    Abstract:
    The article discusses the conceptual signs of a paradigm shift in the modern scientific and pedagogical outlook in relation to psychological and phenomenological aspects of the perspectives of competence-based education. An attempt is made in outlining of the methodological specificities of the educational paradigm in the context of conditions of realization of Federal state educational standards of the third generation. The significance of the psychological aspects of technologies of mass communication in the paradigm of formation of professional competence of the specialist was conclusively determined. The assumption was formulated, according to which the formation of research competences of the student's personality has paradigmatic characteristics, because the educational situation at the level of didactic technologies is characterized by interactivity and integrative.

    Modern domestic culture is in search of a new psychological paradigm that would meet the specifics of the Russian mentality. This paradigm reveals itself in the special organization of information, which is reduced to a compact form of the matrix, which essentially optimizes its composition. The reliance on the matrix approach allows us to introduce a second information regulation loop, overcoming the weaknesses of the Russian mentality.

    Abstract:
    В статье обозначено, что современное информационное общество рассматривает знание как продукт переработки данных, сведений, т.е. информации в контексте существующего индивидуального категориально-понятийного аппарата. Особенности формирования знания в аспекте менталитета народа, его «духа» представлены различными информационными взаимосвязями на уровнях бессознательного, подсознательного и осознанного. Основными методологическими механизмами по поводу передачи, хранения и переработки информации в естественно-научном и гуманитарном знании и трансформация ее в знания становятся методы абстрагирования, моделирования, аксиоматизации и моделирования.

    На основе институционального подхода в статье анализируются проблемы реформирования высшего образования в Российской Федерации. Оценивая результативность основных принципов организации университетского образования реализованных В.А. Витязевой, первой в СССР женщиной-ректором университета, делается вывод о необходимости сохранения исторической преемственности как институциональной основы современной парадигмы образовательного пространства.
