The article analyzes the demographic indicators faced by the Russian Federation in the formation of a new demographic policy. Changes in the program of maternal capital and their impact on fertility are considered. The main problems of population policy are being identified. There is an urgent need to expand the state support for families with children.

The article discusses issues related to human resources technologies in the public service. The problem of the topic of the study is the acute shortage of staff of state authorities of the Russian Federation. The activities to improve public sector personnel policy are proposed within the framework of the national project «Human resources».
