    Abstract:
    In the modern context complex, stable and balanced development of the region is possible only with the presence of developed and effectively implemented regional investment policy. In this regard, there is a need for the continuous development of scientific, methodological and practical aspects of the effective formation and implementation of RIPs, the search for methods and mechanisms for attracting investment resources to the regional economy, and ensuring a favorable investment climate. The research involves general methods for studying: observation, comparison, comprehensiveness, consistency, analysis, synthesis, as well as modeling and logical approach. The study clarified the concept of “regional investment policy” and its content, identified RIP types, identified the goal, objectives and principles of RIP development and implementation, proposed a model of RIP development and implementation, disclosed factors and problems of RIP formation and implementation, improved efficiency measures process of formation and implementation of the RIP. Application of the presented approach and model makes it possible to increase the efficiency of the development and implementation of the RIP, to ensure the region’s high competitiveness, stability, security, and improved adaptation to changing conditions.

    Abstract:
    The process of formation and institutionalization of such a financial instrument as an offshore is discussed in this paper. The author analyzes offshore business and offshore companies, the process of integrating offshore business into the Russian economy. Such approach permits to investigate the introduction of the offshore, so called the implantation in the Russian economy adjusted for the economic, political, legal realities turned out in the Russian economy in the 90-th. In connection with this the special importance plays the investigation of the influence made by arising political and institutional market on implantation of the offshore into Russian economy.

    Abstract:
    The monograph clearly shows three parts. The first part contains a vector analysis of a group of equations often referred to as the «Maxwell Equations». Actually one equation belongs to Maxwell's pen, in which he introduced the so-called «bias current». Analysis shows that this current is an extra postscript and interferes with the mutual consistency of the group of equations. Without this current, the wave properties of the electric and magnetic fields disappear. Electric and magnetic fields cease to be a «special form of matter." In the second part, a brief presentation of the fundamentals of new electrodynamics is given, without the Maxwell equation, a group of equations is written, which has no contradictions. The basis is the equation of potentials, the Coulomb law and the laws of the interaction of currents. The theory of radio signal propagation is subject to further development. The last part provides examples of a detailed, complete calculation of the electric and magnetic potentials of typical sources. The monograph is intended for researchers, teachers, graduate students and senior students of technical universities.

    Abstract:
    The article analyzes the main aspects of economic efficiency of annuity assurance policy in Russia. The general trends in the development of pension systems in the countries of the West, the difference between Russia and the West in this aspect are revealed. The author offers to make the pension system of Russia more socially just and close to the ideas of the Constitution of the Russian Federation. The linkage of pension payments to the interest rate is seen as an ineffective and dangerous approach in modern Russian conditions to the organization of pension provision for the population, for which there is a negative Western experience. The purpose of this article is to designate the most suitable way for Russia to develop the pension reform within the framework of the review of the study of problems of increasing the efficiency of the pension system in Russia.

    Abstract:
    The problem of the research is the identification of the weak and strengths of the innovative activity of the DIY segment (Do It Yourself). The object of the study is OP "Leroy Merlin Shopping Center" (Testers), OOO "LMV" (St.Petersburg, Ispitateley, 5). Theoretical and empirical research methods (PEST-analysis, SWOT-analysis, quantitative assessment of indicators, etc.) are used in the article. The strengths of innovative activity are revealed: price, assortment and management policy. Weaknesses: insufficient development of presentation tools and lack of innovative sales channels. The results of the analysis form the basis for developing a strategy for strengthening the innovation strategy of the trading enterprise.

    В современном динамично меняющемся мире в нашу жизнь прочно вошло понятие «непрерывное образование». Непрерывное образование взрослых людей реализуется через систему учреждений, оказывающих услуги профессионального обучения и дополнительного профессионального образования. Одним из основополагающих факторов выбора учебного учреждения взрослым человеком является имидж учебного заведения. Очевидно, что формирование имиджа происходит «для кого-то», то есть с ориентацией на потенциального потребителя услуг. Для выяснения потребностей потенциальных потребителей в целях последующего формирования имиджа предлагается составить портрет потребителя. В данной статье составлен портрет потребителя образовательных услуг профессионального обучения и дополнительного профессионального образования в городе Усинске. На основании портрета потребителя определены основные составляющие имиджа образовательного учреждения.

    В данной статье приводятся дефиниции терминов «билингвизм», «билингвальная образовательная среда», анализируется важность изучения национальных языков жителями Российской Федерации в регионах с билингвальной средой в контексте вызовов и реалий XXI века. В работе также освещаются некоторые культурные, спортивные, научные мероприятия, направленные на продвижение и развитие билингвальной образовательной среды, проводимые в билингвальных регионах нашей страны. В исследовании автор пришел к выводу, что билингвальная среда помогает сохранить национальный язык и культуру малых этносов от поглощения доминирующим (русским) языком на территории нашего многонационального государства.

Кроме того, практика отечественного художественного образования ХХ – начала ХХI веков показала, что методика этого выдающегося педагога не утратила своей ценности и весьма актуальна. В данной статье исследуются истоки и путь становления педагогической системы П.П. Чистякова.

    Главным методологическим подходом к освещению данного вопроса автором статьи принимается во внимание именно системный подход, поскольку объектом исследования является полиэтническая компетентность педагога, что, собственно говоря, и диктует вектор размышления о сбалансированном и разнообразном применении основных направлений работы, методов, форм и конкретных средств формирования полиэтнической/кросскультурной компетентности обучающихся. Проанализированный содержательный блок характеризуется наличием таких форм взаимодействия с обучающимися, благодаря которым будет осуществлена обратная связь, строящаяся на определённых требованиях педагогического процесса.
