    Abstract:
    Automated scheduling is an applied task of discrete optimization, where graph models and combinatorial algorithms directly affect the quality of educational solutions. The article considers the schedule as a combinatorial optimization problem: from constructing a conflict graph and reducing it to coloring to hybrid schemes combining mathematical programming (MIP), SAT/SMT approaches and evolutionary methods. Special attention is paid to modern open data and tools: ITC 2019 instances (UniTime) and libraries for real implementations. The results of Russian research demonstrating the effectiveness of SMT solvers for generating the initial schedule and modifications of genetic algorithms for optimizing multi-level programs are presented. Based on the review, a practical "pipeline" of scheduling is proposed: decomposition by components of the conflict graph, obtaining a correct basic solution, and subsequent optimization based on soft constraints.     Abstract:
    The article presents a summary of novel material on the topic under study, introduces into scientific use such a concept as: "Intensity index of the dissertation research on pedagogy conducted in the Internal and the Russian national guard troops". The purpose of the article is to form the concept, interpret and describe the procedure for calculating the intensity index of dissertation research. The author describes the ways of this tool implementation while studying the dynamics of dissertation research. The article reveals the means to calculate this index designed to help researchers. This article is intended for a wide range of people: teachers, military postgraduate students, applicants for academic degrees, researchers and cadets. The results obtained in it can be implemented in the educational process of military educational institutions of higher education of the Russian National Guard Troops and in conducting research in this field of pedagogical science.

Culture is the spiritual basis, and geopolitics is the territorial and spatial foundation that forms ethnic groups and feeds them with its landscape energy. The cultural and historical traditions of any nation are complemented by ethnic history, traditions, and corresponding civilizational patterns of behavior.     Abstract:
    The instability of the current macroeconomic environment necessitates the development of specific approaches to managing the regional socioeconomic system, which highlights the importance of identifying its characteristics, conditions of formation, and development. The study used a methodological approach based on system analysis to reveal the essence of the regional socio-economic system. Methods of analysis, synthesis, and scientific abstraction were applied to determine the qualitative characteristics and formulate the author's definitions of the concepts under study. It was concluded that the most important systemic quality of the regional socio-economic system is its resilience, which allows it to adapt to changes and lay the foundation for its further development and the development of the macro-system as a whole. In order to achieve sustainable development of the Russian Federation, it is necessary to effectively use internal resources and involve innovative technologies in the reproduction process, in accordance with the trends of global economic development.

    The chapter is devoted to the key aspects of the formation and implementation of state policy in the field of social and economic development of the region. The author examines the main mechanisms and tools used to improve the quality of life of the population, including social programs, investment projects and infrastructure development initiatives. Based on statistical data, strategic documents, national projects, and state programs, the article analyzes the standard of living and quality of life of the population of the Murmansk Region as a constituent entity of the Arctic zone of the Russian Federation. Factor analysis allowed identifying the problems that negatively affect the quality and standard of living of the region's population and suggesting ways to address them.

    Abstract:
    The article presents an original concept of fractal connection between a leader's personal potential (T-circuit) and professional leadership competencies (L-circuit). It is demonstrated that gaps in life spheres automatically block the development of corresponding competencies. A dual-circuit diagnostic model is proposed with an original structure of 8 spheres × 3 sub-spheres (T-circuit) and 8 competencies × 3 sub-spheres (L-circuit), assessed through a system of original indices: T-Vitality, L-Vitality, T-Balance, L-Balance, and the meta-index LTI. The methodology is part of the original human potential development program "Path to Self-Realization." It is based on a study of 135 CEO-2 level executives and demonstrates the practical applicability of the "inside-out" development strategy.

The development of Android and iOS has led to the emergence of two main approaches to mobile software development: native and cross-platform. Each has its own characteristics that determine development speed, performance, and the quality of user experience. The choice of approach determines not only companies' costs but also the ability of services to meet user requirements.     Abstract:
    The chapter addresses the problem of conflictological competence of teachers in general education institutions within the context of a modern educational environment characterized by a high level of conflict potential and complex subject interactions. The relevance of the study is determined by the need to improve the effectiveness of conflict management in schools and to develop professionally significant qualities of teachers that ensure constructive conflict resolution. The aim of the chapter is to analyze the characteristics of conflictological competence of teachers with different lengths of teaching experience and to identify ways of its development. The results of the study reveal qualitative differences in the structure and styles of conflict behavior among novice, experienced, and long-serving teachers, and demonstrate the influence of teaching experience on the formation of social-psychological, operational, and behavioral components of conflictological competence. The necessity of a differentiated approach to its development, taking into account the stages of professional formation of teachers, is substantiated, and key directions for enhancing conflictological competence in general education are identified.

    The study of the influence of mental states on cognitive development is an important area of modern psychology, particularly in the context of the student environment, where cognitive functions play a key role in academic success. This review examines the theoretical approaches of Russian and international psychologists who have contributed to our understanding of the relationship between mental states and cognitive development. An empirical study is presented. The following psychodiagnostic tools were used in the study: the Correction Test (Bourdon test); Schulte tables; «Memorization of 10 words» (A.R. Luria); the «Relief of Mental State» test by A.O. Prokhorov; a technique for determining speed of thinking; and a technique for studying visual-figurative thinking edited by I.I. Cheremiskina. Regression analysis revealed statistically significant relationships between mental state indicators and cognitive process indicators. The results of the study provide an empirical basis for the development and implementation of scientifically based programs and activities aimed at optimizing the process of adaptation of junior students to the conditions of study at the university.

    Abstract:
    This section presents the results of studies of indicators of physical fitness and morphofunctional development of first-year female students of the Samara Agrarian University in dynamics from 2015 to 2025. It was found that in first-year students over a ten-year period, there was a deterioration in the results of six types of tests out of seven, except for the lifting of the trunk from a lying position on the floor, hands behind the head, where the result did not change. The girls showed a significant (p<0.05) decrease in their overall physical fitness by 12.4% over the course of ten years. It was found that an increase in physical development was accompanied by a decrease in physical fitness among the students. Over the course of ten years, the right and left hand's grip strength decreased by 12.4% and 10.4%, respectively, indicating a decrease in the relative strength of the hand muscles. The results of the back dynamometry correspond to the value of 51.3±4.7 kg, which is also lower than the average values for this category of subjects. The indicators of central hemodynamics, such as heart rate, double product (Robinson index), pulse pressure, circulation efficiency coefficient, and endurance coefficient, indicate a weakening of the cardiovascular system in female students both ten years ago and today, and the situation has remained almost unchanged over the decade of our observations. The indicators of central hemodynamics once again demonstrate the lack of physical activity and hypodynamia among first-year students, both ten years ago and today. First-year students are advised to urgently reconsider their attitude towards physical exercise and pay more attention to developing their basic motor skills in their leisure activities, increasing their weekly physical activity to 8–10 hours.

The article concludes with a description of the conclusions from the practical work of a school psychologist, which were formulated in the course of monitoring adolescents.     The article discusses the current problem of assessing the potential of self-development and self-education competencies of students in pedagogical specialties as key factors in their professional development. It is revealed that the formation of these competencies is a necessary condition for the successful training of highly qualified pedagogical personnel who meet the requirements of the modern education market. The purpose of the study was to identify the key components of self-development and self-education potential, as well as to analyze existing approaches to their assessment in the context of the Russian and international educational environment. To achieve this goal, the authors used methods of scientific literature analysis, comparative analysis of pedagogical practices, and educational standards.     The relevance of this study is substantiated by the high social and personal significance of sports and patriotic education and insufficient development of this topic. The definition of the cognitive component as it applies to sports and patriotic education of adolescents is given. The chapter demonstrates the importance of this component as a basis for the formation of motivational and value attitudes in students. The results of a diagnostic study of the level of patriotic qualities in adolescents related to the cognitive component are presented. A range of topics that can form the content of the cognitive component of sports and patriotic education has been determined; the main forms of education and training corresponding to these topics have been selected. It is clarified that, taken in isolation, the indexes reflecting the development of patriotic qualities in an individual based on the cognitive component are insufficient for determining the overall level of patriotism and should be supplemented by data obtained through testing the level of patriotic qualities based on axiological and activity-based criteria.
