автор полагает, что закреплённые правовые нормы недропользования при постатейном рассмотрении формируют потенциал напряжённости развития и существования сформированной системы пользования недрами, государство практически устранилось от управления процессами изъятия и перераспределения рентных доходов, сохранило противоречие существующей деятельности субъектов недропользования в статусе прав собственности на недра и в вопросах национальной безопасности, что несёт угрозу для устойчивого развития добывающих отраслей в Российской Федерации
