  • Problems of organizing the training of Russian university students as professionals when introducing a new model of higher education

    Abstract:
    Despite the numerous problems in higher education in preparing professionals in demand in the national economy, currently existing approaches to solving them make them impossible to be successfully resolved. This is confirmed by the fact that there is still no scientifically designed governmental strategy for the development of higher education and a scientifically grounded model of the transition to a new system of higher education when moving away from the Bologna System, understandable to both higher education specialists and the entire Russian society. The analysis of the situation with the training of university graduates as future professionals suggests that all the activities carried out by higher education authorities do not allow providing the national economy with the necessary professionals in the changing conditions of the global economy and new challenges from the United States and Western countries. In these conditions, domestic organizations are experiencing an acute ‘personnel shortage’ for young and creative professionals, despite the increase in financial resources for the development of higher education from the government. There is a need for a radical change in approaches to the development of a governmental strategy for teaching students in domestic universities, since the designated new model does not imply a radical development of higher education as higher professional education.

    Abstract:
    More than 20 years the two-level system of higher education within the framework of Bologna system has been developing in the Russian Federation. However, it proved to be untenable for the Russian Federation, as it significantly reduced the quality of training of university students as professionals demanded by domestic organisations. Under the conditions of economic sanctions against Russia by the USA and a number of countries, it became necessary to implement the import substitution strategy. But its implementation required the development of industry, opening of new enterprises and production facilities, which, in turn, required professionals capable of doing this. As a consequence, it was necessary to change the system of training the necessary specialists in domestic universities. The study of the identified problems was carried out taking into account the practical experience of the author, using the method of included observation and discussion of the identified problems at various conferences, as well as the study of various studies on this issue.

    Abstract:
    For a long time, higher education in Russia was organized within the framework of the Bologna system «bachelor's-master's». However, the implementation of the FSES HE according to foreign standards did not give the desired effect, since domestic organizations were not interested in graduates of domestic universities, as in professionals. As a result, higher education ceased to exist as a professional education, and society lost the specialists it needed in the person of university graduates who were trained as bachelors. At the same time, the Federal State Educational Standards of Higher Education were constantly «improved», since they did not provide the necessary quality of training for university graduates. However, such a reform, «squeezed» by the framework of the Bologna system, did not take into account the needs of the domestic economy, Russian organizations in the specialists they needed. At the same time, a large number of commercial universities appeared that did not train specialists, but earned money from it. And today, even in many state universities there is a set of students for paid education, as a result of which not all talented young people can enter a university, since there are not enough budget places for them, and those who can pay for education go to paid education. The author emphasizes the need to ensure the technological and economic independence of Russia, which cannot be provided without the appropriate organization of students' education in domestic universities. And this must be done urgently and without «looking back» to foreign «wishes».

    Abstract:
    The following paper analyzes the Russian system of education. Modern practice in the development of higher professional education shows that today's graduates of Russian universities for the most part are not prepared for real practical work in organizations as professionals. Undoubtedly, the time and changing conditions for the implementation of the activities of Russian universities over the past three decades have changed significantly. However, the training of modern professionals in the new conditions was based not on the domestic experience of universities, but on foreign approaches to two-level higher education – the training of graduates of Russian universities as bachelors and masters. But at the same time, Russian researchers and officials do not have a clear understanding of the difference in the level of professional training of students, both bachelors and masters. And the declared new “competence-based approach”, when it is proposed to form students with rather “vague” competencies, presented in the Federal State Educational Standards for Higher Education of the Federal State Educational Standards of Higher Education 3++, does not allow employers to see the professionals they need in a modern university graduate. And the fact that the modern West does not recognize the diplomas of graduates of Russian universities indicates that today it is necessary to implement a policy of import substitution in higher education, and, based on domestic experience in training graduates of Russian universities as specialists-engineers, to prepare them for real practical work in Russian organizations.

Преемственность в обучении иностранному языку имеет комплексный и междисциплинарный характер, раскрывающийся через преемственность основных образовательных программ. Выявлена необходимость систематической работы по формированию системы усложняющихся требований как к процессу, так и результатам иноязычного обучения. Обеспечение преемственности в данном направлении способствует повышению качества языковой подготовки будущих специалистов в разных сферах. Также рассмотрены факторы принципа преемственности и компоненты процесса непрерывного иноязычного обучения, способствующие улучшению эффективности образовательного процесса на всех уровнях обучения.

    В статье поднята тема качества российского образования. В настоящее время много говорится о необходимости повышения качества отечественного высшего образования. Мы рассматривали в наших публикациях ряд проблем, связанных с этим. Однако главное здесь не проблемы в образовании, а проблемы с образованием. И главная проблема связана с отказом от прошлого советского опыта в этой сфере и потерей его национальных особенностей, связанными с переходом обучения в российских вузах по иностранным лекалам «бакалавриат – магистратура». Проведенные исследования данных проблем, в том числе методом включенного наблюдения, позволяют утверждать, что педагогический состав вузов понимает данную проблему, но вынужден много работать над учебными планами и программами, подстраиваясь под постоянное «совершенствование» Федеральных государственных образовательных стандартов высшего образования. Однако сегодня не хватает именно учета культурных особенностей в организации высшего образования и имеющегося советского опыта, когда образование в советских вузах признавалось во всем мире как наиболее передовое. И сегодня многие страны используют в организации высшего образования опыт советской высшей школы, от которого мы пытаемся уйти. При этом много для обеспечения нужного качества вузовского образования давала школа. Сегодня российское школьное образование тоже испытывает много проблем, в том числе перестает быть базой для качественного высшего образования, так как школьники поступают в вуз по результатам единого государственного экзамена (ЕГЭ), который не позволяет оценить готовность молодых людей к обучению в вузах. Отказ от системы «школа – вуз» серьезно влияет на качество вузовского образования, особенно в такой многонациональной стране, как Россия. Но сегодня уже четко видно, что необходимо срочно решать проблему качества высшего образования с учетом традиций и имеющегося опыта российского и советского опыта.

The goals, objectives and basic principles of the Sirius Educational Center are disclosed. The results of a survey of teachers and curators of Sirius about the features of working with gifted children are presented. A model of the organization of training personnel for work with gifted children is presented as a master's program in psychological and pedagogical direction, implemented at the Southern Federal University.

    The article is devoted to the analysis of development and testing of experimental practicums for foreign students based on modern techniques. It is of special importance for programs in chemical engineering and material’s science as respective practicums provide students with opportunities to learn more about cutting-edge interdisciplinary methods used for development and investigation of modern materials properties. The purpose of the article is to develop an interdisciplinary experimental practicum on microfluids for a Master’s degree program «Smart Materials» in English. Methods. The analysis was carried out on the basis of Kazan National Research Technological University (KNRTU). The development of the experimental practicum was carried out on the basis of the KNRTU international partners’ experience: the University of Regensburg (Germany) and Carnegie Mellon University (USA) through a comparative analysis of master's programs at KNRTU and international partners, as well as teaching materials of relevant educational programs. It is concluded that microfluidic systems such as «lab-on–a–chip» devices are a promising technology for the implementation of various chemical and chemical-technological processes for the end user or group of users as well as an actual experimental environment for students studying natural sciences. The practicum was tested on Bachelor’s and Master’s students. The practicum was analyzed for its potential to be implemented as a component of short-term academic programs such as summer schools. The practicum aroused greater interest among students compared to traditional laboratory work due to the possibility of self-design and manufacture of microfluidic devices and control of the process of obtaining nanoparticles using a computer.

    В статье показаны проблемы подготовки студентов в отечественных вузах как бакалавров и магистров. При этом главная проблема связана с тем, что внедренная в отечественные вузы вместо специалитета иностранная система бакалавриата и магистратуры не оправдывает себя как эффективная система подготовки профессионалов в России. Кроме того, она не воспринимается ни педагогами вузов, ни работодателями, которые не могут понять необходимости такой замены. Да и отечественные профессиональные стандарты, которые «привязываются» к новым Федеральным государственным образовательным стандартам в качестве основы подготовки бакалавров, связаны с требованиями к специалисту. В то же время опыт подготовки студентов в отечественных вузах как бакалавров и магистров уже позволяет сравнить качество подготовки студентов как специалистов и как бакалавров и магистров и определить пути развития отечественного высшего образования на современном этапе.
