- The chapter makes research of methodology, structural and functional composition of the system for securing national economic sovereignty. Its model is constructed. The mechanism for implementing a country defense function within securing of economic sovereignty is considered. The conclusion is formulated that safe protection of the society is provided by defense function of a country, which includes the matrix of interrelated and interdependent blocks of system management and the block of due consideration of national interests.

- The chapter examines the issues of staffing the economy in the context of the groundwork and prospects. The prerequisites for updating the topic of staffing the economy are highlighted and the urgent problems hindering technological development are systematized. Attention is focused on forecasting personnel needs as the main mechanism for overcoming imbalances between the needs of the economy in personnel and the capabilities of the education system. Scientific and normative methods and models of forecasting personnel needs are investigated, typical metrics are generalized. The interrelationships between the priorities of socio-economic development of the subjects of the Russian Federation and staffing and staff shortage are analyzed. The limitations of forecasting methods for personnel needs are systematized. Special attention is paid to approaches to ensuring the human resources needs of the economy for the purposes of forming a national project and implementing the goals of technological development. The continuity of the components of the methodology for forecasting personnel needs of the new format and qualitative changes in the set of statistical data and approaches to the selection of a source base for the purpose of forecasting personnel needs are reflected.

- The work is devoted to the study of the problems of forming a full-fledged set of competencies of engineers, contributing to their professional implementation and ensuring the personnel sovereignty of domestic enterprises. The necessity of participation in the training of engineering personnel of enterprises of the real sector of the economy, especially the high-tech sector, is substantiated. The role of integration of technical universities and enterprises in the process of personnel training to ensure technological and personnel sovereignty of the Russian industry is shown. The personnel sovereignty of the Russian economy is impossible without attracting a sufficient number of highly qualified specialists who have received education in relevant, practice-oriented programs that include not only basic knowledge, skills and training skills, but also "soft" skills that allow you to choose and apply successful behavioral and communication strategies in various production situations. The main factors that need to be guided by when building an effective system for training engineers are identified. Underestimation of these factors, leading to the exclusion of disciplines such as business planning, resource management, and business communications from the educational programs of technical universities, reduces the effectiveness of training graduates who replenish the personnel corps of enterprises, therefore, special attention is paid in the article to the problem of forming a set of competencies of engineers that contribute to their professional implementation and, ultimately, ensuring human resources the sovereignty of the high-tech sector of the economy.

- The introduction of digital technologies, services and platforms into all spheres of life raises issues of ensuring digital security and the sustainability of socio-economic and political systems in both developed and developing countries. The increasing information impact, including from external forces, is leading many countries to reconsider the principles of preserving national sovereignty. A new political concept of national sovereignty is developing, a separate element of which is digital sovereignty. This paper examines the main priorities of the domestic policy of a number of states (China, Brazil, Germany, USA, India, Norway, Russia) in the field of digitalization, which are aimed at creating digital sovereignty. The authors studied government programs and strategic planning documents; the authors also identified the main problems arising during the digital transformation of economic systems in Russia and proposed ways to solve them.

- The chapter deals with such concepts as import substitution, food and technological sovereignties. One of the tools supporting technological and food sovereignty is software and locavore. This conceptual apparatus is analyzed. The directions of the economic development of the Russian Federation at the present time are demonstrated. The historical origins of the origin of locavorism are investigated. Its principles of action are determined, the advantages and disadvantages of this tool are demonstrated. As a result of sociological research, the motivations of consumer behavior for the use of locavore were determined, these motivations are ranked in accordance with the degree of importance for the buyer. The results of several studies conducted in America and England are given. The relevance and necessity of using the tool at the present time is proved. In addition, the role and problems of Russian farming are considered as the basis for the development of locavore. The problems in the interaction of farms with restaurants are Identified. Examples of the use of successful locavorism in the Russian and global restaurant business are given. The main advantages are generalizing given when using the tools of the program of technological and food sovereignty, which the Russian Federation has taken a course, which can lead to the socio-economic success and sustainable development of country.

- The purpose of this chapter is to shed light on the interweaving of nationalism and populism, to identify the structural and socio-psychological factors from which the two discourses emerge. Nationalism is to come - as not so much a rational, but rather an emotional phenomenon, consisting of higher gnostic feelings of the belonging of mental processes to our "I". There are "banal" and "hot" forms of nationalism "banal" nationalism can be defined as the psychological presence of the nation against the background of everyday socio-political practices. Nationalism in the "hot" sense is to be as a psychological force that creates nation-states or threatens the stability of existing states. Also, Populist slogans are based on the psychology of winning one or another political force the trust and support of the masses. At the same time, the real goals of populist politicians (struggle for power, business project and enrichment), as a rule, are covered with socially attractive ideas. Standard populist statement: "We, the common people, will take to the streets and take back the country."

Concept of Universal Human Rights: Development and Evolution

- The concept of human rights, having presumably universal meaning, usually derived from "Western' tradition. Although liberals of XVII and XVIII centuries consider the law of nature as a tool for it's protection starting from XIX century the rights (called the human rights by that time) considered as positive abilities to formulate one's personal, subjective preferences of individuals. That evolution must be taken into account both in researches and in political practices, carried out by representatives of different cultures, since the comprehension of an individual and a person as culturally justified serves as a besetting element. Thus the project of universal human rights must be the object of contemplation from the point of view of different cultures and the variety of preferences, oftentimes contradictory ideas, dominating in specific societies, rooted in their cultures, formed and developed over a long many of years. Indeed, both theoretical and practical concepts have huge impact for political being. Speaking not only about implications of specific legislative branches and governments to applications universal human rights standard, but also about creating such standard from different point of views in accordance with the idea of not competing with popular sovereignty.
