    Abstract:
    The chapter discusses current problems of dual education for students of higher educational institutions in modern conditions. The dual education system, combining theoretical training at universities with practical training at enterprises, is one of the most effective ways to train specialists. However, despite the obvious advantages, the implementation of a dual system faces a number of difficulties and challenges. The study analyzed the main problems, such as insufficient interaction between educational institutions and business, limited funding, insufficient motivation of students and teachers, as well as regulatory and organizational obstacles. Particular attention is paid to analyzing the current state of dual training, as well as offering recommendations for improving this system.

    Abstract:
    The Higher Pedagogical School is focused on the formation of students' ability and readiness for continuing education, professional and personal self-development and self-education, necessary in an era of intense social, economic, political and technological dynamics of change. The purpose of this article is to identify the current directions of development of the Russian system of higher pedagogical education in new socio-economic and socio-political conditions. The article considers the following areas of development of higher pedagogical schools: the transition to a unique national system of higher education; the creation of new models for evaluating the results of higher pedagogical education; the introduction of the "Core of higher pedagogical education" taking into account an interdisciplinary approach; the creation of a system of interregional pedagogical districts based on pedagogical universities. The article notes that the creation of a new national system of higher education gives Russian pedagogical education a more modern, competitive and qualitative character, thereby contributing to improving the professional training of future teachers and creating conditions for the implementation of trajectories of continuous pedagogical education. The article uses a theoretical method in the form of analysis of sources, as well as synthesis based on them. It is concluded that the key factor in the development of the higher education system and ensuring its high quality should be a harmonious combination of basic knowledge and practical training of students.

    In the conditions of restrictions caused by market changes, political, economic factors, effective supply chain management becomes a key factor to ensure the stability and competitiveness of the enterprise. On the example of «Business Car Caspiy», an analysis of the economic performance and logistics activities of the company has been carried out. In order to mitigate the impact of constraints, several measures have been proposed, including optimizing the product assortment and introducing a dynamic stock buffer management practice using a new information and accounting system that optimizes relations with suppliers and customers.

    This article is devoted to the study of the role of loan agreements in the legal system of a constituent entity of the Russian Federation. The purpose of the study is to consider the problem of the relationship between loan agreements and other legal institutions, such as civil law, banking law, consumer law and others. Particular attention is paid to the peculiarities of the conclusion, execution and termination of loan agreements at the level of a constituent entity of the Russian Federation. The features of regulation of credit relations at the regional level are analyzed, based on regulations and legislation of a specific subject of the Russian Federation. The authors analyze practical problems that arise when concluding loan agreements and resolving disputes between the parties. The influence of federal legislation on the regulation of credit relations in a specific constituent entity of the Russian Federation is also considered. Results.     The chapter is devoted to the consideration of relevant issues of forming a strategy for the sustainable development of the regional education quality assessment system. The paper examines the regulatory framework and social challenges associated with this process. The author analyzes the existing approaches to assessing the quality of education in foreign and Russian practice, determines their common features and key problems. The research methodology includes a theoretical review of the regulations governing the field of education quality assessment at the federal and regional levels, as well as the study of the participants' opinions of educational relations based on the results of a sociological survey. The results of the analysis show the need to develop new approaches to assessing the quality of education at the regional level, taking into account the modern requirements of society and the demands of the labour market. The author emphasizes the importance of developing cooperation in scientific and methodological work at all levels of education management and offers a number of practical recommendations aimed at optimizing the existing system of education quality assessment in the entities of the Russian Federation.

    The relevance of the research topic is related to the need to assess the results of the national project "Safe High-Quality Roads" implementation at the regional level, to identify unresolved problems of road development in the regions of the country. The objective of the work is to identify the problems of road development typical of the Samara region, to suggest possible ways to solve them. The study analyzed the state and dynamics of the Samara Region's highway network, road safety, and the practice of using PPP (public-private partnership) mechanisms to finance road construction, which uncovered problems such as the non-application of life-cycle contracts in road construction, a significant length of roads that do not comply with regulations, a funding gap for the highway complex, and low rates of digitalization in road construction, the absence of a long-term strategy for the development of Samara region highways based on a scenario approach. We developed recommendations that will help overcome these problems and simplify the achievement of strategic goals for the socio-economic development of the Samara region.

    The chapter is devoted to the problem of assessing and increasing the region's attractiveness to ensure the country's development in modern conditions. The relevance of the topic is determined by the fact that, despite significant investment in many components of the socio-economic regional system, the level of population density in the territories of agricultural area of specialisation remains low. One of the reasons is the insufficient attractiveness of the region. The purpose of the study is to clarify the concept of " region's attractiveness", to identify and selectively assess the factors that determine it. The peculiarity of the methodology is the use of comparative analysis. Based on the materials of the Oryol Oblast, we have analysed the indicators of the main attractors in the block "attractiveness for the population". It was revealed that a relatively low level of population density is explained by low indicators of attractiveness. At the same time, the presence of favourable factors should be noted.

    The historical and practical experience of choreography has a phasing and hierarchy of the levels of mental activity, which can be traced in the history of dance culture through plastic codes. The phenomenon of choreographic art in the classical ages lies in the fact that within the late XVI–XIX centuries in Europe (Italy, France, Denmark) complex cultural processes and intersections of a biosemiotic nature took place simultaneously: on the one hand, this is the formation of a ‘new’ human worldview, and on the other, the formation of a ‘new’ model of scientific and an artistic picture of the world. Where the boundaries of the art of dance (the emergence of new genres, language and style) and cultural and historical time in different countries do not always coincide. In all this, the dominant side should also exist: finding of means (a rule, a method, a norm) and forms (creative thought, will, creative impulses, creative spirit) in the transformation of the foundations of the world order.

    The article is devoted to the study of the issue of a prognostic approach in the process of improving the personal and professional level of teachers in view of the development of the regional educational system. One of the features of the socio-political development of the Russian education system today is the qualitative renewal of the federal structure of our state. Modernization and reform of the educational system in the constituent entities of the Russian Federation is justified by the increased responsibility of the regions for the quality of education and the need for integration into the educational space of the state. The regional education system of the various republics of the Russian Federation, having certain general invariant characteristics, always remains conditioned by geographical, economic, sociocultural, national-ethnic, and confessional specifics. The formation of regional labor markets is relevant, and the most important task of the process of improving the personal and professional level of teachers is to take into account the specifics of the regional educational system of vocational education, ensuring the social protection of teachers by introducing regional production specifics into the content and organizational forms of this type of activity.

    Historical education in the system of higher educations is designed to solve not only teaching, but also upbringing tasks. Therefore, it is called upon to quickly and effectively overcome challenges which the historical education faces with the help of a specific political situation and social need. The modern situation is particularly acute in this regard. The concept of teaching Russian history to individuals of non-historical specialties and fields, which are implemented in higher education organisations, adopted in 2023, also testifies to this. The renewal of the content of historical education in the country requires the introduction of innovations in the field of the methodology of teaching. The methodological basis of history teaching in Russia has a long tradition, formed within the framework of several directions. Modern researchers of the problem note the special importance of the technological approach, which has become widespread in educational institutions of the country. However, it is not enough for today. The methodology of teaching history should precisely reflect the changes in the content of the discipline. At the same time, the range of methodological techniques in the teacher's arsenal may not change significantly. It is even possible to appeal to the experience of pre-revolutionary and Soviet methodology. But the question of the content of the methodological base and its objective orientation is core.

  • Sustainable development of the agro-food system of the regions of the Russian Federation: opportunities and limitations

    Abstract:
    The sustainability of the agri-food system is key to long-term food security. The objective of this study is to identify factors that can hinder the achievement of sustainability of the agri-food system and to determine the most important prospects for its development. The research methodology is based on the use of general scientific and special methods, among which is the method of standardizing indicative indicators of food security, based on calculating the deviation of actual values from their threshold values. The object of study is the agri-food system of the Republic of Mordovia. The study identifies key limitations to the sustainability of the region’s agri-food system, including the unsatisfactory state of fixed assets, insufficient innovative activity of the republic’s agricultural producers, and the complicated situation with food waste processing. Measures to neutralize these threats have been proposed, primarily in the field of digitalization of the industry.
