- Higher education is the most important factor in the country's economic development, meeting its needs for professionals trained in universities who are capable of implementing the strategy of technological leadership and making the national economy effective and competitive in the context of political and economic sanctions against Russia. Much attention is paid today by higher education authorities to organizing educational work in universities and involving students in various «activities», which is often done in universities even by removing students from classes. However, due to political and economic sanctions against Russia, the national economy is experiencing a major shortage of professional personnel, which can and should be replenished by university graduates. As a result, higher education authorities and Russian universities should currently pay special attention to the development of higher education as professional education. Unfortunately, administrative and economic methods prevail in matters of the content and organization of higher education in universities, reducing the effectiveness of the development of higher education, namely as professional education. This is due to the fact that the management of universities is forced to pay more attention to financial issues in order to optimize and reduce costs, receive (earn) money through grant activities, implement business contracts, change staffing by increasing the intensity of teachers' work, etc. The study of the situation with Russian higher education, including the method of included observation, allows us to identify problems in the field of training modern professionals in domestic universities. At the same time, the «new model» of Russian higher education, which is planned to be implemented in universities by higher education authorities in the near future, from the standpoint of its possible effectiveness raises many doubts that it will ensure the predictive development of higher education as professional education and will allow meeting the needs of the national economy in the professionals it needs. As a result, the issue of solving all the problems identified in the work, both in higher education itself and with higher education itself, becomes relevant. Based on the analysis, including the conclusions of experts and specialists in the field of higher education development, the needs of organizations for university graduates, a number of measures are proposed that allow, to a certain extent, to solve the existing problems in the area under consideration.

Challenges for Implementation of Project-Based Learning at Universities

- The gap between qualification of university graduates and real market demands, which has been observed over the last decades, reveals the challenge of deploying project-based educational technologies in higher education. The chapter is aimed at analyzing findings of applying a project-based approach in higher education in Russia. The study was carried out over the period of 3 years involving interviews of freshmen. The research discloses the major benefits and possible hurdles engaged in the process of introducing project-based technology in Russian higher education. The most significant positive results noted by the respondents, were the acquisition of team work experience and development of communication skills. Among the problems associated with the implementation of project tasks, the greatest challenge is presented by the task of building communications with outside organizations. A conclusion was drawn that the key obstacles for first-year students are linked to secondary school education. This can be explained by the current dominating role of traditional teaching methods at schools discouraging the development of practical skills. The study has shown that gaps in school education can be largely solved already in the first year within the framework of project-based learning. The above given evidence makes it possible to conclude that it is necessary to introduce various forms of project-oriented activities into the school curricula. Findings of the empirical research carried out in the study have major implications for teachers in higher educational establishments who are involved into guiding project-based activities of first year students.

Current trends in the development of the modern system of higher pedagogical education

- The Higher Pedagogical School is focused on the formation of students' ability and readiness for continuing education, professional and personal self-development and self-education, necessary in an era of intense social, economic, political and technological dynamics of change. The purpose of this article is to identify the current directions of development of the Russian system of higher pedagogical education in new socio-economic and socio-political conditions. The article considers the following areas of development of higher pedagogical schools: the transition to a unique national system of higher education; the creation of new models for evaluating the results of higher pedagogical education; the introduction of the "Core of higher pedagogical education" taking into account an interdisciplinary approach; the creation of a system of interregional pedagogical districts based on pedagogical universities. The article notes that the creation of a new national system of higher education gives Russian pedagogical education a more modern, competitive and qualitative character, thereby contributing to improving the professional training of future teachers and creating conditions for the implementation of trajectories of continuous pedagogical education. The article uses a theoretical method in the form of analysis of sources, as well as synthesis based on them. It is concluded that the key factor in the development of the higher education system and ensuring its high quality should be a harmonious combination of basic knowledge and practical training of students.

- The study focuses on the investigation of the process of forming the motivational aspect of the professional competency of cadets at a maritime university in a blended learning environment. Given the digitalization of higher education and the specific requirements of the maritime industry, there is a need to provide a solution in response to the demands of ship owners. Employers seek to employ motivated young professionals who are not only skilled in their field but also possess a drive for professional growth. The aim of professional training is to develop competencies, while the motivational element remains unaddressed. It is essential to develop techniques that facilitate the development of this aspect. Professiographic monitoring represents a relatively underexplored technique. The objective of this study is to devise and validate the feasibility of utilizing this approach within a maritime university context. The model for the development of the motivational aspect of professional competence has been created and tested. This model defines the role and components of professiographic monitoring. Its functions have been proposed and criteria for assessing the level of motivation in professional competence have been defined. The results of the study demonstrated positive trends in the development of motivation among cadets, indicating a positive impact on their professional competence.

- Despite the numerous problems in higher education in preparing professionals in demand in the national economy, currently existing approaches to solving them make them impossible to be successfully resolved. This is confirmed by the fact that there is still no scientifically designed governmental strategy for the development of higher education and a scientifically grounded model of the transition to a new system of higher education when moving away from the Bologna System, understandable to both higher education specialists and the entire Russian society. The analysis of the situation with the training of university graduates as future professionals suggests that all the activities carried out by higher education authorities do not allow providing the national economy with the necessary professionals in the changing conditions of the global economy and new challenges from the United States and Western countries. In these conditions, domestic organizations are experiencing an acute ‘personnel shortage’ for young and creative professionals, despite the increase in financial resources for the development of higher education from the government. There is a need for a radical change in approaches to the development of a governmental strategy for teaching students in domestic universities, since the designated new model does not imply a radical development of higher education as higher professional education.

- Historical education in the system of higher educations is designed to solve not only teaching, but also upbringing tasks. Therefore, it is called upon to quickly and effectively overcome challenges which the historical education faces with the help of a specific political situation and social need. The modern situation is particularly acute in this regard. The concept of teaching Russian history to individuals of non-historical specialties and fields, which are implemented in higher education organisations, adopted in 2023, also testifies to this. The renewal of the content of historical education in the country requires the introduction of innovations in the field of the methodology of teaching. The methodological basis of history teaching in Russia has a long tradition, formed within the framework of several directions. Modern researchers of the problem note the special importance of the technological approach, which has become widespread in educational institutions of the country. However, it is not enough for today. The methodology of teaching history should precisely reflect the changes in the content of the discipline. At the same time, the range of methodological techniques in the teacher's arsenal may not change significantly. - The chapter is devoted to the problem of theoretical and practical understanding of the issue of designing variable trajectories to support adaptation in the workplace of young disabled people. The problem is solved through consideration of support trajectories and mechanisms for promoting employment of this category of citizens. An analysis of the main barriers to adaptation and issues of overcoming them was also carried out. The authors analyze and evaluate the success of adaptation to the workplace of young disabled people. For this purpose, a comparative study of graduates with disabilities and normotypical peers was conducted. It was revealed that adaptation of graduates with disabilities is a multicomponent neoplasm. This should be taken into account when strategically planning the content of mentors’ work, when building a system of employee motivation, as well as when implementing adaptation measures to reduce the anxiety and uncertainty of young professionals with disabilities.

- More than 20 years the two-level system of higher education within the framework of Bologna system has been developing in the Russian Federation. However, it proved to be untenable for the Russian Federation, as it significantly reduced the quality of training of university students as professionals demanded by domestic organisations. Under the conditions of economic sanctions against Russia by the USA and a number of countries, it became necessary to implement the import substitution strategy. But its implementation required the development of industry, opening of new enterprises and production facilities, which, in turn, required professionals capable of doing this. As a consequence, it was necessary to change the system of training the necessary specialists in domestic universities. The study of the identified problems was carried out taking into account the practical experience of the author, using the method of included observation and discussion of the identified problems at various conferences, as well as the study of various studies on this issue.

- In considering the theoretical and methodological development of the validity of the reflexive competence of the future teacher in research, presenting the implementation of innovative practice on experimental conditions for the reflexive activity of students – experienced teachers. Reflective teaching of ideas in educational activities in higher education implements: subjectivity in the educational process, individualization, dialogicity and metasubjectivity. Research work was carried out with students of different levels and areas of training: bachelors, masters, specialists (in the areas of training: 44.03.01 and 44.04.01 «Pedagogical education» and 44.03.02 and 44.04.02 «Psychological and pedagogical education»). Research results show that the development of the reflective competence of the future teacher at the university occurs as a result of the systemic work of the university and the pedagogical community. The author comes to the conclusion that it is possible and necessary to develop the reflective competence of a teacher not only on the basis of his many years of professional experience, but also in a reflective environment at the stage of studying at a university.

The article is devoted to the analysis of the main tasks and goals of the PR activities of the university, as well as the problems of business reputation. In the process of writing the work, some research methods were used. At the same time, the Federal State Educational Standards of Higher Education were constantly «improved», since they did not provide the necessary quality of training for university graduates. However, such a reform, «squeezed» by the framework of the Bologna system, did not take into account the needs of the domestic economy, Russian organizations in the specialists they needed. At the same time, a large number of commercial universities appeared that did not train specialists, but earned money from it. And today, even in many state universities there is a set of students for paid education, as a result of which not all talented young people can enter a university, since there are not enough budget places for them, and those who can pay for education go to paid education. The author emphasizes the need to ensure the technological and economic independence of Russia, which cannot be provided without the appropriate organization of students' education in domestic universities. And this must be done urgently and without «looking back» to foreign «wishes».

- The chapter of the monograph highlights effective models of innovative activity in the system of higher education for training personnel in the context of the digitalization of society, identified on the basis of an analysis of the best practices of federal innovation platforms. The work was carried out within the framework of the Research and Development Agreement on «Identification of best practices based on the results of an expert evaluation of applications and reports of federal innovation sites» with Financial Expert Systems LLC, Moscow, the operator of the organization of the procedure for evaluating the activities of FIP subjects as part of the execution of the State Contract dated April 25, 2022 of the year No. 05.2022.244.02.003.021 for the performance of works (provision of services) under the project «Information, analytical and technological support for the formation and operation of a network of federal innovation sites in the advanced educational ecosystem of the Russian Federation». The monograph examines the projects of federal innovation platforms of higher education institutions, implemented in the direction of «informatics, digitalization», as well as in other interdisciplinary areas related to the digitalization of society.
