    Abstract:
    The paper considers the issues of part-time students’ self-study and various ways of its organization in the terms of education modernization. The discussion concerns a reasonable application of new technologies together with traditional methods of teaching part-time students a foreign language. The aim of applying new technologies is enhancing the effectiveness of education with competence approach in marine English teaching in order to develop the competence in compliance with federal educational standards of higher education (FGOS VO) and the IMO STCW Convention (1978/95).

The problem of pedagogical practice is investigated in the aspect of competence approach. The article determines its aims, content and the main principles of organization. The author clearly highlighted the competencies that are formed thanks to the pedagogical practice, and defined the criteria for assessing the activities of students, which determine the level of competence formation.

    Abstract:
    The article discusses the conceptual signs of a paradigm shift in the modern scientific and pedagogical outlook in relation to psychological and phenomenological aspects of the perspectives of competence-based education. An attempt is made in outlining of the methodological specificities of the educational paradigm in the context of conditions of realization of Federal state educational standards of the third generation. The significance of the psychological aspects of technologies of mass communication in the paradigm of formation of professional competence of the specialist was conclusively determined. The assumption was formulated, according to which the formation of research competences of the student's personality has paradigmatic characteristics, because the educational situation at the level of didactic technologies is characterized by interactivity and integrative.

    Abstract:
    The work deals with the problem of the readiness of future teachers to apply a regional approach in professional activities, one of the options for solving which is proposed to use both theoretical and practical orientation in the preparation of students, and which is implemented, on the one hand, through the use of research and design tasks of the relevant subjects in the classroom, in extracurricular and independent work of students. In this regard, the classification of research and design tasks is proposed, and the need to comply with the pedagogical conditions for their application is emphasized. On the other hand, the importance of involving students in the process of interaction of the university with local educational organizations to form the readiness of future teachers to use a regional approach in their professional activities is pointed out.

    In article criteria for assessment of corporate culture at school as the organizations of special type are offered.     Abstract:
    The article presents the experience of using the practice-analytical approach in the process of study of organic chemistry at the University. The conceptual base for the restructuring of the course was the extended interpretation of A. M. Butlerov's postulates. The practical-analytical approach consists in changing the order of studying organic compounds: from properties – to structure, in contrast to the traditional approach: from structure – to properties. The purpose of the restructuring of the course is the formation of the necessary competencies for a limited number of hours in the discipline and in the presence of a huge volume of information. The role of organic compounds in the world around us is emphasized.

    The author reflects the tendency of developing innovative strategies in the documents of state and municipal authorities. The classification of innovative strategies in the system of state and municipal management is made from the position of reaction to changes in the external and internal environment. The author's interpretation of the term «innovative strategy» and understanding of the strategic stages of innovative process at the organizational and managerial levels in the system of state and municipal management are formulated. An approach to understanding the tasks and levels of the innovative strategy of the authorities is presented and a procedure is proposed for selecting an innovative strategy and conducting innovative strategic analysis of innovation activities for organizational and managerial levels in present system of management. The mechanisms and tools for developing and implementing an innovation strategy for organizational and managerial levels are defined.

    The work is devoted to the analysis of the relationship between the concept of primary military-environmental adaptation of military students. A brief description of the main directions of scientific analysis of the problem in the works of some domestic and foreign military teachers. The most characteristic and typical problem sides of development of a complex of social and humanitarian disciplines by cadets in the system of higher military engineering education, including foreign military personnel, trained in military universities, are formulated.     The article discusses the main ideas of the pedagogical concept of V. A. Sukhomlinsky, identifies their philosophical roots, points out the consonance with the ideas of world philosophy. The researcher poses the problem of creative rethinking by the great teacher of the teachings of Marxism-Leninism, in particular the code of the builder of communism, the question of the consonance of his doctrine to the humanistic ideas of world philosophy, the problem of conformity of the doctrine to a religious worldview. In work, generally, the comparative-historical method is used. The author comes to the conclusion that the direct philosophical foundations of the pedagogical concept of V. A. Sukhomlinsky are the Marxist-Leninist teaching, the creatively rethought code of the builder of communism, the philosophy of humanism of the Renaissance. At the same time, his teachings are partially consonant with the humanistic concepts of the philosophy of all eras; especially the teachings of the ancient
