

    Abstract:
    Abstract. This article examines the need to align the content of professional training for a future children’s choir director with the specific features of professional activity in the field of supplementary education. Based on an analysis of the Professional Standard “Teacher of Supplementary Education for Children and Adults”, as well as relevant pedagogical and methodological literature, the labor functions required for the future teacher’s professional activity are identified. The relationship between these labor functions, the principal professional tasks of a children’s choir director, and the content of future specialists’ training is established.
