    Abstract:
    The article analyzes the state of demographic indicators, еmployment and unemployment in rural municipalities of the Novosibirsk region. It is shown that the economic stability of rural areas is to some extent related to the effectiveness of using the opportunities of socially oriented non-profit organizations (NPOs), whose activities can significantly reduce the negative manifestations of the budget deficit. Based on statistical data, rural municipal districts were ranked according to the degree of population loss. This allowed us to identify the correlation between demographic parameters and the activity of work in rural areas for the organization of so-called NGOs with applications and grant support. The degree of activity and effectiveness of socially-oriented NGOs in the manifestation of demographic indicators in areas, as well as their positive impact on reducing tension in society. The solution of employment issues of the rural population, including pensioners, ensures the progressive movement of territories to progress by involving the population in active labor and creative life.

    Abstract:
    The scientific article is devoted to the research analysis of the theoretical aspects of the characteristics and the practical role of the mechanism of organizational culture in the framework of the formation of the human resource management system of the enterprise. The relevance of the study is due to the fact that today the attention of managers of Russian organizations to the issues of the formation of the mechanism of organizational culture is insufficient to form a method of stimulating labor productivity and the effectiveness of using human capital from this tool. The article examines the theoretical aspects of the concept of «organizational culture». The tasks and the practical role of the application of the mechanism of organizational culture in the management of the stuff of the enterprise are analyzed. The analysis of urgent problems of the human resource management system and the formation of organizational culture, which negatively affect the efficiency of labor activities of stuff. The main directions of improving the management system of the organizational culture of the enterprise in the framework of its stuff policy and activities are considered. In the conclusion of the scientific work the author found that organizational culture is the most important element not only of the stuff management system of an enterprise, which allows to form the principles of HR management and increase interaction between employees, but also a way to increase the economic efficiency of the company's business activities.

    The social infrastructure in the Arctic is at risk, as it weakly performs its function, particularly, the processes of creating conditions for the reproduction of the human capital are slowing down. This problem is relevant for the territories of all eight Arctic countries, which is confirmed by the results of the studies carried out within the framework of this work. As a result of the study, the main mechanisms for the development of social infrastructure used in the Arctic countries were identified.   • Fundamentally Important Ideas of Socio-Integrative Approach in University Education

    Abstract:
    The article is devoted to clarifying the content and principles of socially-integrative approach in university education based on the fundamentalization of education. The purpose of the study is to consider the socio-integrative approach as a significant idea in the implementation of university education. The following research methods were used: theoretical analysis of interdisciplinary literature, interpretation, synthesis, generalization and summarization. As a result, the theoretical basis of integration was formalized, and a set of principles was identified: voluntariness, adequacy, variability, integration and differentiation, motivation and stimulation, with a description of the requirements contained in them for effective implementation of the socio-integrative approach in the implementation of higher university education at the present stage of society development. This is presented for discussion. The conclusions give the reasons for ineffective activity of universities: departmental limitations and interdepartmental disunity; lack of unified organizational and methodological approaches in the implementation of interaction; lack of wide and rationally organized support of public initiatives, activities of non-governmental organizations, which violates their coherence, common understanding of goals and objectives of higher education.

  • The Future of Distance Education: Challenges and Opportunities

    Abstract:
    The article discusses the problems encountered during the transition to the distance learning format due to the introduction of quarantine measures for Covid-19. At the same time, it was the mass transition to a remote learning format that allowed us to determine the advantages and feel all the disadvantages of distance learning. Research methods. In this paper, we conducted sociological research in the form of a survey among parents of school leavers in Moscow. Students and teachers of the university of Ryazan on their satisfaction with the organization of distance learning, on the change in the level of academic load and on the possible consequences for the quality of education due to the transition to a remote learning format. According to the results of the study, problems of distance learning of a technical and organizational nature were identified, among which are: interruptions in the operation of online platforms due to overload; the lack of proper software for students, as well as the lack of direct face-to-face contact between students and the teacher; the requirement of strict self-discipline, motivation. The study made it possible to draw the conclusion that the distance form of education in its current implementation leads to a decrease in the quality of training of students of higher educational institutions and school students. To improve the effectiveness of distance education, it is necessary to intensify work on the development of new educational standards, on the application of new methods and tools of teaching.

    The presented article is based on the results of a study of the behavior of leaders of educational organizations and institutions in conflict situations. The main theories that develop ways of solving the problem under study from the standpoint of modern psychology have been determined. The aspects of increasing the competence of managers to resolve conflicts in educational activities are considered, taking into account its fundamentally important components. The results of in-depth study of the phenomena necessary for psychological and pedagogical practice are characterized: individual strategies of behavior; the role of unconscious patterns of behavior; stable attitudes of behavior; hierarchy of scenarios and styles of behavior of educational leaders in conflict situations.     In the development of modern ethnic cultures, there is a paradoxical situation: the more powerful the onset of comprehensive globalization, aimed at the destruction of national cultures, the more actively they develop. “To blame”, in our opinion, is the ethnocultural code, which rebelled against the dominance of the virus of the death of national cultures and thus led to the flourishing, boom of ethnic cultures. Convincing evidence of this is the deep fundamental processes of revival taking place in the Chuvash national culture. Thus, the unique Kokelev International Plein Air has rightfully become a synthesis of the picturesque national schools of Russia, Belarus and Ukraine. The national TV and radio company “Chavash En” was established. Recreated “Chuvashkino”, designed to develop their national culture. There is a return from oblivion of the runic writing of the Chuvash people. A program for the development of the Chuvash language was adopted. And, as it were, the apotheosis of the renaissance of the Chuvash ethnic culture was the establishment of the Chuvash Embroidery Day on November 26 by the Decree of the Head of the Chuvash Republic. Globalization pressure is also causing an increase in interest in learning about other cultures. we tell about this phenomenon on the example of Chuvashia and Azerbaijan. In soviet times in Azerbaijan, few people knew that the Chuvash were a Turkic people. Tatarstan knew, Bashkortostan knew, and the Chuvash – the Turkic people – didn't [6]. The aim of our work is to study the interaction of Chuvash and Azerbaijani cultures in historical retrospect, as well as to draw the attention of scientists of Chuvashia, Russia and Azerbaijan to this problem, which is of great cognitive and scientific importance. The author comes to the conclusion that scientists-humanitarians of Chuvashia, Russia and Azerbaijan can and should combine their efforts to create a comprehensive study of the interaction of the cultures of the Chuvash and Azerbaijani nations in historical retrospect.

  • Thomas Winterberg's Danish Experiments

    Abstract:
    The article is devoted to the work of the Danish film director T. Winterberg. The aim of the article is to study the plot originality of the stories told by T. Winterberg by methods of cinema, to understand the genre specificity of his films, highlighting the experiment as the most significant component of their artistic and mental originality. Descriptive, hermeneutic, diachronic, historical-genetic, comparative, analytical and biographical methods, used in a complex manner, allow one to come to certain conclusions. These conclusions are that T. Winterberg's cinematography relies on experiment as a way of plotting, which determines the genre character of the director's films. This is confirmed by the luck that accompanied exactly those films of T. Winterberg, which are built on Danish material, and the much less success of films created on plots that are associated with other toposes (Soviet, American, British). T. Winterberg became world famous after the release of the film "Family Celebration", made within the framework of such originally Danish phenomenon as «Dogma-95». Collation of the author's manner of T. Winterberg with the master of Danish (and world) cinema and originator of «Dogma» L. von Trier allows us to compare the ways of organizing the narrative of two famous film directors: if L. von Trier's films are based on provocation, then T. Winterberg – exactly on experiment. Being rooted on national soil, this experiment transcends ethnic narrow-mindedness itself, acquiring a universal, between-national character.

    Abstract:
    The article provides an overview of air trainers with the STEWART platform. Disadvantages of platforms in solving the direct kinematics problem are revealed. In this regard, we consider the use and synthesis of the structure of the SHOLKOR multi-contour parallel manipulator as supports for air trainers. The manipulator is based on a topological model of two interconnected bodies. the Analysis of research on the synthesis of parallel robot architecture shows that the existing variety of robot architectures are a set of solutions to particular problems and do not have a system orientation. The main functionality of the SHOLKOR parallel manipulator is revealed. As a result, SHOLKOR allows you to purposefully control the movement of the upper platform. A STEWART platform cannot provide spatial positioning of a single point of the mobile platform and spherical movement of the platform.

    Gender stereotypes play an important role in ethnocultural identity. The article analyzes the concept of gender stereotypes, the features of such essential characteristics of gender stereotypes as "masculinity" and "femininity". The levels of gender stereotypes and their current distribution are revealed. Two concepts have emerged regarding the transformation of gender stereotypes in modern culture: radical-feminist and moderate-feminist. In the process of transforming gender stereotypes such essential features as the level of economic development of the country, its regional location, the preservation of traditional national cultures and the influence of religion on society are considered.

  • On the Question Legal and Cultural Interaction Between the Sasanian Iran and the Eastern Roman Empire

    Abstract:
    The purpose of the article is to prove the presence of a deep (archaic) ideological foundation in the Roman-Persian political and legal complementarity of the times of late antiquity. Methods. The author uses the «panoramic approach», сomparative analysis of primary historical sources and the structural-functional method. Results. The author’s attention is devoted to the antique community in the legal content of imperial titles, the correlation of temporary and spatial understanding of the power of the Roman emperors and the power of the Persian Šâhanšâh’s. The main author’s thesis: 1) the provision on the Hellenization of Persia during the time of Khosrow Anushirvan; 2) the thesis on the principle of extraterritoriality of imperial power, formulated by the Romans in the era of dominatus and transfered from the Eastern Roman Empire into the Sassanian Eranshahr; 3) the author’s definition of the imperial form of government, based on the principle of «over-sovereignty» common to Iran and Byzantium. Discussion. Firstly, the spaces of Eranshahr and the Roman Empire were considered by ancient intellectuals as the «common heritage» of the Hellenistic Asian kingdom of Alexander the Great. Secondly, the roots and semantic content of the titles of the higher sovereigns of Persia and Rome (emperors) had common cultural and political origins and military-administrative premises. Thirdly, if at the initial stage of the interaction between the Persians and the Romans there was a strong influence of Persia on the everyday life of the population of the East Roman provinces, then in the 6th century the East Roman ethnocultural pattern «Christian Oecumene» became decisive in the Sassanian Mesopotamia.

    The relevance of the study is due to the fact that in the international year of secondary health-care workers and maieutologists, influential public organizations of the world have drawn attention to the most numerous team of medical personnel – nurses and maieutologists, because these professions are in the increasing demand. The purpose of the study is to examine the dynamics of human resources based on medical statistics. In order to achieve the goal of the study it was necessary to find a solution for the following tasks: 1) studying the opinion of WHO and international organizations on the place and role of nurses in the health care system; 2) analyzing health-care workers’ potential in the Republic of Belarus and determining the causes and factors of nursing shortage; 3) suggesting ways to transform nursing education based on existing trends. In the course of the research, the following methods were applied: analytical, mathematical statistics, system analysis methodology, social and hygienic. The author comes to the conclusion that the population's attention to the activities of the health system is directly related to the availability of human resources of the state that provide medical care. It is also noted that international organizations play a significant role in raising the prestige of the activities of secondary medical workers in the world.

    Abstract:
    The article raises the issues of digitalization of relations in the field of education. The authors point to the problems that arise in the course of organizing the educational process at a university in the context of the widespread introduction of a self-isolation regime and the transition of educational organizations to remote methods of teaching and other classes. The analysis of the problem is carried out both from the position of a higher school teacher and a teacher of a secondary general education school. This approach allows researchers to correlate the views that exist in various social communities and determine the most effective actions for the dynamic development of modern education in Russia.
