- Abstract:
- In today's digitalized world, staffing is becoming the fundamental basis for effective transformation. Global digital transformation processes permeate all aspects of socio-economic development. A new type of specialist in demand in the labor market must meet the criteria that are formed in the context of national projects being implemented in the country – he is a creative professional who makes responsible decisions and creates a positive image not only of his profession, but also of the organization and the state as a whole. In the context of the transformation of the modern labor market, digital technologies are becoming the most important tool for training competitive university graduates. The chapter is devoted to the interpretation of the concept of «digital technologies in education», the disclosure of their essence and structural components. Digital technologies have advantages over traditional educational technologies: access to a variety of resources and tools, adaptability and personalized learning, as well as the development of digital skills needed in today's labor market. However, the introduction of digital technologies into the educational process is associated with a number of challenges, such as the need to ensure digital literacy among teachers and students, infrastructure development, and data protection. The influence of digital technologies on the formation of graduates' competitive abilities is manifested in their ability to effectively adapt to changing labor market conditions, meet employers' requirements and develop personal qualities, including critical thinking, creativity and readiness for continuous learning. The integration of digital technologies into the educational environment of a university requires a strategic approach focused on the development of a specialist's personality, the needs of the modern labor market and the requirements of potential employers.

Principles of building a new ecosystem: social, economic and legal aspects- Author:

- Work direction:
- Глава 8
- Abstract:
- The chapter discusses some relevant aspects of higher education, as the author believes, as the basis of national strategies to provide students with the knowledge and competencies they need, which employers and the labor market require. It stands out that higher education is becoming an increasingly effective tool for integrating graduates into the modern labor market and opens up opportunities for professional development and the development of their personal abilities and mobility. The competitiveness of graduates in the labor market is an important indicator of the quality of university activities and the economic health of society, enabling economists and policy makers to assess human resources, the state of the labor market and the main economic trends that affect this dynamic. No less important, according to the author, are the moral values of a specialist. In order to increase success rates, the university takes various measures, which primarily relate to professional practice-orientation, the design of pedagogical support for education and increased motivation to study through an emphasis on applied aspects. The author emphasizes that the task of universities is to train not only highly professional specialists, but also patriots and moral personalities who are ready to defend their country and work for its welfare. The high level of competition encourages universities to carry out high-quality educational activities, motivate graduates to pursue fundamental, good studies in order to avoid further problems of unemployment and disappointment, and employers to consider education, morality and professionalism as an indicator of the real available talent pool.

- Abstract:
- Formation of human resources potential is an important task at the current stage of economic development of Russia. Digitalization of the economy gives rise to problems, including the risk of reduced employment stability (due to the fact that artificial intelligence replaces human resources and reduces the number of jobs) and the need to retrain specialists both within the region and their migration to areas with a shortage of labor resources. The difference between supply and demand in the labor market is explained by many factors. This may be a national problem – an excess of graduates in humanities and social sciences, which leads to a situation where candidates are forced to look for work unrelated to their education. Or these may be regional reasons. This problem can be reduced by the sphere of additional education, which allows retraining and developing the necessary competencies for applicants. Identification of the complex effect of the influence of various factors on the successful employment of citizens; is a time-consuming, complexly structured scientific task, for which it is proposed to use cognitive modeling. Based on the constructed model, scenarios for the development of labor resources are determined, taking into account regional peculiarities; assessment of the needs of the region in training and retraining of personnel. Their analysis and selection of the most promising scenarios from the standpoint of minimizing the costs of retraining citizens, as well as the constructed functional models of the procedure for selecting candidates among unemployed citizens for additional training (a model reflecting the current state of the research object and models reflecting possible scenarios for the development of the research object) can become the basis for developing a methodology for selecting candidates for additional training for a program that meets the needs of the citizen and the existing offers in the region.

- Abstract:
- The chapter examines algorithms for improving automated production management systems. The epistemological roots of various stages of the process are analyzed: automated control systems (ACS), automated production development systems (APS), computer-aided design (CAD) systems and Robotic Process Automation (RPA), as a developing technology involving bots that imitate human actions. The relevance of the problems raised lies in the lack of alternatives to innovative development for the domestic economy. This concept inherently includes a component of artificial intelligence associated with the implementation of automated control systems in production cycles. Using the example of Kaluga PJSC CADVI, the authors prove the effectiveness of introducing self-developing technologies for management activities. Systemic, complex, process and situational types of analysis are used. Layers of monographic and statistical developments are taken as the initial base. Specific proposals are given for choosing the most effective and reasonable platforms, taking into account current production realities.

- Глава 2. Наука
- Abstract:
- In field experiences studies on growing field peas in single-component and mixed seeding with spring rape and white mustard were conducted in the Middle Urals. The crop capacity was increased by 10,8% as well as the total yield was increased by 2.3 times up to 2.14 t / ha by the use of spring rape as a supporting and compacting crop in sowng peas with a seeding rate at 0.6 million / ha. It was found out that crop productivity of peas was decreased by 19.4% when the seeding rate was established at 0.4 million / ha, and the crop productivity of spring rape remained at the level of pure sowing – 1.23 t / ha. The total yield, in comparison with the pure sowing of peas, increased by 2.1 times from 0.93 to 1.98 t / ha. Mustard is less suitable as a supporting crop, although it ripes earlier and does not thrive in contrast to spring rape. The total yield and ratio of land equivalents in a mixture with spring rape is higher than with mustard and ranged from 1.66 to 1.98. Peas accounts for the bulk of the total yield (LERab = 0.81...1.48). The coefficients of competitiveness and aggressiveness of the studied crops in mixed sowing indicate the dominant role of field peas in the pea-rape and pea-mustard agrocenoses. The awned and foliose morphotype of field peas when grown in a mixture with mustard showed themselves equally, their competitiveness and aggressiveness coefficients were in a close range – Crab = 2.37...4.57; CAab = 0.72...1.87. The awned morphotype of field peas had the greatest aggressiveness and competitiveness when cultivated in a mixture with spring rape – CRab=6.78...17.80; CAab = 3.35...5.79. The foliose morphotype of field peas occupied an intermediate position and had a good competitive ability with less aggressiveness towards spring rape – Crab = 2.64...2.66; CAab = 2.06...2.13.

- Abstract:
- Consideration from critical positions of numerous researches and scientific and methodical works of scientists and experts in the field of innovative activity revealed the fact that among the least studied problems can be attributed to the effect of innovations and innovations. The purpose of this study is the theoretical justification and methodological solution of the complex issues of innovation effect. There are several reasons for this. At least five of them can be formulated as follows: first, there are no large-scale studies on the cycle of effects on the stages of the innovation process. There are practically no theoretically verified methods of calculating the value of the effect; secondly, in the scientific economic literature prevails one-sided view of the competitive relationship between the subjects of innovation. The system of specific communications, which is built on the basis of the effect of innovation and includes both competition and cooperation, is not taken into account; thirdly, there is a small share of research and, as a result, there is still little known about the mechanisms of diffusion of innovation, the ratio of creativity and imitation in the absence of a quantitative assessment of the effect of innovation; fourth, there is no clear understanding of the forms of relationships between certain types of innovation effect and the competitiveness of goods and enterprises; fifth, the experience of functioning of developed countries in the conditions of innovative type of economy shows that economic knowledge should become qualitatively different, oriented to a new idea of innovation not as a goal, but as a means of enterprise development in a market economy. - Abstract:
- Under modern conditions, the grain market of the Eurasian Economic Union, which should be a developed regional organizational and economic system, has not yet been formed. In the analyzed period, it is basically considered the purchase and sale of grain and its processed products. The problems of the effective functioning of the grain market, ways of their solutions for ensuring food security are defined in the conducted scientific study. In order to take into account the place and role of each EAEU member country, it is necessary to develop a program for the development of a broad market for grain and its processed products in the foreseeable future. In addition, it is necessary to develop a common state strategy for the development of grain export and its processed products. For this purpose it is necessary: to optimize the structure of exported grain, to unify existing domestic standards for grain and products of its processing, primarily in the EAEU member states, with the standards of grain exporting countries, to create specialized zones taking into account natural and climatic features, the availability of developed infrastructure for grain production, to reconsider at a qualitatively different level the interaction on the above mentioned problems, primarily be-tween Russia and Kazakhstan. For solving above mentioned problems during the study the following methods were applied: abstract and logical, monographic and statistical analysis.
