    Abstract:
    This chapter examines the complex transformation of the professional image of lawyers in the context of the total digitalization and media coverage of the legal environment in 2024–2026. The author analyzes the impact of digital communications, artificial intelligence (AI) technologies, and the publicity of legal proceedings on reputation formation and the effectiveness of legal defense. Historical and cultural archetypes of the lawyer's image in fiction and cinema are examined, paralleling them with modern demands for flexibility, mobility, and moral choice. Particular attention is paid to the «Pyramid of Meanings» and nonverbal aspects of communication (body language), which remain critical in the era of AI dominance. Case studies from recent years demonstrate how impression management and digital reputation are becoming tangible factors influencing the outcomes of high-profile court cases.

    В статье исследуется вопрос сущности и роли государственного бюджета как основного инструмента бюджетной политики Российской Федерации. Проведён комплексный анализ структуры и динамики доходов и расходов федерального бюджета в период 2022–2024 гг., выявлены ключевые проблемы бюджетной политики в условиях санкционного давления и макроэкономической нестабильности. Особое внимание уделено вопросам сырьевой зависимости бюджета, региональной дифференциации и роста государственного долга. На основе проведённого анализа предложены направления совершенствования бюджетной политики, ориентированные на обеспечение финансовой устойчивости и долгосрочного экономического роста.

    Abstract:
    В статье изложена авторская мысль о том, что в местах лишения свободы продолжает наблюдаться суицид осужденных. Рассматриваются причины самоубийств среди осужденных. С целью предотвращения суицида в исправительных учреждениях ФСИН создан институт пенитенциарных психологов, которым отводится главенствующая роль в противодействии самоубийств путем бесед и методов наблюдения за ними. Автор статьи подчеркивает, что главной задачей психологов является выявление осужденных, склонных к актам самоубийств и профилактическая работа с ними, с целью недопущения такого социального явления.

    Abstract:
    В статье рассматривается вопрос развития правового регулирования защиты персональных данных в условиях цифровизации государственного управления. На основе сравнительно-правового и формально-юридического подходов анализируется центральная роль Федерального закона №152-ФЗ «О персональных данных» как основного нормативного акта, а также влияние норм Федеральных законов №266-ФЗ и №149-ФЗ, направленных на обеспечение цифрового суверенитета и национальной безопасности. Исследование выявляет основные вызовы, связанные с внедрением цифровых технологий в публично-правовую сферу, и обосновывает необходимость последовательной гармонизации законодательства через уточнение подзаконных актов и совершенствование правоприменительной практики для укрепления доверия граждан и устойчивого развития цифровой государственности.

    В статье рассматривается проблема социокультурной адаптации иностранных студентов как значимого элемента «мягкой силы» в контексте международной образовательной деятельности. Авторы исходят из того, что стратегия социокультурной адаптации требует комплексного подхода, обеспечивающего вхождение иностранных студентов в новую для них социокультурную среду, позволяющего оптимизировать взаимодействие с принимающим сообществом. Обосновывается тезис о том, что успешная интеграция иностранных обучающихся в социокультурную и академическую среду российских вузов способствует укреплению внешнеполитического потенциала России за счёт формирования горизонтальных каналов международного взаимодействия.

    В статье представлен системный анализ субъектов антикоррупционной деятельности РФ в условиях институционального усложнения системы противодействия коррупции. Выявлены проблемы дублирования полномочий, фрагментарности правового регулирования, снижения управленческой эффективности из-за отсутствия координации. Разработана классификация субъектов по институциональным и функциональным основаниям. Обоснован вывод о трансформации многообразия субъектов из ресурса в фактор институциональной дезорганизации. Предложены меры совершенствования взаимодействия и критериев оценки эффективности антикоррупционной политики.

    The study focuses on the analysis of the application of digital platforms as a tool for supporting small and medium-sized enterprises in the extreme climatic conditions of the Yamalo-Nenets Autonomous Okrug. The study analyzes the features of the digital transformation of SMEs in the Arctic territories, identifies the barriers to the implementation of digital solutions, and identifies promising areas for the development of digital business support infrastructure in the context of geographical isolation and harsh climatic conditions. The study also examines the role of specialized platforms in providing entrepreneurs with access to government support measures, financial instruments, and modern technological solutions.

    The article examines the system of state control of the Russian Federation over foreign trade operations in national currencies with the BRICS countries. The key instruments of currency and customs regulation used to ensure economic security and stability of financial flows are analyzed. The main problems associated with exchange rate volatility and asymmetry of regulatory frameworks are identified. Promising directions for improving control mechanisms in the context of de-dollarization of the world economy are substantiated.

    В статье рассматриваются вопросы возможностей использования полицией Республики Зимбабве некоторых аспектов системы подготовки кадров для органов внутренних дел Российской Федерации, в основе которых лежит применение современных информационных технологий. По мнению авторов, российская модель подготовки кадров для органов внутренних дел, представляет собой одну из передовых образовательных систем в правоохранительной сфере, широко использующую возможности электронно-образовательной среды, электронных платформ и дистанционных технологий обучения. В ходе проведенного исследования, на основе сравнительного анализа авторами определены, как возможности внедрения в систему подготовки полицейских Республики Зимбабве положительного опыта российской системы подготовки кадров для органов внутренних дел, так и сопутствующие проблемы и возможные пути решения.

    The chapter is devoted to the key aspects of the formation and implementation of state policy in the field of social and economic development of the region. The author examines the main mechanisms and tools used to improve the quality of life of the population, including social programs, investment projects and infrastructure development initiatives. Based on statistical data, strategic documents, national projects, and state programs, the article analyzes the standard of living and quality of life of the population of the Murmansk Region as a constituent entity of the Arctic zone of the Russian Federation. Factor analysis allowed identifying the problems that negatively affect the quality and standard of living of the region's population and suggesting ways to address them.

    Abstract:
    The chapter is devoted to a comprehensive study of the legal nature of a state contract for the provision of medical services in the public procurement system, which is a unique legal phenomenon with a dual nature. The article argues that a state contract for the provision of medical services occupies a borderline position at the intersection of several branches of law: administrative law, which regulates the procedure for concluding a contract, civil law, which defines the content of contractual obligations, medical law, which establishes special requirements for subjects and standards of medical care quality, and budgetary law, which regulates the financial basis for the execution of a contract. The article examines in detail the public law elements of the contract, which manifest themselves at the stage of its conclusion through the mandatory provisions of Federal Law No. 44-FZ. The article analyzes the special role of medical law through the establishment of mandatory requirements for licensing, material and technical base, and personnel qualifications.

    Abstract:
    This chapter provides a comprehensive analysis of the revival of Orthodoxy in Russia at the turn of the 20th and 21st centuries. It highlights the key preconditions that enabled this process to begin after decades of uncompromising state antireligious policies, including the deep historical roots of Orthodoxy and the systemic crisis of Soviet ideology. It identifies and characterizes the key factors that played a decisive role in initiating and sustaining the dynamics of the religious renaissance, including political changes, the proclamation of freedom of conscience, the social demands of society, and the active internal activities of the Russian Orthodox Church. Particular attention is paid to the dynamics of the revival of Orthodoxy and the growth of religiosity among Russians as a whole-from a period of rapid quantitative growth to stages of qualitative development, institutionalization, and the emergence of new challenges. In the final section of the study, the author formulates a conclusion on the current state of development of the institutions of the Russian Orthodox Church in the Russian Federation at the time of the study.

    The authors of the article note the fact that the topic of this study is due to the rapid development of digital technologies and the deepening integration of the Internet into all spheres of public relations. They pay close attention to the fact that modern conditions of economic transformation require a revision of traditional approaches to the legal regulation of intellectual property turnover, taking into account the peculiarities of their digital reproduction, distribution and use. The authors express the opinion that violations of intellectual rights in the online environment have become widespread and cross-border, which requires not only improvement of national legislation, but also effective interaction at the international legal level.

    Статья исследует противоречия между формальным регулированием кадровых процессов на ГГС и социальными механизмами их реализации. На основе анализа ст. 44 ФЗ №79-ФЗ выявляется диспропорция в пользу норм. Доказывается, что игнорирование социальных факторов снижает эффективность. Систематизированы ключевые противоречия. Сделан вывод о необходимости синтеза права и управления социальными практиками.

    В статье проводится сравнительно-правовой анализ процедуры оспаривания ненормативных правовых актов органов власти и их должностных лиц по правилам Арбитражного процессуального кодекса РФ (АПК РФ) и Кодекса административного судопроизводства РФ (КАС РФ). Выявляются сходства, различия и системные проблемы, возникающие из-за дуализма процедур в сфере судебного контроля за органами власти. Установлено, что при формальном сходстве базовых принципов, административная процедура предоставляет заявителю более широкие гарантии, включая возможность проверки обоснованности акта, применения мер предварительной защиты и детализации правовых последствий в решении суда. В то же время процессуальные гарантии в арбитражном процессе остаются более формализованными и ограниченными рамками проверки законности. Рассматриваются ключевые стадии процесса: требования к форме и содержанию заявления, особенности доказывания, пределы судебного контроля и виды судебных решений.

Для реализации такой процедуры гражданин должен соответствовать требованиям, установленным законодательством о банкротстве. Несмотря на закрепление системы правовых норм и упорядочение данной процедуры, все же в теории юридической науки выделяются отдельные проблемы, решение которых было предложено автором в настоящем исследовании.
