  • On the process of standardization in an unwritten language (based on the example of the Shughnani language)

    Abstract:
    The article analyses graphic and orthographic variability, as well as issues concerning the standardization process, in an unwritten Pamir language – Shughnani. The source data include a corpus of published and archival Shughnani texts of the 19th–21st centuries and their translation into Russian, as well as dictionaries, and field materials resulting from the author’s field research. We systematise linguistic data by applying an in-depth comparative method, in particular, comparative analysis of culturally marked units, as well as component analysis. There exist no state-institutional structures for regulating social speech activity, and thus no ability to solve theoretical and practical issues in terms of public policy through measures taken in the field of speech culture and language. This situation incentivizes the creation of a written tradition with a unified normative writing system, the compilation of Shughnani-Tajik-Russian, etc. dictionaries reflecting key national vocabulary, and the publication of normative grammars. It also encourages the creation of prose literature, and on this basis, the development of a literary standard. These measures serve to improve the sociolinguistic status of the language and ensure its preservation.

    Currently, domestic organizations, primarily controlling (supervisory) organizations, must, in compliance with the current legislation, switch to a risk-oriented approach in their activities. However, the science of management of organizations could not timely provide scientifically sound proposals for the practical implementation of laws by organizations on the implementation of a risk-based approach in the practice of work. At the same time, it is particularly difficult for practitioners of organizations to assess risks and hazards in order to assign them to certain categories and classes in order to optimize the frequency of inspections and reduce the cost of inspections while increasing their effectiveness.

    The chapter is devoted to the study of the status and activities of the Collective Security Treaty Organization (CSTO) as a special form of interstate integration, the main purpose of which is to ensure security in the territories of the member countries of the Commonwealth of Independent States (CIS): the formation and goals of the CSTO activities are covered, the main stages of military-political transformations within the CSTO are considered, the regulatory and legal foundations of interstate interaction in this structure are studied; analysis of its effectiveness as an institute of regional security was carried out, significant problems and development prospects were identified. Among the current threats and challenges in the sphere of attention of the CSTO are illegal migration, drug and arms trafficking, transnational crime, and information security. Acute questions are also the Ukrainian crisis and the construction of a paradigm of a block confrontation between the CSTO and NATO.

The idea of the study is that the result of supporting professional self-determination of high school students is an understanding of personal characteristics considered in line with reflective activity, and most importantly, the acquisition of self-determination skills. The purpose of the study is to create and describe the theoretical and conceptual foundations of the model of reflexive technology for supporting the professional self-determination of high school students in the framework of secondary education. Research results show that the development of students' reflective skills and the preservation of a sustainable professional interest occur as a result of the implementation of reflective technology.   • New industrialization of Russia through new ways of attracting investments

    Based on the analysis of specific legislative initiatives of the Ministry of Finance of the Russian Federation and the Russian Union of Industrialists and Entrepreneurs, it has been proved that the method of economic incentives for organizations with private capital to increase investment by changing the income tax rate depending on the share of reinvested profit is sharply inferior in terms of economic efficiency to the method based on changing the VAT rate. The shortcomings of the initiative (with "manual control") of the Government of the Russian Federation to reduce the VAT rate by 20 points for organizations of the ship repair industry are revealed. Based on the official data of the Federal Tax Service, the Central Bank of the Russian Federation, the Ministry of Economic Development, the Ministry of Finance of the Russian Federation, an analysis was made of the effectiveness of the “manual control” investment mechanisms in the Tax Code of the Russian Federation and the new direct action mechanism to stimulate investment activity. Three options for the implementation of a new mechanism were analyzed, which would further increase the volume of private investment in the industry of the Russian Federation up to 1 trillion rubles per year. To do this, it is necessary to reduce the VAT rate by 2–5 points for industrial organizations that reinvest more than 50% of their profits, and to compensate for shortfalls in federal budget revenues from VAT, increase the federal income tax rate by 0,2–0,5 points. At the same time, it is not necessary to increase the base income tax rate. It is proved that the new mechanism does not require "manual control" and can be used in the form of a direct action law, which brings the system of encouraging investments in industry to a qualitatively different (higher) level.

The basis of the economy of the population of Krasnoslobodsky district was agriculture and animal husbandry. Gardening and horticulture played a large role in their economy. It was revealed that the formation of the economic activity of the population of the county was influenced by the following factors: natural and geographical (availability of a resource base), socio-economic (opportunities to supply food and products to other regions in connection with the expansion of the railway network in the Volga region; combining labor and commercial activities); ethnic (ethno-economic traditions, interethnic contacts).

    The chapter methodologically explores the phenomenon of narcissism as presented in Erich Fromm's psychoanalytic theory. Fromm's critical social theory of narcissism serves as the basis for understanding the anatomy of malignant social processes (ethno-nationalism, fascism, post-fascism) that underlie far-right politics in contemporary society. In "narcissistic society," the driving force behind narcissism in its most malignant manifestations is immense vanity, embodied in the figures of the leader, the Führer, and the radical national political elite, who endow the nation with the role of the "chosen people" superior to all others and thus justify an attack on those who did not recognize their superiority, which is typical of contemporary US politics.
