    Abstract:
    The chapter discusses the issues of effective management of the social sphere (projects) at the federal and regional levels. The study presents both empirical and theoretical approaches. Based on a sociological survey conducted in the Nizhny Novgorod region, conclusions have been drawn about the insufficient activation of a number of tools in this area. Adaptive measures are proposed for the existing management model, taking into account the similarity and peculiarities of the socio-economic systems of the subjects of economic activity of the Russian Federation. Among the main areas requiring adjustment are the problem of the personnel shortage of "innovative" type managers, the lack of an integrated approach in software, the imperfection of current legislation (in terms of effective software support for projects), as well as the bias and low efficiency of the tax base. Without improving these aspects, stable economic growth in key areas is unlikely: demography, healthcare, education, and the quality of life of the population. The author sees the solution to these problems primarily in the improvement of the existing program-target method in Russia, which is proposed to be used as a key tool for updating the social system.

Systemic risks threatening economic security are identified: limited access to financial resources, administrative barriers, outmigration of skilled personnel, and the high budget dependency of the republic.

    The chapter examines key systemic contradictions in the financial support of regional development under contemporary conditions, including the impact of geopolitical changes and sanction pressures on financial flows and instruments. It analyzes the formation, allocation, and effective use of budgetary resources at the regional level amid current economic challenges. Special attention is given to financial regulation mechanisms, risks, and constraints hindering balanced regional development. The chapter proposes ways to improve financial policy to enhance the resilience and balance of regional growth, as well as the integration of innovative financial instruments into regional financial management. A systemic approach is employed, combining material, procedural, and managerial components of financial support. Strategic objectives and mechanisms for their realization are analyzed to increase financial support effectiveness.

    В статье изучаются и вводятся в научный оборот нумизматические памятники «тебризского происхождения» – серебряные монеты с именем джучидского хана Джанибека и медные монеты, изготовленные по золотоордынскому образцу, которые были найдены на территории Татарстана и Кировской области в последние десятилетия. Авторы подчёркивают их непосредственную связь с походом в 1356 г. Джучидов на Государство Хулагуидов, предшествовавшие ему и последовавшие вслед за ним события. Исследуются различные аспекты, связанные с появлением данных эмиссий и их проникновением в Булгарский регион (улус, вилайят) Государства Джучидов. Обосновывается предположение о том, что часть монет с указанием места выпуска «Тебриз» могла быть отчеканена уже на золотоордынских монетных дворах вывезенными штемпелями.

    Abstract:
    The article is devoted to a comprehensive analysis of the legal regulation of relations in the dynamically developing field of exhibition, fair, and congress activities (EFCA) in the Russian Federation. The relevance of the topic is due to the significant economic and image potential of this field, its role in stimulating entrepreneurship and developing international relations, as well as the existence of significant gaps in its legal support. The purpose of the study is to identify systemic problems in the legal regulation of EFCA and, based on this, to develop proposals for improving the current legislation. The work uses general scientific and specific scientific research methods: analysis, synthesis, a systematic approach, formal legal and comparative legal methods. The author comes to the conclusion about the fragmented and decentralized nature of the legal regulation of VYAKD, which is carried out by the norms of civil, land, urban planning and administrative law.

    This article analyzes the functions of VHI, its role in the healthcare system, and key development challenges in the Russian Federation. The study identifies structural barriers: low purchasing power, lack of awareness, underdeveloped infrastructure, the lack of uniform standards for evaluating medical institutions, and regional disparities. It proposes ways to improve the VHI market through increased financial literacy, standardization of services, increased competition, and the development of evaluation methods for medical organizations.

    В статье системно проанализированы ключевые проблемы развития бокса в Республике Саха (Якутия): инфраструктурные ограничения, кадровый дефицит, нестабильное финансирование, недостаточная система отбора и поддержки талантов, а также специфика подготовки в условиях сурового климата и расселения. На базе анализа нормативных документов, региональных отчётов и полуструктурированных интервью с тренерами и администраторами сформулированы практические рекомендации, направленные на создание устойчивой региональной модели развития бокса. Представленные предложения ориентированы на реализацию в пятилетней перспективе и включают меры по цифровизации учёта, мобилизации малой инфраструктуры и повышению квалификации тренерского состава.

Доказывается, что наряду с общенациональными концептосферами, существуют локальные, формирующие уникальную картину мира жителя определенной территории. Изучение таких концептов позволяет выявить глубинные культурные коды, историческую память и систему ценностей регионального сообщества, что является важной задачей современной лингвокультурологии. В работе анализируются теоретические основания подобных исследований, опирающиеся на труды В.И. Карасика и С.Г. Воркачева, и определяются перспективные направления для дальнейшей работы.

    В статье анализируются современные тенденции и практики внедрения инновационных проектов в систему среднего профессионального образования Иркутской области (далее – СПО) как ключевого механизма повышения качества подготовки квалифицированных кадров для региональной экономики. Рассматриваются особенности научно-методического сопровождения инновационной деятельности, реализуемой кафедрой профессионального образования Государственного автономного учреждения дополнительного профессионального образования «Институт развития образования Иркутской области», включающего диагностику, мотивацию педагогов, методическую поддержку, мониторинг и оценку эффективности. На основе анализа практики и статистических данных выявлены основные направления инноваций: применение цифровых технологий, новые методы обучения, интеграция с промышленными предприятиями и развитие образовательных кластеров. Отмечены значимые проблемы внедрения инноваций, такие как ограниченность ресурсов, отсутствие скоординированной стратегии, сопротивление изменениям и инфраструктурные барьеры. Предложены перспективные меры по совершенствованию сопровождения инновационной деятельности, направленные на формирование устойчивой инновационной культуры и повышение адаптивности СПО к социально-экономическим вызовам. В статье обосновывается роль инновационных проектов в обеспечении конкурентоспособности региональной экономики через подготовку специалистов, соответствующих современным требованиям рынка труда.

В статье характеризуется региональная структура туристских потоков. На основе изучения статистических данных по Мордовии, анализируются изменения направлений поездок туристов. Сделан вывод о том, что с изменением социально-экономической ситуации происходят изменения и в региональной структуре туризма. Наряду с традиционно популярными направлениями для путешествий растет востребованность новых туристических направлений.

  • Chuvash-Determined Surnames as a Marker of the Cheboksary Regiolect of the Russian Language

    The work continues the series of publications on the Cheboksary regional dialect of the Russian language. This study examines Russian surnames of Chuvash origin as a feature of the speech of residents of Cheboksary. The material for the study was surnames common in the Chuvash Republic. The work is based on a qualitative analysis of factual material. Chuvash surnames have undergone significant qualitative changes over the past three centuries from the original eastern Tatar-Islamic tradition to the modern Christian one. The surnames of Cheboksary residents cannot be a marker of the Cheboksary regional dialect of the Russian language. In general, Cheboksary surnames, due to their simple denominal origin, can be understood as a generalizing marker. The combination of Orthodox-conditioned denominal surnames such as Ivanov, Petrov, Fedorov with Chuvashism surnames such as Sadyrga, Yakku, Mulgachev, Kashkarov creates a unique anthroponymic background for the functioning of the Cheboksary regional dialect, reinforcing the impression of its qualitative parameters. The Christian foundations of the Chuvash nomenclature go beyond the anthroponymic dictionary: in modern conditions, almost all names in the Chuvash environment are oriented towards the Russian tradition. Russian-Orthodox names largely form the Russian visual landscape of the region.

Особое внимание уделено приоритетным направлениям социального туризма среди молодёжи: лечебно-оздоровительный, культурно-познавательный, образовательный и событийный виды туризма. Авторы акцентируют значение социального туризма как средства социально-педагогического сопровождения молодёжи, способствующего её личностному развитию и социализации. Приводятся примеры региональных проектов, направленных на развитие доступной туристической инфраструктуры и популяризацию культурного наследия. В заключении делается вывод о необходимости дальнейшего государственного и профессионального сопровождения развития социального туризма в Российской Федерации.
