    Abstract:
    The chapter discusses the issues of effective management of the social sphere (projects) at the federal and regional levels. The study presents both empirical and theoretical approaches. Based on a sociological survey conducted in the Nizhny Novgorod region, conclusions have been drawn about the insufficient activation of a number of tools in this area. Adaptive measures are proposed for the existing management model, taking into account the similarity and peculiarities of the socio-economic systems of the subjects of economic activity of the Russian Federation. Among the main areas requiring adjustment are the problem of the personnel shortage of "innovative" type managers, the lack of an integrated approach in software, the imperfection of current legislation (in terms of effective software support for projects), as well as the bias and low efficiency of the tax base. Without improving these aspects, stable economic growth in key areas is unlikely: demography, healthcare, education, and the quality of life of the population. The author sees the solution to these problems primarily in the improvement of the existing program-target method in Russia, which is proposed to be used as a key tool for updating the social system.

    Abstract:
    The chapter explores the mechanisms of staff involvement in the digital transformation processes of an organization, from resistance to acceptance of changes. It examines the reasons for resistance, such as fear of losing work, uncertainty about roles, and concerns about the comfort and familiarity of old processes. The chapter proposes a multi-level approach to involvement, which includes strategic leadership, transparent communication, employee participation in planning, opportunities for training and retraining, and the creation of a safe space for feedback. The chapter presents practical methods: targeted communication campaigns, joint formation of a roadmap of changes, involvement of employees in pilot projects, use of agile methodologies and design thinking to minimize resistance. Special attention is paid to measuring the effectiveness of involvement through KPI, satisfaction surveys, indices of perception of changes and monitoring of the organization's culture. As a result, specific steps are proposed to move from resistance to acceptance, which ensures a smoother implementation of digital technologies, increased employee motivation, and a sustainable transformation effect.

These components have traditionally been excluded from analysis in the assessment, development, and retention of an organization's human capital.     The study focuses on the demand for marketing tools in modern conditions in managing the development of problematic territorial-administrative entities of Russia. Despite the increase in the number of studies of individual aspects of territorial marketing (image, destinations), there is a lack of a comprehensive approach to solving the problem of optimizing the structure of the economy and ensuring sustainable development of small towns in Russia. The need to consider not individual areas of territorial marketing, as applied to small towns, but to develop a unified approach to resolving the problems of development lags based on a study of typical representatives in this category is substantiated. In modern conditions, the definition of «unique» market positions, based on the introduction of marketing technologies into the management of a problematic municipality, with their subsequent «business conversion», their most optimal positioning.

    The chapter is devoted to the consideration of relevant issues of forming a strategy for the sustainable development of the regional education quality assessment system. The paper examines the regulatory framework and social challenges associated with this process. The author analyzes the existing approaches to assessing the quality of education in foreign and Russian practice, determines their common features and key problems. The research methodology includes a theoretical review of the regulations governing the field of education quality assessment at the federal and regional levels, as well as the study of the participants' opinions of educational relations based on the results of a sociological survey. The results of the analysis show the need to develop new approaches to assessing the quality of education at the regional level, taking into account the modern requirements of society and the demands of the labour market. The author emphasizes the importance of developing cooperation in scientific and methodological work at all levels of education management and offers a number of practical recommendations aimed at optimizing the existing system of education quality assessment in the entities of the Russian Federation.

The oil and gas industry is one of the areas where economic globalization, which is a key feature of global economic development, is most fully manifested.     A good business reputation of a university is an important factor that increases the value of everything it offers. On the other hand, a bad reputation can reduce the cost of all university products and services and attract negative attention, such as rumors, gossip and negative reviews. The article is devoted to the analysis of the main tasks and goals of the PR activities of the university, as well as the problems of business reputation. In the process of writing the work, some research methods were used. First of all, theoretical methods (the system method, as well as generalization), general logical methods (analogy, analysis) were involved. The results of the study allow us to develop appropriate recommendations aimed at managing business reputation to improve the competitiveness of higher education institutions.

    The analysis of literature sources on the theory of systems and the system of physical culture and recreation activities in the conditions of a general education school is carried out. It is revealed that this system is a multi-component type of activity, including the staffing of specialists of physical culture and health and medical profile, namely, physical education teachers and medical personnel. Of great importance for the existence and development of the system is the material and technical base of the sports and recreation profile, the development of extracurricular activities with a sufficient set of sports sections and the conduct of extracurricular activities and sports competitions. The development of the human potential of the younger generation in terms of physical education should be based on taking into account the individual typological characteristics of schoolchildren. It is shown that half of the national projects directly contribute to the development of the human potential of the younger generation and their implementation through the introduction of a system of physical culture and recreation work in secondary schools will help to preserve and strengthen the health of children and adolescents, both at present and in later adulthood.

It is vitality that is one of the basic characteristics that allows participants in the educational process not only to overcome life circumstances and adapt to constantly changing conditions, but also to become stronger, qualitatively improving the standard of living, physical and psychological health.
