Book Chapter
Principles of building a new ecosystem: social, economic and legal aspects- Author:
- Aleksey Y. Pronin
- Work direction:
- Глава 2
- Abstract:
- This chapter examines trends in the development of industrial ecosystems in the current context of digital economic transformation. The relevance of this study stems from the pervasive trend toward digitalization in the Russian Federation, which encompasses a wide range of industries. The aim of this study is to identify trends in the development of industrial ecosystems and develop a standard model for the development and transformation of industrial enterprise ecosystems. The theoretical and methodological basis of this study is comprised of empirical (expert assessments, study of production experience) and theoretical (systems analysis, categorical analysis, comparison, generalization, and decision-making) methods. The paper describes the tools that support the functioning of digital industrial ecosystems and provides examples of their successful implementation. Based on an analysis of publications by Russian scholars, principles are formulated, development strategies are described, and a standard model for the transformation of industrial enterprise ecosystems is proposed.

Principles of formation of the ecosystem of a commercial bank
Book Chapter
Principles of building a new ecosystem: social, economic and legal aspects- Author:
- Andrei V. Minakov
- Work direction:
- Глава 3
- Abstract:
- The chapter examines the principles of forming a commercial bank's ecosystem as a strategic transition from the role of an isolated financial intermediary to that of an operator providing comprehensive services for various aspects of clients' lives. The core principles include hyper-personalization, open APIs, modular architecture, and a high degree of customer centricity. Based on economic-statistical analysis, a comparative analysis of Russian bank ecosystems (Sber, Yandex, T-Bank), and a client survey, it is established that ecosystem formation is grounded in the principles of a unified digital platform, customer orientation, modularity, and security. The analysis confirms steady growth in the number of clients and revenue, but also reveals risks of monopolization and insufficient regulation. In the future, improvements to the regulatory framework are required, including the introduction of risk-sensitive limits.

Transformation of the banking risk management system in the context of macroeconomic instability
Book Chapter
Principles of building a new ecosystem: social, economic and legal aspects- Author:
- Olga V. Krutova
- Work direction:
- Глава 4
- Abstract:
- The chapter examines the impact of risks on the performance efficiency of banking institutions. The nature of banking activities is inherently linked to risk-taking; however, under the conditions of sanction pressure, market volatility, and tightening regulatory requirements, conventional risk management approaches are no longer sufficient to ensure the stability of even major financial institutions. Using the case of Moscow Credit Bank, a systemically important bank, the study investigates how external shocks and internal management decisions transform its risk profile. The research is based on the analysis of the bank's consolidated financial statements for 2023–2025, including the assessment of the dynamics of key financial indicators, the structure of the loan portfolio and loan loss provisions, liquidity ratios, and market multiples. The study identifies critical risk areas and proposes a comprehensive set of measures to mitigate each of them.

Reengineering of an organization's calculations with a budget in the digital ecosystem of the Federal Tax Service: a single tax bill as a case of structural adjustment
Book Chapter
Principles of building a new ecosystem: social, economic and legal aspects- Author:
- Soslanbek S. Mollaev
- Work direction:
- Глава 5
- Abstract:
- The chapter examines the Unified Tax Account (UTA) as a factor in the structural restructuring of an organization's settlement process with the budget and as an example of regulation-driven business process reengineering. The transition from individual tax payments to a single balance and a legislatively established procedure for distributing funds affects tax and accounting, treasury planning, information exchange, and reconciliation procedures. The new architecture limits an organization's allocational autonomy in conditions of insufficient liquidity. The concept of reengineering reconciliation debt is proposed as an adaptation gap between an organization's internal data and the UTA balance, requiring resources to identify and resolve discrepancies. The UTA is considered as a mandatory level of the Federal Tax Service's digital ecosystem, with tax monitoring representing a deeper level of digital integration. The conclusion is drawn that regulatory reengineering is iterative in nature, in which changes to the external architecture of tax administration necessitate subsequent adaptation of an organization's internal business processes and information systems.

Mechanisms for protecting the rights of subjects in the digital ecosystem: legal and socio-economic aspects
Book Chapter
Principles of building a new ecosystem: social, economic and legal aspects- Authors:
- Andrei V. Seleznev, Igor P. Rak, Anastasiia A. Strelnikova
- Work direction:
- Глава 6
- Abstract:
- The chapter examines the problem of protecting the rights of subjects in the digital ecosystem – an environment organized around a platform, where traditional counterparties are replaced by a multilateral technological construct. It demonstrates the inseparability of socio-economic and legal aspects: information asymmetry and bargaining power imbalances, network effects, lock-in, and algorithmic mediation devalue instruments designed for bilateral relations. The methodological framework includes systemic and functional approaches, formal-legal and comparative-legal analysis, as well as legal modeling. The result is a four-level protection model (normative, institutional, procedural-jurisdictional, and techno-legal levels), arranged in order of increasing specialization and automation. Barriers hindering the exercise of rights are identified – information asymmetry and bargaining power imbalances, opacity of algorithms, cross-border nature of conflicts, and user lock-in to the platform. Guidelines for improvement are outlined: priority of prevention and "protection by design," genuine accessibility of procedures, mandatory explainability of algorithms, co-regulation, and harmonization of international standards.
- Keywords:
- platform economy, privacy by design, digital ecosystem, protection of subjects' rights, bargaining power asymmetry, opacity of algorithms, algorithmic discrimination, algorithmic explainability, lock-in effect, platform employment, prevention of violations, four-level model of protection

Transformation of the national innovation system into an ecosystem format: econometric analysis of personnel determinism and institutional lags
Book Chapter
Principles of building a new ecosystem: social, economic and legal aspects- Author:
- Olga I. Khudiakova
- Work direction:
- Глава 9
- Abstract:
- The chapter examines the systemic imbalances of Russia's national innovation system (NIS) in the context of ensuring technological sovereignty. Based on an analysis of time series data for 2000–2024 using cointegration analysis and vector autoregressions, it is established that the NIS operates asymmetrically: there is no statistically significant impact of the created infrastructure on the generation of intellectual property, nor is there feedback – patents do not stimulate the immediate creation of new institutions. The only sustainable driver of inventive activity is high-level human capital – researchers with advanced degrees. Expanding staff numbers is the main trigger for the bureaucratic growth in the number of legal entities in the R&D sector. The scientific novelty lies in the econometric substantiation of the concept of “institutional lag,” demonstrating the absence of cointegration between scientific outputs and infrastructure; quantitatively differentiating the determinant factors of the two NIS circuits (elite quality vs. physical labor volume); and showing the ineffectiveness of relative budget indicators for forecasting micro-shocks in the innovation process. The conclusion is drawn that a paradigm shift in governance is necessary: a transition from directive construction of research institutes to targeted support for degree-holding research teams and the creation of flexible legal mechanisms.

Generative artificial intelligence as a factor in the transformation of the social ecosystem: from traditional institutions to quasi-subject interactions
Book Chapter
Principles of building a new ecosystem: social, economic and legal aspects- Author:
- Irina V. Staroverova
- Work direction:
- Глава 10
- Abstract:
- The chapter examines the impact of generative artificial intelligence on the transformation of the social ecosystem, understood as a set of interdependent institutions, norms, practices, social roles and communication channels whose stability is maintained through the coordination of expectations among its elements. Generative AI is considered an actor in terms of the consequences of its inclusion in social relations and a quasi-subject in terms of how it is perceived in communication, while being neither a subject nor an instrument in the traditional sense. The genealogy of the quasi-subject concept is traced through comparison with actor-network theory, the theory of social action and the concept of «other sociality». The crises of education, the labour market, law and science are interpreted as a system of ecosystem contradictions and ruptures arising from incompatible institutional requirements concerning AI use. The chapter introduces the concept of multiple local social consensuses, each representing a particular way of closing the AI «black box», analyses the mechanisms that generate trust in AI through the concepts of the black box and simulacra, and proposes principles for restoring coherence within the social ecosystem.

- Глава 11
- Abstract:
- This study provides a conceptual and methodological justification for the formation of a sustainable development ecosystem for the agro-industrial complex (AIC) in the context of national economic transformation, the need to strengthen technological sovereignty, and ensure food security. It demonstrates the exhaustion of the traditional extensive AIC model, focused on raw material exports and fragmented subsidies. The authors have developed an institutional and production matrix linking the social (reproduction of human capital), economic (reduced transaction costs, sharing models, monetization of environmental externalities), and regulatory (land use regime) blocks. A transition from linear value chains to networked platform interactions is substantiated. A set of tools for increasing the investment attractiveness of the industry is proposed, including green bonds, tokenization of bio-assets, and the circulation of carbon units in the climate market.

Between shame and autonomy: two faces of adolescent vulnerability in the educational environment
Book Chapter
Theoretical and practical aspects of pedagogy and psychology- Author:
- Alla I. Matveeva
- Work direction:
- Глава 23
- Abstract:
- The chapter is devoted to constructing a differentiated analytical model of age-related vulnerability in adolescents within the educational environment for two ontogenetically distinct cohorts: ages 10–13 and 14–18. The author proceeds from the position that a unified interpretation of adolescence is methodologically untenable, since identical behavioral manifestations (irritability, withdrawal, conflict behavior, declining academic performance) may be generated by fundamentally different psychological mechanisms and therefore require differentiated diagnostics. For early adolescence, the concept of «three pillars of stability» is proposed: self-perceived competence, self-regulation, and social status within the peer group, the weakening of which explains typical forms of school maladaptation. For late adolescence, the leading challenge is considered to be the existential task of identity and autonomy formation, intensified by the digital environment of social comparison and cyberbullying. Based on the analysis of Russian and international empirical data (WHO, the Ministry of Internal Affairs of Russia, HSE University, VCIOM), a three-level «risk map» of the educational environment has been operationalized, encompassing structural, social, and personal-psychological levels. Current diagnostic practice is also described (ongoing observation, annual screening, in-depth diagnostics), along with the «school ambassador» institution as a mechanism for early identification and referral of adolescents at psychological risk. The study shows that the structural level of the school environment plays a foundational role: the concentration of up to 70% of bullying cases within a limited circle of educational institutions points to the institutional, rather than purely individual-psychological, nature of most risks. The proposed model provides a basis for schools to shift from reactive intervention toward systematic, age-differentiated prevention.

- Abstract:
- The relevance of this research topic is related to the importance and significance of managing the development of the road network for achieving the national development goals of “A Comfortable and Safe Living Environment”, “Decent, Efficient Employment, and Successful Entrepreneurship”, and for ensuring Russia's economic security. The aim of the study is to identify the relationship between the development of the road network and the economic security of the Russian Federation. The study revealed that the implementation of the national project “Safe, High-Quality Roads”, completed in 2024, did not fully address the challenges and risks to economic security associated with the high proportion of regional and local roads that do not meet regulatory requirements, underfunding of the road infrastructure, the slow pace of innovative development and implementation of digital solutions, and regional differentiation in the quality of the road network. Particular attention is paid to the mutual influence of road development and economic security, which allowed us to identify three types of effects: direct, indirect, and induced. Ensuring economic security is necessary for the continuous formation of resource support for road management, innovative renewal, and the successful digital transformation of the road infrastructure.

- Abstract:
- The chapter examines the transformation processes in the educational system of the Russian Federation in the context of the transition from the Soviet model to the modern educational paradigm. The prerequisites and consequences of Russia's accession to the Bologna Process (2003–2023) are analyzed, including the introduction of the Unified State Exam, the credit-module system, and the unification of educational standards. Key problems of modern education are identified: staffing shortages, corruption, low funding, the predominance of theoretical training over practical training, weak continuity between educational levels, the mismatch between specialist training and labor market needs, and the outflow of qualified personnel abroad. Promising areas are considered: the development of a dual system of vocational education (combining 40% theory and 60% practical training), the Priority 2030 program, and the transition to a supply-side economy. It is concluded that it is advisable to transition to a national education system that takes into account historical experience and ensures the training of qualified personnel for the domestic economy, in accordance with the tasks outlined in the President's Address to the Federal Assembly.
