    Исследованы теоретические аспекты устойчивого развития социально-экономических систем и современные концепции устойчивого развития территорий. Проведен анализ трансформационных изменений общества на современном этапе и дана оценка их влияния на социально-экономическое развитие региональных систем. Исследованы основные свойства региональных социально-экономических систем в условиях трансформации современной экономической структуры и регионализации экономических отношений в системе стратегического управления национальным хозяйством. Определены основные направления формирования концепции устойчивого развития экономики с учетом экологического фактора. Рассмотрен мировой опыт разработки индикаторов устойчивого развития социально-экономических систем. Определены основные проблемы обеспечения устойчивости развития регионов России.

    Abstract:
    The article deals with the problem of maintaining and preserving the ethnic musical culture of the Mari people in the conditions of the diaspora. The purpose of the article is to determine the prospects for preserving the ethnic musical culture of members of the Mari diaspora in the framework of integration processes in the multicultural Moscow region. Methods. The article is based on the data obtained when conducting a sociolinguistic survey in the Mari diaspora of the Moscow region; the selective sampling include 100 respondents, all of them are natives of the Republic of Mari El or places of traditional compact settlement of the Mari ethnic group, currently living in Moscow or in the Moscow region. One of the aspects of the survey was to study the respondents’ language loyalty, which indirectly manifests itself in in the knowledge and observance of ethnic musical culture. In particular, the respondents were asked questions about the language or languages in which they are likely to sing or listen to songs, about the value and significance of Mari songs in their lives. Based on their answers, tables, reflecting the results, were drawn. Results. According to the results of the sociolinguistic survey in the Mari diaspora, a vast majority of the respondents (96%) listen to (and/or sing) songs in their ethnic language one way or another, under completely different circumstances and using a wide range of modern technologies and telecommunications. The representatives of the Mari Diaspora take an active part in various cultural and musical events, which are held not only within the framework of the ethnic Mari community in Moscow, but also on the private initiative of young Mari activists. The author concludes that the ethnic musical culture, which the members of the Diaspora maintain both independently and in groups, undoubtedly plays an important role in uniting the Moscow Mari people and attracting new members of the Mari Diaspora, it slows down assimilation processes and contributes to the preservation of their ethnic and cultural identity.

    Abstract:
    В статье сформулированы основные отличия регионального управления от других уровней, в том числе в сфере управления земельными ресурсами и реализации имущественных отношений; определено, что на реализацию управленческих решений в последние годы оказывают все большее влияние общественные территориальные группы в форме объединений населения, что должно находить отражение в формировании более гибких организационных структур управления. На основании обобщения ряда научных исследований выделена группа проблем в сфере реализации имущественных и земельных отношений, которая во многом обусловлена неэффективностью управления и взаимодействия органов власти на отраслевом и межотраслевом уровне. Детализация полномочий органов власти в исследуемой области на различных уровнях подтвердила тезис о необходимости перехода от бюрократических организационных структур к адаптивным. В итоге сделан вывод о необходимости укрепления и координации деятельности органов управления на различных уровнях: с точки зрения горизонтальных связей на уровне региона, района, муниципального образования; горизонтальной координации в системе многоуровневого управления; вертикальной координации. В завершение представлены рекомендации по реализации первоочередных мероприятий для решения выявленных проблем.

    Abstract:
    The article deals with the study of regional characteristics of education. The purpose of the research is to clarify the categories of “regional educational space” and “regional system of education”, as well as to determine their relationship. The main research method is the analysis of scientific and pedagogical literature on the problem. The author proposes to consider pedagogical regionalology as a scientific and theoretical basis for a comprehensive study of the education of the regions. Pedagogical regionology is presented as a direction integrating pedagogical, socio-philosophical and socio-psychological, geographical, historical, socio-economic aspects of studying the system of education. The definitions of the concepts “regional educational space” and “regional education system” are clarified, their interconnections and correlations are revealed. Тhe author concludes that these concepts are close and related, but not identical. The regional educational space is widely considered as the totality of all natural, socio-economic characteristics of the territory in their relationship with education. The regional system of education is presented as a component of the educational space of the region, which has a regulatory status and institutional organization. The structure of the regional system of education is presented from the standpoint of a functional approach. It is concluded that the socio-economic characteristics of the region affect the regional system of education, and education system, in turn, changes the territorial organization of public life.

    В монографии обоснованы концептуальные положения развития экономики региона. Разработана модель сравнительной оценки эффективности использования нематериальных факторов развития региональной экономики. Разработана методика мониторинга прогнозно-плановых инструментов стратегического управления социально-экономическим развитием региона в контексте логической цепочки «проблемы – резервы – решения». Предложены основные направления разработки и реализации стратегии социально-экономического развития регионов с учетом анализа региональных особенностей использования нематериальных факторов и определения стратегических приоритетов их эффективного использования. Разработана методика сравнительной оценки регионов по эффективности использования нематериальных факторов развития с использованием следующих относительных показателей. Предложенный инструментарий может быть полезен руководителям территориальных органов управления региональной экономики, образования, труда и занятости, а также научным работникам, преподавателям, аспирантам и студентам экономических специальностей, осваивающим особенности построения стратегических партнерств на современном этапе развития.

    The issues on the cultural and educational environment of a provincial town are considered in the article. The author outlines that numerous proverbs, sayings, speech patterns, phrases interpreting the role of the environment in the human community have developed in the culture of the people: «left the environment», «dissolve in the environment», «product of the environment». Also, the author emphasizes that the cultural and educational environment of a small town in the context of its spiritual content is determined by the cultural level of the population; the degree of people’s spiritual needs development; cultural and educational institutions. The cultural and educational environment includes two components – cultural and educational, which closely interact with each other. The article analyzes the activities of educational organizations, describes the features of the musical environment of Stary Oskol of Belgorod Region.

    Abstract:
    В статье кратко рассматривается проблема охраны нематериального культурного наследия Китая, в частности, народных песен этнических меньшинств. Подчёркиваются в этом контексте важные организующие функции региональных колледжей и университетов. Автор подчеркивает, что музыкальный фольклор выступает ценным творческим ресурсом системы педагогического образования, в которой объединяются фундаментальные теоретические исследования, практическое применение и реконструкция этого жанра. Автор также отмечает, что необходимо взаимодействие всего университетского сообщества по сохранению культуро-этнической среды регионов Китая в сочетании с междисциплинарными методами исследования, многоуровневой методологией, а также исполнительским творчеством. Автор приходит к выводу, что для создания оптимальных условий сохранения и популяризации жанра народной песни в системе музыкально-педагогического образования в Китае необходимо укрепить кадровый преподавательский состав университетов, а также кардинальным образом скорректировать систему учебных программ, которая сочетала бы в себе этническую и академическую музыку, что позволит объединить общие концепции музыкального образования с междисциплинарной этномузыкологией и интегрировать их в учебный процесс средней школы.

    The article deals with the problem of preservation of Chuvash ethnic culture in the conditions of diaspora. The purpose of the article is to determine the prospects of preserving the ethnic culture of the members of the Chuvash diaspora in the framework of integration processes in the multicultural environment of the Moscow region. Methods. The author of the article conducted a sociolinguistic survey in the Chuvash diaspora of the Moscow region; the selective sampling included 100 respondents (85 respondents belong to the first generation of the Chuvash diaspora, 15 – to the second). One of the aspects of the survey was to study the respondents’ language loyalty, which indirectly manifests itself in in the knowledge and observance of ethnic traditions and customs. The respondents were asked questions concerning the criteria of their belonging to the Chuvash ethnic group, observance of national traditions and customs, features of the Chuvash ethnic culture, intergenerational transmission of ethnic culture. Based on their answers, tables on age cohorts for representatives of both generations were compiled. Results. More than half of the respondents in the sampling in the first generation (55%) observe Chuvash traditions and holidays, especially representatives of younger and middle cohorts; in the second generation, ethnic culture is somewhat fading (27%). More than half of the respondents in the first generation (58.6%) intend to transmit knowledge about their ethnic culture to children. Women in the sampling rather tend to transmit material culture, while men spiritual one. The author concludes that, despite the fact that living far from the small homeland affects the preservation of ethnic culture, however, at present, in the conditions of polycultural urban environment, the diaspora is the most demanded form of social adaptation, especially among the younger generation, among whom many demonstrate an active life position and involvement in the process of preserving Chuvash ethnic culture in the Moscow region.
