    Abstract:
    The article discusses some problematic issues related to the improvement of the system of military-patriotic education of Russian youth at the current stage. It analyzes the goals, objectives, and methods of military-patriotic education implemented by the Ministry of Defense of the Russian Federation, in particular, in cooperation with government agencies and public organizations. Special attention is given to a critical analysis of the regulatory legal framework, organizational forms, and practical results of activities in this area. Based on the results of a comparative legal analysis, certain proposals are formulated for using the experience of military-patriotic education in China, involving veterans of wars and armed conflicts. Based on the initial assumption that military-patriotic education is a strategic area of state policy that ensures the formation of young people's readiness to defend their homeland, strengthen national security, and preserve traditional Russian spiritual

    Abstract:
    This article identifies a deficit in the axiological foundation of legal procedural policy, stemming from the absence of a normative hierarchy of absolute and relative values. It argues that justice, human dignity, and the supremacy of the Constitution should take precedence over instrumental principles. A three-tiered model of the axiological organization of procedural law is proposed, aimed at restoring its humanistic dimension and ensuring the sustainability of law enforcement in the face of digital transformation and regulatory instability.

    Abstract:
    The article is devoted to a comprehensive analysis of the processes of digitalization of language education of the indigenous peoples of the North in the context of preserving the linguistic diversity of Russia. The article considers the theoretical, regulatory, legal and methodological foundations for the introduction of digital technologies in the field of teaching native languages to the indigenous peoples of the North. Based on the analysis of the existing infrastructure (electronic dictionaries, mobile applications, educational platforms, systems using artificial intelligence), key factors for the success of digital projects are identified, critical problems and barriers to development are identified.

It analyzes the formation, allocation, and effective use of budgetary resources at the regional level amid current economic challenges. Special attention is given to financial regulation mechanisms, risks, and constraints hindering balanced regional development. The chapter proposes ways to improve financial policy to enhance the resilience and balance of regional growth, as well as the integration of innovative financial instruments into regional financial management. A systemic approach is employed, combining material, procedural, and managerial components of financial support. Strategic objectives and mechanisms for their realization are analyzed to increase financial support effectiveness.

    Abstract:
    The article examines the evolution of legal policy principles from static normative guidelines to a dynamic, value-targeted and strategically oriented system. The author analyzes the transition from the positivist paradigm to a modern understanding of principles as socially significant values and benchmarks of justice. Based on the works of domestic legal scholars, it is shown that the principles of legal policy are formed through the selection of values, are implemented in the legal process and require foresight and goal-setting. Particular attention is paid to the systematic nature, hierarchy and expediency of principles in conditions of legal uncertainty.

    Abstract:
    The article examines the effectiveness of youth policy implementation in the Krasnodar Territory. Regional programs aimed at supporting youth were analysed, their goals, main activities and results achieved were disclosed. On the basis of a comparative comparison of planned and actual indicators, the main problems of implementation are highlighted, including insufficient involvement of young people, uneven territorial coverage and poor information accessibility. Proposals for improving the mechanisms of youth policy at the regional level are presented. The findings can be used in the development and adjustment of strategic documents in the field of youth work.

    The article examines current issues of implementing the preventive function of modern legal procedural policy. The role of this function in preventing marginal behavior, extremism and judicial errors is analyzed. Particular attention is paid to a systemic approach to counteracting destructive phenomena, including the interaction of law enforcement agencies, educational institutions and public organizations. Aspects of rehabilitation of the innocent are considered, including ideal compensation as a form of public recognition of error. The need for interdisciplinary strategies to ensure stability, legality and citizens' trust in the legal system is shown.

    The agro-industrial complex is one of the key sectors of the economy, which has significant potential for saturating the domestic market and ensuring food security. In recent years, the republic's agro-industrial complex has demonstrated positive dynamics. For such types of products as bread, potatoes, vegetables and melons, domestic production has almost completely satisfied the population's consumption. However, there remains a dependence on imported poultry meat, vegetable oil, sugar, fruits and berries. Among the main problems that need to be addressed in the republic's agro-industrial complex are dependence on imported plant seeds and breeding material, infrastructure development, increasing the effectiveness of scientific research, timely identification and prevention of internal and external risks based on the use of a system of effective organizational and economic measures.

The practice of applying criminal penalties in Russia and the PRC, studying the reasons for the consistent humanization over the past 30 years in the Russian Federation, as well as similar practices in the PRC. The arguments and reasons for the possible implementation of the positive experience of the two countries, including in the field of application of the institute of probation, are highlighted in order to develop the most effective mechanism for the implementation of state coercion through the implementation of criminal punishment.

    Abstract:
    Increasing the human potential of teaching staff takes one of their leading places in identifying urgent tasks to improve the quality of general education as the main vector of development of state educational policy. The interrelation and interdependence of the processes of increasing the human potential of teachers and the quality of educational results of students are beyond doubt determines the relevance of the presented research. The purpose of this article is to identify the main directions of state policy in the field of teacher education and the development of the human potential of teaching staff in the Russian Federation. The main materials for the study were federal and regional regulatory documents reflecting the main directions of state policy in the field of teacher education and the development of the human resources of teaching staff in the Russian Federation, and the main research method in the presented work was the analysis of these documents. In addition, the study was also based on an analysis of the regional practice of implementing the main directions of state policy in the field of education on the example of the Kabardino-Balkarian Republic. As a result of the study, the main vectors of the state educational policy in the field of teacher education and the development of the human potential of teaching staff in the Russian Federation were identified.

    The article examines the change in the inflation rate in Russia and its impact on the change in the main indicators of the standard of living of the population for 2019-2023. In the course of the conducted research, the causes of the deployment of inflationary processes in the Russian economy have been identified, as well as ways to eliminate them. The authors conclude that in order to reduce the inflation rate in the Russian Federation, it is necessary to introduce effective anti-inflationary measures, including price control for certain goods and services, tightening monetary policy and the development of domestic production.

    The objective of the chapter is to elaborate suggestions for improving the mechanisms of building harmonious interfaith relations in the Arkhangelsk region. On the basis of statistical data and normative legal acts the current state of intergroup interaction is analysed and the regional policy guidelines for religious associations are identified. The authors confirm the predominantly peaceful nature of interactions in the multi-religious community. The need for more intensive actions on the part of both the authorities and the clergy to achieve the common objective of developing allied relations between confessions is emphasised. The experience of the implementation of measures for state regulation of interfaith relations in the Federal Republic of Germany is described. The suggestions for the executive authorities of the Arkhangelsk region are formulated.

Optimization of youth policy, conceptual justification and development of technologies for a competently built trajectory of transforming the potential of young people into active social, political and economic activities to achieve the strategic goals of the state, the development of effective methods for assessing the results are the necessary conditions for the youth policy implementation at all levels of administration. Social projecting allows to obtain two types of results: the first is the quality of the produced project product; the second is an indicator of human qualities changes level in the project participant.
