- The content sets out the theoretical foundations of the problem of developing the intellectual potential of modern children in the information world. Emphasis is placed on interactive learning as a condition for the development of mental cognitive processes in children of primary school age. An analysis of the presented program “Sherlock” is given; the results of the introduction of this program into the practice of the educational process in the primary grades of the school are presented. The study shows that the presented project can be successfully used to develop the intellectual potential of younger schoolchildren in the process of interactive learning.

- The search for solutions related to the problems of modernization and technological renewal of the national economy and its regional components, the formation of resource potential and the strengthening of the competitive status of the subject (macro, mesolevel), as well as the provision of conditions for economic growth, will not have an effect in the strategic aspect if the level of investment activity in the economy is declining, and the volume of investment in various programs and projects that are significant for the federal center and regions are declining. The paper clarifies the dual nature of the investment paradigm of the development of the region as a system element of the national economic space and as a situational localizer of the investment benchmark for the development of regional economies, which made it possible to reveal the functional relationship between the concepts of «investment climate», «investment attractiveness» and «investment activity» in a single categorical series of investment components of the development of spatially localized economic subsystems.

- Today, in the energy sector, a promising direction for the use of renewable energy sources. A variety of enterprises often have production waste that can be used as renewable secondary energy resources. The concept of lean manufacturing goes hand in hand with increased environmental sustainability. Reducing production waste to a minimum by recycling it increases the energy-saving potential of production, on the one hand, and the indicator of environmental safety, on the other. Currently, the problem of utilization and further use of animal manure is relevant. One of the options for efficient processing of manure and obtaining valuable products from it is the production of biogas. Biogas technologies make it possible to most rationally convert the energy of chemical bonds of organic waste into the energy of gaseous fuel. Therefore, the search for new technologies for producing biogas is relevant in our time. Attention is paid to the processes of co-fermentation of animal waste with vegetable raw materials, the effects of increasing the yield of biogas are indicated.

- An attempt to analyze human capital as an economic category is made. Human capital is one of the most discussed areas in economic theory and is most directly connected with other scientific areas, primarily with pedagogical and medical science, as well as with physical culture and sports. Research methods: analysis of scientific and methodological literature. The paper defines the concept of "human capital". The structural components of human capital, its place and role in the modern economy are formulated and analyzed. An analytical review of the regulatory documents of the Russian Federation concerning human capital is made. It is established that the fundamental component of the development of human capital is human health and the analysis of the influence of physical culture and recreation activities on the development of the labor potential of the younger generation is made.

- The author outlines that in the 21st century, the Russian economy is approaching the inevitable stage in which without intensive development of the quality of the labor force and effective management of it, its growth is impossible. It is noted that dynamically changing time dictates its own rules in market relations. It is also emphasized that further improvement of the business environment institutions, such as the labor market, the system of education and advanced training, requires clear criteria for determining the degree of professionalism of personnel management specialists. These circumstances have created a situation where the need for development of managerial personnel in relation to their level of training has grown significantly. This directly affected the need to modernize the process of training and evaluating staff. In the article, the author explores new approaches to monitoring the level of competence of specialists in personnel management, the formation of labor potential at the regional level. It is shown that as a result of analyzing the requirements for evaluating training in higher education, put forward by employers and comparing them with the professional standard for specialists in this profession, it was revealed that there is a possibility to develop and improve a model for monitoring the level of competence formation of university students. The results of the analysis conducted in the study will allow us to develop the main ways to continue studying the problem of introducing and using new approaches to evaluate training and building labor potential.

Rehabilitation Resources of the Novgorod Counting-Out Rhyme in the Speech Therapy Correction of Motor Alalia

- A brief essential characteristic of motor alalia is described in the article. The purpose of the article is to show the possibilities of using small folklore forms as a means of correction and rehabilitation of motor alalia. The research data of specialists in speech therapy who have used Novgorod children's folklore as a means of rehabilitation for preschoolers with severe speech impairment in the conditions of the “Rehabilitation Center for Children with Disabilities” in Veliky Novgorod is presented. Methods. The criteria analysis of linguistic, speech therapy, pedagogical and ethnographic literature, as well as summative and formative assessment within the framework of empirical research were main research methods. The hypothesis on effective means of correcting alalia in preschoolers in the structure of the complex method that can be used in small folklore forms was tested. Results. Small folklore forms are considered as productive cognitive and semantic categories, which, in properly built correctional work with preschoolers with motor alalia, can contribute to the formation of their language competence. The problems and significant rehabilitation resources of children's folklore in the speech therapy correction of motor alalia in preschoolers are structured. The difficulties of using children's folklore as speech material in the process of speech therapy correction are presented. And also, significant rehabilitation resources of small folklore forms are pointed out. A clinical event of a five-year-old girl's successful getting rid of motor alalia by using of counting-out rhyme was analyzed. It is concluded that small folklore forms can be used as an effective means of correcting motor alalia in preschoolers in the structure of comprehensive rehabilitation.

- Consideration from critical positions of numerous researches and scientific and methodical works of scientists and experts in the field of innovative activity revealed the fact that among the least studied problems can be attributed to the effect of innovations and innovations. The purpose of this study is the theoretical justification and methodological solution of the complex issues of innovation effect. There are several reasons for this. At least five of them can be formulated as follows: first, there are no large-scale studies on the cycle of effects on the stages of the innovation process. There are practically no theoretically verified methods of calculating the value of the effect; secondly, in the scientific economic literature prevails one-sided view of the competitive relationship between the subjects of innovation. The system of specific communications, which is built on the basis of the effect of innovation and includes both competition and cooperation, is not taken into account; thirdly, there is a small share of research and, as a result, there is still little known about the mechanisms of diffusion of innovation, the ratio of creativity and imitation in the absence of a quantitative assessment of the effect of innovation; fourth, there is no clear understanding of the forms of relationships between certain types of innovation effect and the competitiveness of goods and enterprises; fifth, the experience of functioning of developed countries in the conditions of innovative type of economy shows that economic knowledge should become qualitatively different, oriented to a new idea of innovation not as a goal, but as a means of enterprise development in a market economy. The paper uses General scientific methods of cognition: induction, deduction, synthesis, methods of comparative, multifactorial, functional and situational analysis, statistical groupings and expert-analytical methods.

- Innovation and investment attractiveness of the agricultural region is considered in the article. The author defines the concept of investment attractiveness as well as its evaluation techniques. Using qualitative technique and method of scoring the author analyses innovation and investment attractiveness of the agricultural region drawing on the example of Kostanay region, the Republic of Kazakhstan. Based on the data obtained, the author concludes that the Kostanay region does not occupy the leading positions in the Republic of Kazakhstan in attracting investments, having an average rating according to the Kazakhstan Rating Agency «Expert RA» (2B – low potential / moderate risk). The directions for improving effectiveness of investment activities in the region are determined.

- The relevance of the study is detremined be the necessity to form a new structure of educational activities of universities, focused on the preparation of competitive graduates, whose competencies meet the needs of the modern stage of the changes of technological structures in the economy and the formation of a new post-industrial society. The analysis and generalization of theoretical approaches and practice of educational activity organization in contemporary higher educational institutions is carried out and possible ways of educational process modernization with application of competence approach to definition of educational process results are defined. The prerequisites for changing the educational paradigm in the Russian higher school are studied and the levels of competencies formed in the traditional educational process based on the concept of «supporting education», as well as the levels of competencies that can be formed in students while organizing the educational process using the concept of «innovative education» are determined. The interrelation of higher school teachers' information competence with the possibility of increasing the education system innovative ability is revealed. The ways of creating information and methodological system to support the training environment that accompanies the learning process, using the capabilities of the Internet are proposed in the article. The article describes four blocks of the educational process modernization, combining the basic tools for the innovative educational process implementation at the University, and lists the main conditions for the implementation of the proposed innovations in University practice. Innovative type of teaching methods at the University should be based on the fundamental condition of students' innovative methods of thinking and activity mastering – the principle of the Trinity of educational, research and project activities of students, both independent and in a single team with teachers. The main goal of all methodological technologies is to involve the student in the learning process, to make him an active participant in the learning process, to form his independence, interest in the active acquisition of knowledge, skills of self-education and research abilities.

- The article is concerned with the problem of information and education system development as a new pedagogical system. The significance of the problem is conditioned by the mounting needs of developing digital economy and inner demand of the individual receiving higher education. The category of «information and education system» was studied and its major characteristic features were revealed; a general definition of the category in focus was formulated. A set of modified pedagogical technologies based on the information and communication technologies’ potential was researched with the purpose to identify its effectiveness on the realization of the «information and education system» as one of the pedagogical conditions. According the author of the article a set of modified pedagogical technologies should include: project based learning technology based on interactive methods of teaching, technology of contextual education, modular technology and proactive teaching technology. The basic principles uniting all chosen technologies are the principle of activity, selfsufficiency, creativity and productivity.

- The monograph clearly shows three parts. The first part contains a vector analysis of a group of equations often referred to as the «Maxwell Equations». Actually one equation belongs to Maxwell's pen, in which he introduced the so-called «bias current». Analysis shows that this current is an extra postscript and interferes with the mutual consistency of the group of equations. Without this current, the wave properties of the electric and magnetic fields disappear. Electric and magnetic fields cease to be a «special form of matter." In the second part, a brief presentation of the fundamentals of new electrodynamics is given, without the Maxwell equation, a group of equations is written, which has no contradictions. The basis is the equation of potentials, the Coulomb law and the laws of the interaction of currents. The theory of radio signal propagation is subject to further development. The last part provides examples of a detailed, complete calculation of the electric and magnetic potentials of typical sources. The monograph is intended for researchers, teachers, graduate students and senior students of technical universities.
