    Abstract:
    Land administration seeks to obtain optimal social, economic and environmental benefits while promoting the principles of sustainable development. An important element of this process is the understanding of the macroeconomic situation for making adequate management decisions at various levels: local, re-gional, national and global. This information is provided by land administration systems ((LAS), the core of which is a multipurpose cadastral system integrated with other spatial information systems and public registries. In this article, the au-thors present the structure of land administration built in modern Europe and also show the specifics of the design of systems in relation to socio-economic conditions. The publication presents a vision of the role of the cadastre in the global system of accounting and land administration, with cadastral accounting considered as the main infrastructure for ensuring the economic, social and environmental benefits of all users, including individuals, business and the state.

    The article examines the problems of landscaping of urban areas and securing their legal status as one of the main areas of activity of the municipal economy to create conditions for a high standard of living of the population. The empirical base was provided by regulations, scientific articles and literature, statistical data, reports, and the results of a sociological study conducted on the territory of the Novorossiysk's Ministry of Defense. The analysis of the material allowed us to study the experience of local authorities in this area and formulate proposals to improve their effectiveness.

    Abstract:
    The article deals with the corruption that is the main problem, the conflictological component of management. The features of corruption in Russian society, which negatively affects management effectiveness, since corruption affects management structures are reviewed in the article. The author outlines that nowadays, corruption, already being systemic, has acquired a semi-legal status and has become a means of redistributing property and capital. It is noted that the basis for this is the selfish use of official powers by multilevel managers for lobbying their own interests, neglecting the interests of the state. The author believes that improving the state of modern Russian society, ensuring successful socio-economic development, raising Russia's profile in the international arena and strengthening its position in global governance is possible only through qualitative changes in governance. The measures for minimizing corruption are proposed in the article.

  • Problems and Stages of Legal Science and Education Development in Russia

    Abstract:
    In the article attention is focused on the study of the problem of the formation of legal science and education in various chronological periods of the existence of the Russian state. State figures, Russian and foreign thinkers, and legal scholars whose contribution to Russian jurisprudence is the most significant are highlighted. It is revealed that the formation and development of theoretical jurisprudence was caused by the needs of society and the state in fair law, as well as the need to systematize the current legislation. The conclusion of the authors is that the formation of legal education in Russia was actively promoted by the state authorities, which contributed to the publication of the first textbooks and manuals on civil and criminal laws; the opening of schools, gymnasiums, and universities. The authors of the article outline that activities of these special educational institutions were of great importance for the formation of the system of legal science and education, on the basis of which there were scientific schools and directions that were developed in the Soviet period and at the present stage. It is mentioned that gradually, the methodological tools were updated and legal education was reformed. After the collapse of the USSR, there were serious changes in it and a kind of Renaissance came. The authors come to the conclusion that currently legal education is designed as an open system that is ready to accept the positive experience of foreign countries and is capable of self-improvement.

  • Research and Development of the Project of a Process Information System for Supply Chain Management on the Example of Warehouse Logistics

    Abstract:
    The article is devoted to research and development of a project for a process information system for supply chain management (SCM) (based on the example of warehouse logistics of JSC Kaluga Remputmash plant). The process of taking inventory on charge to the warehouse was selected for detailed consideration. The characteristics of the enterprise, its mission, strategic goals are described, and the architectural and process model of the enterprise is constructed. During a pre-project survey, an architectural and process model of the system for taking inventory on charge to the warehouse (“AS-IS”) was formed. The developed solutions include three aspects: practical significance, scientific and technical novelty, and commercial feasibility. Practical significance means that this system will allow the company to reduce warehouse costs, reduce the time for taking inventory on charge, for drafting and processing documents, and improve the reliability of information. Scientific and technical novelty reflects the identified problems in the process of taking inventory on charge to the warehouse and solutions to eliminate these problems. Commercial feasibility consists in the estimated effectiveness of the proposed solution.

    The article presents the main provisions regarding the activities of some civic associations, which are formed and functioning with the participation of the state. The attention is paid to the role of the Civic Chamber of the Russian Federation, which implements public control measures in the field of health protection, including the measures in the framework of interaction with the Ministry of Health of the Russian Federation. In addition, the significance of the All-Russian civic movement «People’s Front» For Russia» in the ensuring conditions for exercising the constitutional right on health protection and medical care by citizens is noted. At the present time the activities of civic associations, which are formed and functioning with the participation of the state in the field of health protection can be considered in the system of guarantees that allows implementing above mentioned constitutional right.

    Abstract:
    The article is devoted to the current problem – the organization of correctional work with primary school-aged children with different types of dysgraphia. The authors of the manuals used in the process of correctional and developmental work with primary school-aged children with different types of dysgraphia are indicated in the article. The purpose of the article is to reveal the peculiarities of the organization of correctional work on dysgraphia with primary school-aged children and to consider the specifics of identifying certain errors in writing, using traditional diagnostic methods, e.g. «Testing writing skills» by I.N. Sadovnikova and «Study of the writing process» by L.V. Venediktova and R.I. Lalaeva, as well as important pedagogical conditions, according to which correctional and developmental work becomes more effective. In effect, the success of correctional and developmental work with dysgraphia depends on pedagogical conditions: for mixed forms of dysgraphia, a differentiated approach will be used; close interaction of a special needs teacher, teacher-logopedist and primary school teacher, expressed in the fact that they are guided by a unified approach to practical work with primary school-aged students. During the study the following methods were applied: analysis, observation and descriptive. The data from experimental and development study of writing skills in primary school-aged students with different types of dysgraphia, a detailed description of the stages of the study, as well as the analysis of the study results are outlined in the article. The authors come to conclusion that it is necessary to cooperate the teacher-defectologist, teacher-speech therapist and primary school teacher for the effective organization of correctional work with primary school-age children with different types of dysgraphy.

    The article deals with theoretical and legal issues related to the mechanisms of national security. The study shows that in order to ensure national security, it is necessary to take into account its constituent elements. One such element is energy security. Ensuring energy security should be implemented at the local, regional and Federal levels, taking into account the constitutional rights of citizens to a favorable environment, the prevention of environmental and man-made disasters, the rational use of natural resources. The author proposes to apply new approaches to the regulation of this type of relations, taking into account the systematization of normative legal acts in force in the Russian Federation, for the most effective solution of environmental and legal problems of energy security in Russia.

    The article emphasizes that the fight against extremism and terrorism, as a complex problem, has become one of the priorities in the fight against crime for states at the global and regional levels.     This paper analyzes the following principles of Russian education: the principle of state funding of science and education, the principle of state responsibility of scientists for the development of science and education, the principle of responsibility and continuity. The genesis and the ontological concepts of philosophy in soil science are shown, some of the main provisions of the scientific and the philosophical, pedagogical, organizational and exhibition activities of E.D. Nikitin are given, and it is indicated that he created scientific and philosophical theory, revealing the main regularities of the relationship between man and nature, homolaterally (theory of the unity of man and nature), highlighted the versatility of feedback, based on the understanding of which, E.D. Nikitin has identified and classified the variety of geosphere, atmosphere and biogeocenosis features of soils and undertook philosophical and scientific generalization on this issue. Continuity in the work of the department «Natural zoning and soil formation» from the 50s of the XX century to the present time is revealed.

    The author of the article notes that the legal culture determines the level of legal knowledge, legal understanding and legitimacy. The article considers the peculiarities of the formation of the legal culture of the reign of Peter the Great. Attention is paid to causality and factors affecting the quality and condition of the legal consciousness and legal culture of the period under study looked through in the historical and legal context. The researcher concluded that the reforms of Peter I significantly changed the content of the legal culture of Russian society, primarily due to the increasing role of legislation and politics.
