    Abstract:
    Strategic management of spatial development of the agricultural sphere is organized as a single integrated system in which its constituent elements are aimed at contributing to the overall result. In the new economic conditions, the decisions announced in the «Strategy for the Development of agro-industrial and fisheries complexes of the Russian Federation for the period up to 2030» dated April 12, 2020 №. 993-р, in the State programs «Integrated development of rural territories», «Effective involvement in the turnover of agricultural land and the development of the reclamation complex of the Russian Federation», «The state programs for the development of agriculture», «The Development of the fisheries complex», «The Federal Scientific and Technical Program for the Development of Agriculture for 2017–2030», etc. should systematically identify development opportunities on the one hand, and influence the entrepreneurial initiative on the other hand, and, therefore, require systematic monitoring and elimination of parallelism in management decisions. Under the sanctions imposed by Western countries against Russia, agriculture remains the leading industry in the country's economic system. In the new economic conditions, the management of spatial development of agriculture is in urgent need of scientifically based planning and forecasting of economic resources, including managerial personnel. The development and substantiation of an up-to-date resource forecasting methodology corresponding to modern conditions of agricultural development is the most important task of managing the spatial development of the industry. In addition, the key role of the digital economy and digitalization in the management of the agar sector in modern conditions serve as a tool for the transition of the industry to a new technological level, since, on the one hand, they were previously unused sources of achieving economic growth of agricultural industries, efficiency and efficiency of management processes, and, on the other, they become a powerful incentive innovative spatial development of rural areas of the country, especially geostrategically important macro-regions. The study presents an analysis of a significant amount of factual data, on the basis of which meaningful conclusions are made: it is established that strategic scenario planning and forecasting of spatial development processes of individual branches of agriculture belong to the methods of public administration and are necessary economic tools during the crisis; the current methodology of forecasting human resources in the field of management is substantiated, which corresponds to the modern conditions of development of individual macro-regions, and is also the most important state task in the strategic management of agriculture; an economic model is constructed that allows assessing the need for managerial personnel in the medium term, taking into account the influence of external economic factors; the use of digital technologies in agricultural organizations, costs are analyzed on scientific research in the field of science «agriculture», the level of innovation activity, the costs of organizations for innovation activities, as well as the volume of innovative products on the example of individual subjects of the Federation.

    Abstract:
    In recent decades, there have been significant changes in management in general, and in particular in the management of education, which is associated with such processes as globalization, commercialization, public sector reforms and the emergence of the knowledge economy and society. The article discusses the main theoretical approaches developed by researchers in recent years, including the main models of management of the development of higher education. It is concluded that the applicability of a particular management model in countries is determined by the role and place of the education system in them, the historically established interaction of the education system and society. None of the considered models makes it possible to identify its advantages over other models, therefore, the development of education management models needs further development.

  • Open Resources in the Process Management of an Educational Organization in the Context of Integration and Inclusion

    The formation of a digital education space is an important moment for the development of the education system in the modern world. The article analyzes the problems of ensuring the security of information technologies in the management of the educational process of organizations, the risks and threats of open Internet resources in the context of integration and inclusion. It is proposed to identify the process of forming digital mentors in a pandemic Covid time as a safe expert space that can reduce risks and threats. Materials and Methods. Using the method of descriptive analysis of datasets voluntarily made publicly available on the Internet by educational organisations allowed the authors to investigate examples of large-scale projects of virtual schools in the formats of exchange models for information subscribers and system integrators. The issues of ensuring the safety of underage users, legal shortcomings of access and protection of Internet consumers of open educational resources were discussed. Results. The study has shown that the evidence from innovative processes of developing and producing open educational resources is complex, context-specific and difficult to generalise. Such initiatives require significant organisational change, including external partners of educational organisations and stakeholders with different cultures and educational practices. The authors highlight the use of benchmarking technology as a tool for the quality of intellectual integrations and the effectiveness of educational activities as a whole as an important condition for the success of the processes taking place. In the context of the research, the authors raise the issue of computer addiction among pupils and students and their safe interaction with multifaceted information online, drawing attention to the need for legal and educational measures for online safety, which should be planned and implemented in the educational organisation on a regular basis. Open educational resource OER initiatives are related to institutional change and require appropriate pedagogical and psychological approaches and legal support to help all actors in the educational space adapt to changes in the IT culture. The materials of this article will be useful to specialists and educational managers, including inclusive education, in developing prospective strategies for digital education and models for the development, production and maintenance of open educational resources.

However, the definitions of projects and project management often given by domestic researchers are not linked to the key concepts of the theory of organization management, which leads to the fact that the provisions given by domestic researchers often have no practical application.     The paper considers the importance of pedagogical support for the process of forming students' readiness for professional creativity in the field of personnel management. The results of a ten-year study of the process of training students-future human resource managers at the Ryazan State University named after S.A. Yesenin are presented. The features of the perception of future professional activity revealed during the study period indicate a lack of understanding by the first-year students of the meaning, content, specifics, capabilities, and the creative nature of the chosen profession. It is proposed to conduct a curatorial hour, within the framework of which the curator teacher lays the foundations for determining professional creativity in the field of personnel management and, together with each freshman, helps to form an individual trajectory for the development of a future professional.

    The scientific article is devoted to the research analysis of the theoretical aspects of the characteristics and the practical role of the mechanism of organizational culture in the framework of the formation of the human resource management system of the enterprise. The relevance of the study is due to the fact that today the attention of managers of Russian organizations to the issues of the formation of the mechanism of organizational culture is insufficient to form a method of stimulating labor productivity and the effectiveness of using human capital from this tool. The article examines the theoretical aspects of the concept of «organizational culture». The tasks and the practical role of the application of the mechanism of organizational culture in the management of the stuff of the enterprise are analyzed. The analysis of urgent problems of the human resource management system and the formation of organizational culture, which negatively affect the efficiency of labor activities of stuff. The main directions of improving the management system of the organizational culture of the enterprise in the framework of its stuff policy and activities are considered. In the conclusion of the scientific work the author found that organizational culture is the most important element not only of the stuff management system of an enterprise, which allows to form the principles of HR management and increase interaction between employees, but also a way to increase the economic efficiency of the company's business activities.

    The present article examines the strategy of interaction of the state and small business as a factor of innovative development – which is a very topical issue, since small innovative businesses are enterprises that are on the balance of industrial property applied objects (patents, utility models, industrial designs), as well as those that systematize and protect intellectual property from commercial secrets. At the same time, the innovation activity of small business, according to the authors, is not a custom-made industry, as a rule, this industry requires more development than funding. In this connection, for the formation of innovative forms and the implementation of their activities, commercialization, expansion of strategic management, and the accession of subjects of state innovation institutions, it is necessary to create an adaptive environment for the development of small business.

    The article discusses the possibilities of forming partnerships in the “school – university” educational system, the features of the development of extended cooperation on the example of a model made in the IDEF0 notation, which is widely used in world practice. Possible ways to optimize approaches and planning of the educational process that would meet the latest trends of educational standards are analyzed. The problem of the need to introduce new pedagogical practices, which is caused by a change in the functional approach, is considered. Various methodologies and practices of process and project management that have the advantage of multi-level activity decomposition are analyzed. The graphical language and visualization of which helps to form a detailed representation of the overall picture for the full implementation of the tasks set. The purpose of the presented process model is to establish network partner relations between schools and universities. The step-by-step, waterfall process model proposed in the article clearly demonstrates the amount of resources needed and determines the step-by-step process of project implementation. The considered possibility of establishing partnership relations is aimed at attracting potential University applicants. The awakening of academic interest among potential applicants is formed through the use of various activities on the part of the educational institution and the activity team.

    Abstract:
    Land administration seeks to obtain optimal social, economic and environmental benefits while promoting the principles of sustainable development. An important element of this process is the understanding of the macroeconomic situation for making adequate management decisions at various levels: local, re-gional, national and global. This information is provided by land administration systems ((LAS), the core of which is a multipurpose cadastral system integrated with other spatial information systems and public registries. In this article, the au-thors present the structure of land administration built in modern Europe and also show the specifics of the design of systems in relation to socio-economic conditions. The publication presents a vision of the role of the cadastre in the global system of accounting and land administration, with cadastral accounting considered as the main infrastructure for ensuring the economic, social and environmental benefits of all users, including individuals, business and the state.
