    Abstract:
    In this scientific work, the problems faced by the implementation of cadastral projects in Russian conditions are carefully considered and solved. Focusing on the lack of information in the Unified Federal Information System of Real Estate (GKN), the discrepancy between the boundaries of land plots and the widespread impact of cadastral errors on real estate management, the study used a comprehensive methodology based on both qualitative and quantitative analysis. Based on the provisions of Federal Law No. 221-FZ and related legislation, innovative solutions are proposed in the study. The main problem is the lack of comprehensive information in the GKN, which necessitates the creation of a modern cartographic framework using modern geodetic technologies. It is proposed to amend the legislation giving cadastral registration authorities the right to adjust the boundaries of land plots within the established limits.

    Abstract:
    The article introduces the reader to the functionality of the Dilsi LCMS system in ranking the academic performance of students and is devoted to the problem of using digital technologies in calculating the rating. Recently, students' interest in learning has been declining. Determining the rating of students in the group contributes to solving this urgent problem. The place occupied in the rating encourages the student to get ahead of his own kind, to become a leader in this field of activity. A review of the literature on the topic showed that there is currently dissatisfaction with the current point-rating systems of universities, where ranking is difficult to determine, due to the formalism and complexity of the corresponding calculations. The analysis of the sources confirms the hypothesis about the mechanistic transfer of foreign models to our universities, without observing the principles of functioning laid down in them. The purpose of the study is to propose automation of calculating the reliable ranking of students in a group. Such research methods as a systematic approach, statistical approach, logical and structural analysis were used. As a result of the research, the author came to the conclusion that the task is effectively solved on the basis of digital data of student learning in the LCMS system.

Evidence of this is the long-term activity of the Department of the Institutions of the Empress Maria. The purpose of the study is to establish the importance of the Department as a unique structure in the formation and gradual development of women's education in Russia, to identify the effectiveness of the measures taken. It has been revealed that it is important for the employees of the organization to acquire the skills of quick adaptation to the changes, to analyze the market in a timely manner, to identify problems as quickly as possible and to make decisions on the problems identified. Optimization of management processes and the use of digital tools for effective work and are an integral part of the organization's development strategy.     The article presents the results of developing a model of reflexive quality of life management for the reproductive health of Russian students based on the explication of its value-semantic priorities, personal potential and for the strategy of accumulating human capital and spiritual and moral education. Reflexive management of the quality of life in relation to reproductive health means a purposeful process of influencing the changing parameters of the quality of life, initiated by the identification of spiritual and moral value-semantic priorities, personal and reproductive potentials of young people. The managerial function of the quality of life in relation to reproduction makes it possible to authenticate the will (desire) and active reflexive actions of a young person along the path of its preservation and generalization.

    Abstract:
    In the framework of the study, the situational approach is considered in conjunction with systemic, process and functional scientific approaches, as the management of an institution is a process, educational institution is a form of system organization, which exists in a certain environment, has functional definiteness and goal setting. The authors define quality management of education using situational approach as a purposeful, operative and systematic process of using technologies and functions of managerial activity taking into account environmental factors, which determine the achievement of quality educational indicators. The situational approach in management implies the interrelation of five components in the management system of an educational institution, including additional education: optimality, variability, flexibility and efficiency. A structural and functional model of quality management of educational institution of additional education on the basis of situational approach was developed, which includes: resources, management process and result and ensures the development of additional education institution in an innovative mode. The model was developed on the basis of the modeling method, taking into account elements of the system approach, taking into account the relationship and application of the situational approach in management and in combination with the methodology of functional and process approaches. The quality of education in the model is presented as a goal, as a management process and as a result, with the possibilities of its achievement in the form of using internal potential of the institution (resources, conditions) and taking into account external environmental factors, as well as taking into account the specific qualities and components of effectiveness of situational approach. The testing of structural and functional model for quality management of education on the basis of situational approach will allow structuring, adapting and optimizing the process of quality management in the institution.

The results of a ten-year study of students of the Faculty of Sociology and Management of Ryazan State University named after S.A. Yesenin are presented. Various methods were used to analyze the peculiarities of students' perception of their future professional activity in the context of considering it as professional creativity. The dependence of the conditional level of creative potential and motivation to solve previously unknown professional and creative tasks was determined, as well as barriers blocking the achievement of the goal were identified.

    Abstract:
    The article is devoted to the peculiarities of the formation and development of library management of the Chuvash Autonomous Region. The purpose of the article is to consider the state of library management in Chuvashia in the 20s of the twentieth century and the main activities of reading huts and libraries in raising the educational and cultural level of the population in the period under review. The article is written on the basis of a thorough analysis of a wide range of literature on the topic, statistical collections, the study and selection of materials from central and local state archives, most of which are introduced into scientific circulation for the first time. It was revealed that in the years under study, many methods of mass work were developed and tested in practice, which, being improved at subsequent stages in connection with new tasks, have been used and used by libraries to this day: thematic book exhibitions, review evenings, literary evenings, evenings for discussion of new works of fiction, long-term mass campaigns to promote relevant books and libraries among the population, etc. It is concluded that libraries and reading rooms during the period under study gradually gained experience in cultural and educational work: from the mechanical issuance of books, passive service of readers to the search for methods of active work among the masses. By the mid-1920s, libraries and reading rooms began to switch to more organized and planned work.

    To build an integral innovation ecosystem that allows organize the building up of innovative potential, effective use and increase the competitiveness of Russia in a dynamically changing market environment it’s necessary to require a systemic transformation of all spheres of human activity. The paper analyzes different variations of conditions that determine the formation of an innovative economy and an increase in the country's rating at the global level. The main factors that have the maximum impact on the innovation activity resulting indicators are investigated. Innovative development forecast models are constructed depending on the changes intensity in factors that are sensitive to variations in global trends. The need for a systemic restructuring of the traditional economic structure is argued. Scientific and practical recommendations are proposed for increasing innovative activity and increasing the digital culture of Russian economic entities taking into account the existing opportunities and potential of world leadership.

    The relevance of the material lies in its demand due to changes in the domestic economy under the pressure of various force majeure circumstances (COVID-19, various anti-Russian sanctions from unfriendly countries) and the search for ways out of the current difficult situation. In this way, the author sees the improvement of the project personnel management system to preserve the "human capital" and all its components as one of the target indicators. There is a search for new tools and models for "stitching bottlenecks" in the personnel direction. New vectors of development in the most promising areas are predicted. The methods of empirical research are defined: system analysis, comparative analysis, economic and mathematical methods, observation method and others. One of the main research methods is also the normative method, which allows calculating the main indicators of the use of labor resources in project activities on the basis of appropriate methods.
