- The chapter discusses the issues of effective management of the social sphere (projects) at the federal and regional levels. The study presents both empirical and theoretical approaches. Based on a sociological survey conducted in the Nizhny Novgorod region, conclusions have been drawn about the insufficient activation of a number of tools in this area. Adaptive measures are proposed for the existing management model, taking into account the similarity and peculiarities of the socio-economic systems of the subjects of economic activity of the Russian Federation. Among the main areas requiring adjustment are the problem of the personnel shortage of "innovative" type managers, the lack of an integrated approach in software, the imperfection of current legislation (in terms of effective software support for projects), as well as the bias and low efficiency of the tax base. Without improving these aspects, stable economic growth in key areas is unlikely: demography, healthcare, education, and the quality of life of the population. The author sees the solution to these problems primarily in the improvement of the existing program-target method in Russia, which is proposed to be used as a key tool for updating the social system.

- For the vast majority of businesses, uninterrupted access to borrowed financial resources is a crucial prerequisite not only for stable operations but also for continued growth. However, in modern Russia, business lending faces a complex set of serious challenges. One of the most pressing issues is the high cost of borrowed funds, which significantly increases the financial burden on businesses. Furthermore, lending institutions impose strict requirements on potential borrowers: mandatory collateral, transparent financial reporting, and a proven track record of successful business management. The situation is further complicated by the country's overall economic instability and unpredictable exchange rate fluctuations, which together create additional pressure on business lending. This study examines the development of business lending in Russia from 2021 to September 2025. The results indicate a decline in loan volumes in 2024–2025 and an increase in interest rates. However, existing prospects, such as lower interest rates, the development of alternative financing sources, government support, and the digitalization of financial services, could significantly improve the situation.

- In the context of dynamic changes in education and the introduction of new standards and technologies, the requirements for the level of teacher professionalism are increasing. Traditional models of professional development are often criticized for their formalism, lack of connection to real-world practice, and insufficient impact on the quality of the educational process. This has led to a need for alternative, more effective approaches that focus on continuous reflective and active growth for teachers. The formative approach, which once transformed assessment from a summative control to a supportive and formative process, is aimed at promoting student growth. This same paradigm, which has proven its effectiveness in continuity, constant reflection, and support, can also be applied to the development of teachers. The new process, which is the formative professional development of teachers, has the potential to redefine the development process itself. A comparative analysis of traditional and formative professional development of teachers is relevant for developing scientifically grounded recommendations for modernizing the system of support for teacher growth. The purpose of this study is to explore the evolution of the concept of professional development from traditional to formative and to explain their differences. The study used theoretical analysis and empirical research methods. As a result, the fundamental differences between classical and formative teacher development have been identified, which can serve as a practical application of formative teacher development strategies and a perspective for further research on the new educational process.

- The rationale for the practical implementation of the principles of the sustainable development concept at the level of economic entities is due to the fact that they are not yet mandatory for enterprises and organizations in the Russian Federation. Unlike at the national level, the application of the sustainable development concept at the level of economic entities remains a desirable but not mandatory component of their activities. Based on the use of general scientific theoretical methods of cognition (analysis, synthesis, generalization, induction, deduction, etc.), the study has formed a holistic understanding of the implementation of the principles of sustainable development in the activities of economic entities, and has also attempted to provide a theoretical justification for certain aspects of the organization of economic entities' activities in accordance with the concept of sustainable development. Unlike existing approaches to analyzing the activities of economic entities in implementing the principles of sustainable development, the authors propose considering social and environmental activities in an inseparable connection with production activities. Since it is the scale of production activities and their effectiveness that determine the content of social and environmental activities, as well as the capabilities of economic entities to carry them out. In accordance with this, an attempt has been made to determine the minimum boundaries of social and environmental activities from the perspective of ensuring sustainable development of economic entities, as well as the possibilities for expanding them.

- The relevance of the study is due to the total trend towards digitalization in the Russian Federation, which covers a wide range of sectors of the national economy. The purpose of the study is to identify trends in the development of industrial ecosystems in the context of the total implementation of digital technologies and the need to ensure technological sovereignty. The theoretical and methodological basis of the study is empirical (expert assessments, study of production experience) and theoretical (system analysis, categorical analysis, comparison, generalization, decision-making) methods. The chapter discusses the main reasons for the transition to a new stage in the development of industry and the economy of the Russian Federation. The main advantages of digital industrial ecosystems are formulated. The tools that ensure the functioning of digital industrial ecosystems are described and examples of their successful implementation are given. The relevance of the article is due to the need for the educational process to meet modern standards and the need to develop competence in the field of digital technology use. Today, teachers are required to master not only basic knowledge, but also the ability to apply it in practice. In addition, there has been a significant increase in interest in digital technologies in education in recent years. Emotional Intelligence and Assertiveness: Aspects of the Relationship in Helping Professions Students

- In the contemporary world, characterized by high uncertainty and increasing demands on specialists, especially in helping professions, the development of key personal competencies becomes critically important. The aim of this study was to investigate the interrelationship between emotional intelligence and assertiveness in students preparing for helping professions. The study involved 100 students (aged 17–18) studying psychology and pedagogy. Emotional intelligence was assessed using methods by D. V. Lyusin, M. A. Manoylova, and N. Shutte. The level of assertiveness was measured using the V. P. Sheinov questionnaire. Statistical data processing was performed using Pearson's correlation analysis. The results revealed statistically significant positive correlations between all studied indicators of emotional intelligence and the level of assertiveness. The strongest relationships were found between assertiveness and intrapersonal and interpersonal emotional intelligence (Lyusin's method), the integral emotional intelligence indicator and the ability to manage one's own feelings (Manoylova's method), and the overall emotional intelligence score (Shutte's method). The data confirms the hypothesis of a close interrelationship between these constructs and emphasizes the need for targeted development of emotional intelligence and assertiveness during the professional training of future helping professionals. This will contribute to enhancing their professional effectiveness.

- The article examines the effectiveness of youth policy implementation in the Krasnodar Territory. Regional programs aimed at supporting youth were analysed, their goals, main activities and results achieved were disclosed. On the basis of a comparative comparison of planned and actual indicators, the main problems of implementation are highlighted, including insufficient involvement of young people, uneven territorial coverage and poor information accessibility. Proposals for improving the mechanisms of youth policy at the regional level are presented. The findings can be used in the development and adjustment of strategic documents in the field of youth work.

- The scientific project examines the current problems of regulatory regulation of the construction of rural tourism facilities in the Russian Federation, with special attention to the specifics of St. Petersburg and the Leningrad region. The study is based on an analysis of current legislation, including the latest changes in 2021-2024, regulating rural tourism, as well as an assessment of existing legal barriers related to land use, permissive construction procedures and the classification of accommodation facilities. The paper highlights in detail the contradictions between the strategic guidelines of state policy in the field of sustainable rural development and the limitations arising from land and urban planning legislation. It has been established that the existing measures of legal stimulation of agrotourism are mainly focused on peasant (farm) farms, while agricultural tourism needs access to preferential building regimes.

The article analyzes the main difficulties arising in the creation and implementation of digital content, including technological, methodological, and psychological issues. Special attention is paid to the age-related and pedagogical aspects of applying DEC at different levels of education. The study is based on an analysis of scientific publications and the author’s personal experience. In conclusion, the article offers proposals for improving the quality and effectiveness of digital educational content in Russia.
