- In recent decades, there have been significant changes in management in general, and in particular in the management of education, which is associated with such processes as globalization, commercialization, public sector reforms and the emergence of the knowledge economy and society. The article discusses the main theoretical approaches developed by researchers in recent years, including the main models of management of the development of higher education. It is concluded that the applicability of a particular management model in countries is determined by the role and place of the education system in them, the historically established interaction of the education system and society. None of the considered models makes it possible to identify its advantages over other models, therefore, the development of education management models needs further development.

- The article discusses the possibilities of forming partnerships in the “school – university” educational system, the features of the development of extended cooperation on the example of a model made in the IDEF0 notation, which is widely used in world practice. Possible ways to optimize approaches and planning of the educational process that would meet the latest trends of educational standards are analyzed. The problem of the need to introduce new pedagogical practices, which is caused by a change in the functional approach, is considered. Various methodologies and practices of process and project management that have the advantage of multi-level activity decomposition are analyzed. The graphical language and visualization of which helps to form a detailed representation of the overall picture for the full implementation of the tasks set. The purpose of the presented process model is to establish network partner relations between schools and universities. The step-by-step, waterfall process model proposed in the article clearly demonstrates the amount of resources needed and determines the step-by-step process of project implementation. The considered possibility of establishing partnership relations is aimed at attracting potential University applicants. The awakening of academic interest among potential applicants is formed through the use of various activities on the part of the educational institution and the activity team.

- The study focuses on the fact that during the period of digital transformation, modern models of digital competencies have emerged, which serve as the basis for the formation of new standards in the field of education, for the expansion of the teaching professions of the future, for the transition to new learning technologies (mapping, scribing) and the development of professional competencies of students, one of which is information competence. The following issues («prospects of digital transformation in education», «types of models of digital competencies», «information competence as an existential skill and long-term metaability», «mapping as a process of translation of meaning-making», «specific characteristics of cards», «technology of scribing in education») which rise in modern research and affect the improvement of the educational process in the digital educational environment of the university are subject to discussion. Attention is drawn to the description of the pedagogical experience of using mapping and scribing for the development of information competence of university students. The examples of maps created by students and undergraduates of the direction of training «Pedagogical education» and contributing to the formation of their deep and error-free digital educational footprint are given. The influence of mapping and scribing on increasing motivation to learn and the emergence of new student startups in the field of education is investigated. The leading research methods are: analysis of digital competence models for the relevance of the process of developing information competence of university students; analysis and selection of modern technologies in the period of digital transformation in education; generalization of conceptual provisions on information competence and its role for human development; generalization of the pedagogical experience of using mapping and scribing for the development of information competence of university students. Promising areas of research are: the formation of a collection of maps for use in professional activities, for their cognitive analysis; development of the direction of video scribing for distance and additional education of students; identification of the advantages and disadvantages of mapping and scribing and their effectiveness in the development of students' information competence. The research materials are of practical value for students, undergraduates, university teachers and teachers of other educational institutions who are looking for new technologies in organizing the learning process.

- The article is devoted to the problem of the full treatment of the subject “Construction of Lyapunov functions” in the “Lyapunov's direct method” section in the courses on system dynamics, differential equations, etc., for students of mathematical and technical specialties. The authors of the article point out that first of all Lyapunov function method is considered the method useful for studying dynamics of concrete technical systems by mathematical methods. Since for practical use of this method it makes sense to construct Lyapunov functions in simplest form, the methodology for constructing Lyapunov functions in positive definite quadratic forms with given properties, certain features of original problems is proposed by the authors.

- As noted in the explanatory note to the «Information Systems Specialist» professional standard, the success of implementing information systems is largely determined by the accuracy of their adaptation to the business processes of the customer organization. Today, BPMN notation is often used as a tool for extracting requirements for information systems. BPMN provides executable semantics that make it possible not only to draw up a detailed specification of a business process, but also to model it with numerical estimates. The aims of this study are to choose tools for teaching students from the number provided by BPMN notation: descriptive, analytical and executable, which allow to implement the third level of modeling; to define a methodology for teaching business modeling, including the ability to execute business processes in the universal BPMN runtimes and as an add-on on the configuration of the information system. The following methods have been used: comparative analysis and testing of the functionality provided for the development of business processes in the Bizagi and 1C: Enterprise tool environments, including the creation of the data and presentation layers necessary for BPMN execution. As a result, the main stages of business modeling are formulated, a functional comparison of tools for working at the following stages has been carried out: development of a business process model; development of a data layer that supports the execution of the process; mapping data to process tasks – forms of user tasks; programming business rules governing the process; execution of a business process by user-performer. The peculiarity of 1C: Enterprise is that the business process is essentially a superstructure over the layers of data and representations of the finished configuration of a process-oriented information system. The authors believe that both the first and the second approach deserve attention in terms of the educational process at the university for students of 09.03.02 «Information systems and technologies» specialty.

- Abstract: the article discusses the need for the introduction of financial planning as the main management tool in a competitive and unstable environment. Several definitions of the term "budgeting" from different points of view are given. The goals and functions through which the economic content of budgeting is revealed are considered. The current budgeting model, its advantages and disadvantages are also described. The key problems of traditional budgeting are identified, new tools and methods for its replacement are proposed. Each proposed method, its features and principles are described in more detail. In conclusion, the article describes the positive impact of new budgeting tools as a method of financial planning.

THE TRIUNE NATURE OF NATURAL INTELLIGENCE

- The monograph for the first time formulated and described the spiral technology of research and modeling of natural intelligence with three-step turns. Currently, only the first two steps of the first round of spiral technology are widely known. The need for this technology is dictated by the inability to know the natural intelligence, dissecting it or scanning by any radiation. The technology allows us to switch to high-performance systematic work instead of discussions about the nature of artificial and natural intelligence, as well as instead of the dreamy expectation of mysterious heuristics to address issues raised in the creation of artificial intelligence. The basis of the theory in the creation of a new technology is the result of the search for a constructive character in the interpretation of the concept of natural intelligence, that is, the interpretation of the triune nature of natural intelligence. The primary purpose of research on the subject of the monograph, the authors adopted the formulation and description of the theoretical basis of solving the problems of knowledge representation in computer systems. The creation of a theoretical basis becomes possible only with the realization of the triune nature of natural intelligence. The theoretical basis corresponds to the natural science positions in the study and modeling of the epistemological model (objectively isolated part, the unity with the other two parts of the natural intelligence component). The theoretical basis is in demand for obtaining knowledge models in computer systems, allocation on a set of these models of classes, and thus, for the formation of technical requirements in the work on the creation of new shells of knowledge-based systems that implement knowledge models of new classes. In the works focused on achievement of the declared purpose, and in the monograph it is convincingly shown that the whole layer of already executed large-scale works on formation of classes of models of knowledge in computer systems was not based on natural science positions, and for this reason results of already performed works are not demanded at creation of new systems based on knowledge. A significant part of the monograph contains a description of the historical aspect of the works on the stated topic. The consideration of the historical aspect allowed us to see the subjective reasons why the simple to understand and use spiral technology with three-step turns (the theoretical basis for solving the problems of knowledge representation in computer systems) for so long from the moment of formation and recognition of the scientific direction «artificial intelligence» remained undetected and not described for use in research and modeling of natural intelligence in the creation of artificial intelligence. The description of the historical aspect shows the forced reorientation of works on the topic from purely practical (not provided with a theoretical basis) to purely theoretical (not accompanied by works on the modernization of a software product and its implementation in real production). It is also noted that the return to the rails of highly profitable practical work is possible and appropriate. And, accordingly, recommendations for reorientation of works on the topic on the rails of practical and highly profitable are given.
