- Abstract:
- The introduction of digital technologies, services and platforms into all spheres of life raises issues of ensuring digital security and the sustainability of socio-economic and political systems in both developed and developing countries. The increasing information impact, including from external forces, is leading many countries to reconsider the principles of preserving national sovereignty. A new political concept of national sovereignty is developing, a separate element of which is digital sovereignty. This paper examines the main priorities of the domestic policy of a number of states (China, Brazil, Germany, USA, India, Norway, Russia) in the field of digitalization, which are aimed at creating digital sovereignty. The authors studied government programs and strategic planning documents; the authors also identified the main problems arising during the digital transformation of economic systems in Russia and proposed ways to solve them.

- The chapter substantiates the legitimacy of including information resources in the attributes of the ecosystem. The author considers the composition of information costs, structures them, and defines the role of humans in the eco-system as a source and user of information. It is shown that the compensation of information costs is carried out in the course of ecosystem processes, the implementation of which requires the redistribution of ecosystem resource flows.

- The article examines a little-studied phenomenon in Russian history as the experience of local government reforms in the Samara region in 1993-1996. The study showed that the administration of the period under study solved problems related to the stabilization of the economy and society. The author concluded that the administration of the Samara region failed to completely resolve the food issue, however, the necessary steps were taken in the field of health and education. The conclusions of the articles are innovative in the inclusion of new regions of the country, because They can be used as a theoretical basis for local political regions.

- Abstract:
- At the St. Petersburg International Economic Forum (PIEF–2023), the President of the Russian Federation V.V. Putin presented a new concept for the development of a country with a sovereign economy. This time, the president did not as much emphasize and highlight priorities, as he summarized the theoretical and methodological basis for the announced model. The President answered the fundamental question: how and in what way will the new Russian economy be built – «the economy of supply». We are talking about the transition to a qualitatively new level of development – to a sovereign economy that not only reacts to market conditions and takes into account demand, but also forms this demand. Such an economy is often called the «supply economy» and presupposes a large-scale increase in production forces and the expansion of the service sector, the widespread creation of new modern industrial facilities and entire industries, including in those areas "... where we have not yet proven ourselves properly, but there are scientific opportunities, creative potential that we have, of course» – that's how V.V. Putin described the contours of the new development model. The main principles will be: orientation of the education system on employment of graduates; expansion of entrepreneurial activity; increasing the attractiveness of Russia as a state of central jurisdiction for conducting global business and preventing the transfer of funds from the country abroad; ensuring investment growth; maximum spread of the «lean production» system; automation and mastering of artificial intelligence (AI) technologies. Experts named the immediate «builders of the country's technological sovereignty»: to achieve it, experts in artificial intelligence, blockchain and robotics will be needed.

A Large City as a Precursor to the Development of Alternative School Education

- A large city 'gives birth' to groups of carriers of certain ideas, values, and attitudes, who seek each other out. Parents choose schools that appear closer to their own values, where the methods of transmitting these values and the forms of classes seem more preferable and coherent. Schools 'attract' those parents whose basic life attitudes align and correlate with the school's mission, values, and strategy. The study aimed to identify factors influencing the development of alternative education in large cities. To achieve this, information was collected and analyzed on 667 private alternative educational projects in the five largest cities of Russia (Moscow, Saint Petersburg, Novosibirsk, Yekaterinburg, Kazan). In each city, five leaders of private alternative educational projects were identified and interviewed in-depth. Interviews and focus groups were also conducted with experts in alternative education. The study revealed that the concentration of maximum professional, infrastructural, economic, cultural, religious, political-ideological, and social diversity in large cities is a precondition for the development of alternative school education. Stimulating factors for the development of alternative education in large cities include overcrowded schools and the quality of education not meeting parents' expectations. The factor of parents plays a significant role: their age, involvement in their children's education, high level of information, etc. The lifestyle of city dwellers is a formative factor. Here, two strategies can be identified: the 'all inclusive' strategy and the strategy of education connoisseurs. At the same time, in a large city, there are also limiting factors for the development of alternative education: a complex transport system and logistical component, expensive rent and/or cost of buildings.

On the process of standardization in an unwritten language (based on the example of the Shughnani language)

- The article analyses graphic and orthographic variability, as well as issues concerning the standardization process, in an unwritten Pamir language – Shughnani. The source data include a corpus of published and archival Shughnani texts of the 19th–21st centuries and their translation into Russian, as well as dictionaries, and field materials resulting from the author’s field research. We systematise linguistic data by applying an in-depth comparative method, in particular, comparative analysis of culturally marked units, as well as component analysis. There exist no state-institutional structures for regulating social speech activity, and thus no ability to solve theoretical and practical issues in terms of public policy through measures taken in the field of speech culture and language. This situation incentivizes the creation of a written tradition with a unified normative writing system, the compilation of Shughnani-Tajik-Russian, etc. dictionaries reflecting key national vocabulary, and the publication of normative grammars. It also encourages the creation of prose literature, and on this basis, the development of a literary standard. These measures serve to improve the sociolinguistic status of the language and ensure its preservation.

- This study examines the transformational impact of integrating geographic information systems (GIS) into cadastral mapping to address the inaccuracy, limited availability, and lack of adaptability of traditional systems. The study identified specific and measurable improvements after GIS integration, including a 25% increase in data accuracy, a 30% reduction in search time, and a 40% increase in collaboration capabilities. The results obtained allow us to consider GIS integration as a strategically sound and empirically proven activity that offers concrete solutions to ensure accuracy, efficiency and interaction in the compilation of cadastral maps

- This article explores methods of econometric analysis of financial indicators. The most current and necessary approaches for studying the financial sector in 2023 are identified in this article. The article highlights three main classes of econometric models: time series models, single-equation regression models, and simultaneous equation systems. It is important to emphasize that the choice of method depends on specific goals and the characteristics of the available data. Factors such as data availability and quality, model complexity, research objectives, time frames, and the complexity of relationships all influence the selection of the most appropriate method. Ultimately, the article underscores the importance of carefully selecting a method, conducting an analysis of results, and making informed decisions for effective financial management and forecasting future changes.

- The author's study considers the actual direction related to the "digital transformation" of modern society on the scale of the state. The connection between the global process of digitalisation and the need to introduce changes in the system of personnel training, in particular for the agro-industrial sector, is established. The strengths and weaknesses of digitalisation and their impact on the digital wellbeing of the individual are described. Statistical data reflecting some trends in the development of the digital economy in Russia are analysed. An assessment of the state of digitalisation of agriculture in the country is given, and real examples of the introduction of digital tools in the sector are described. The paper describes the structure of digital transformation of domestic agrarian education, which includes five structural components: technical, software, technological, methodological and organisational-legal. For each component, an overview of existing solutions on the market is given. The opportunities, existing experience and possible problem areas in the training of personnel for agriculture and the formation of digital competences of future graduates are considered.

- A higher educational institution, being an important institution for the development of society, ensures the full implementation of targeted psychological and pedagogical influence on students in matters of the formation of a system of values, knowledge, skills, and targeted development of individual personality traits. Modern approaches of researchers note the importance of determining the readiness to perform maternal functions in the younger generation and carrying out a set of activities that enrich students with knowledge about motherhood and child rearing. As a result of the study, it is concluded that the intention of enlightenment expresses the traditional nature of society and, at the same time, the desire of Russian society for rationalization and modernization based on the formation of a personal principle.

- The article deals with the actual problem of information security of adolescents, which is revealed through factors affecting the development of personality. The purpose of the study is the methodological justification of the developed and implemented model of pedagogical support of information security of adolescents in an institution of additional education and pedagogical conditions for its successful implementation. The work is based on theoretical analysis and generalization of pedagogical practice. The material for the study was the content of training courses on programming in an institution of additional education. The results of the study showed that the presented model of pedagogical support of information security of adolescents should be based on synergetic, axeological, socio-cultural and activity approaches. The article specifies the pedagogical conditions under which it is possible to form the qualities of a person capable of resisting information threats and conforming to the norms of our society.
